1. Call to Order, Roll Call
The meeting was called to order at 5:33 pm by Interim Chair Ken Henschel.
2. Re-Vote to Elect WAB Chair & Vice Chair – Brian Rager
The WAB Interim Chair asked if there was a nomination for the WAB Chair position.
Commissioner Tichy motioned to nominate Interim Chair Henschel. Interim Chair Henschel
seconded the motion. The motion passed 4-0-0.

WAB Chair Henschel asked if there was a nomination for the WAB Vice Chair position.
Councilor Robbins motioned to nominate Commissioner Michael Brewin. Chair Henschel
seconded the motion. The motion passed 4-0-0.
3. Approval of Minutes – February 12, 2025 – Chair Henschel
Chair Henschel asked if there were any comments on the minutes from the February 12, 2025,
meeting. Councilor Robbins had one change. Commissioner Tichy motioned to approve the
Amended February 12, 2025, minutes, Chair Henschel seconded the motion. The motion
passed unanimously 4-0-0, with Commissioners Ken Henschel, Heather Robbins, David
Striecher and Bill Tichy voting yes.
4. Public Comments
Rece Bly (Guest) provided a handout titled “Months of Emergency Water at the ASRs that may
be inaccessible in an Emergency”. The Board discussed the handout and decided to have a
further discussion regarding this topic at the next meeting.
5. CIP Budget Update – Joe Wisniewski
Joe Wisniewski, City Engineer provided updates to the Capital Improvement Plan (CIP)
Budget for the forecasted 6-year CIP. Mr. Wisniewski answered questions from the Board.
The Board discussed the CIP budget and motioned for approval of the draft CIP budget with
the WAB encouraging city Council to direct staff in developing a hydrant replacement program
for the next fiscal year (FY27). Council Robbins motioned to approve the draft CIP budget,
Chair Henschel seconded the motion. The motion passed unanimously 4-0-0, with
Commissioners Ken Henschel, Heather Robbins, David Striecher and Bill Tichy voting yes.
6. PW Water Budget Update – Brian Rager
Brian Rager provided a couple of handouts (Budget Packet Request and the PW Water Budget
Resource Summary). Mr. Rager discussed the budget and answered questions from the Board.
Mr. Rager will provide answers to the questions from the Board regarding more details on a
couple of line items in the PW Water Budget Resource Summary handout. Mr. Rager will
follow up via email to the Board.
The Board discussed the PW Water budget and motioned for approval of the draft budget.
Council Robbins motioned to approve the draft CIP budget; Commissioner Tichy seconded

the motion. The motion passed unanimously 4-0-0, with Commissioners Ken Henschel,
Heather Robbins, David Striecher and Bill Tichy voting yes.
7. Water System Tour Discussion – Brian Rager
Brian Rager discussed with the Board the opportunity of taking a tour of the Tigard Water
Service Area and the Lake Oswego/Tigard Partnership Water Treatment Plant. Mr. Rager will
send Shauna Large an email with the Water staff that will host the tours so she can get these
scheduled.
8. Proposal for June WAB Meeting – Brian Rager
Brian Rager discussed the Annual Council meeting with the Board and the Water site tours.
During the tours there could be discussions regarding system resiliency, work that is being done
toward the update to the emergency response plan, risk and resiliency assessment that the city
will be doing, diesel fuel and generators at ASRs and the operational side for the City of Tigard
Council members, the Councilors for the City of Durham, the Tigard Water District, the City
of Tigard and possibly King City.
The Board discussed the IGA and the WAB would like the City of Tigard’s attorney, Shelby
Rihala to interpret section 14 regarding the Annual Council meeting.
9. Non-Agenda Items – Review of Future Agenda Topics
There were no future agenda items.
