How to comment: •Written public comment may be submitted electronically at www.tigard-or.gov/Comments by noon the day before the meeting date. • If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called. • If you prefer to call in, please call 503-966-4101 when instructed to be placed in the queue. We ask that you plan on limiting your testimony to two minutes. Upon request,the City will endeavor to arrange for the following services: • Qualified sign language interpreters for persons with speech or hearing impairments; and • Qualified bilingual interpreters. Since these services must be scheduled with outside service providers, it is important to allow as much lead time as possible. Now having 2 hours less to get ready,take care of their things,and be able to rest.This change is purely for the benefit of housed people who do not like looking at public camps. It's despicable,it's depraved,and it's shameful.This Council should be ashamed of themselves and ashamed of your constituents.You are not only making it that much worse for the unhoused people here,you are going to increase your homelessess population and rates. Imagine having 2 less hours in the morning to get ready for your job-and you also have no shower,no bathroom, no fresh clothes,and no car. Imagine it, please.Why is the discomfort of your housed people's eyeballs prioritized over the safety,well-being, and dignity of your unhoused and already marginalized population.Tigard-get over yourself.Tigard City Council-get over yourself and do better.Change the public camping times back to 7pm-9am. If this issue isn't addressed,homelessness will continue to increase and the current problems with only worsen.Yet instead this proposal aims to decrease the time folks have to move from the park and is yet another attack against those most in need and with the least amount of power to address their situation.This proposal does nothing to address these community wide issues and only adds a burden to those experiencing homelessness.Addressing the housing crisis will resolve most issues this proposal aims to address while also housing those on the streets and supporting safety,and all the things community members want resolved.The city should be putting efforts to reduce the cost of housing for all Tigard renters,cutting the stream of inceasing homelessness at the source,adding temporary housing until those issues are addressed and ceasing these petty ordinance adjustments those will add costs to the city for enforcement and not resolve the primary issue.Thank you for your time. ACTION REQUESTED No formal Council action is requested at this time.This agenda item will help prepare Council for future actions. BACKGROUND INFORMATION Tigard's Comprehensive Plan Goal 10 is to, "Provide opportunities to develop a variety of housing types that meet the needs, preferences, and financial capabilities of Tigard's present and future residents." Despite making great progress,Tigard continues to struggle with a housing crisis, one which has been particularly acute for residents earning less than 120%of the regional median income.This is reflective of larger regional, state, and national trends. Accordingly, the Council continues to make housing a priority issue and has adopted a Council goal for 2025-2027 to "create housing opportunities for current and future residents." This presentation will provide the Council with a refresher on the work Tigard has done over the past decade to remove regulatory barriers, promote cost-efficient housing construction, support affordable housing developers, and generally improve the economic prospects of our residents. The balance of the presentation and the following discussion will focus on the upcoming work program related to Council Goal 1, specifically focusing on Strategy 1.1 "Develop an inclusive housing strategy that increases the variety of housing types while balancing the infrastructure capacity needs of the city" in the context of changes to state law. Public Involvement None at this point.There will be substantial public involvement in housing policy development, including the Housing Capacity Analysis and Housing Production Strategy.
