E-mails are retained by the City of Tigard in compliance with the Oregon Administrative Rules "City General Records Retention Schedule." <HCC2023-00044-Violator Letter 1-9-6-2023.pdf> 2 FORENSIC BUILDING CONSULTANTS TRUSTED SOLUTIONS Dear The City of Tigard —RE Code Compliance Record Number: HCC2023-00044: On July 6th 2023, Forensic Building Consultants (Forensic) performed a Building Envelope Condition Assessment BECA of the Ash Creek Property located at 11040 SW Greenburg Rd in Tigard. The intent of the assessment was to evaluate the current condition of the Property as part of their typical maintenance and due diligence. During the evaluation, Forensic observed concerns with visible decay of the deck assembly posts at units 217 and 254. Out of the abundance of caution, it was recommended that temporary shoring be implemented so the decks were not unsafe and would not be in violation of 14.16.380 Dangerous Structures. I believe the contractor that performed the temporary shoring work was unaware that permits were required under 105.1 Required Permits since the work was temporary and was to prevent an emergency situation from developing. Forensic is currently working with the Property's HOA board and Community management company to determine the final scope of repair and obtain estimates from licensed contractors. The scope of repair will addresses the root causes of the decay and ensure deleterious conditions are addressed. We anticipate that these repairs will be part of additional regular maintenance work at the Property and commence sometime in the early part of 2024. The temporary shoring will remain in place and be periodically evaluated until the permanent repairs are completed. If permits are necessary for the temporary shoring, I'm sure the contractor that performed the work can apply for them as described in section 105.1 Exceptions.
