Exemptions from permit requirements.The following signs and operations do not require a sign permit but must comply with all other applicable regulations of this chapter and Subsection 18.435.060.B: 2. Signs not oriented or intended to be legible from a right-of-way, other property, or the air; Washington Square Rd is actually a private street and thus is not considered "right-of-way".The sign also is not intended to be legible from other properties or the air and is not oriented toward Greenburg Rd. Do you mean inside or outside of WA SQ Mall or of the strip mall it's a part of? It is not a part of WA SQ Mall.
