Hello Ken,
I'm very sorry to hear that.At this point, I just don't know what to make of all of this and I agree a site visit
by the City would be in order.
I am currently in Northern Arizona (the cool part of the state) and plan to return to Oregon this Saturday
for about a week in anticipation of the birth of a grandchild (in Albany). I think I could be in Tigard on
Monday, June 23 as I would like to be present for the visit if at all possible.
I am also looking into replacing the fence on that side. At this point, I have no expectation Mr. Kim would
be interested in splitting the cost but I also don't know if the fence is on the actual property line. I say that
because the fence on the back of my yard is not a shared fence, as the owner of the lot was happy to
point out to me when it had to be replaced in 2022. Mr. Kim has been hanging various pool equipment on
his side of the fence, which has caused some excessive wear and tear. If I end up paying for the entire
amount, I don't want anything hung on the fence. I also am investigating the possibility of building a new
fence inside my property and not removing the old one, but that apparently presents some construction
challenges due to rock and concrete blocks on the west end of the existing fence.
Would it be preferable to hold off on fence replacement/construction until the City makes its site visit?
Can the visit be scheduled for Monday, June 23rd? If the site visit needs to be sooner, I potentially can
change my travel plans and be in Tigard on Friday, June 20.

1. My wife and I attended a barbecue at his residence on Saturday 6/14/2025. There was a strong
odor of dog waste coming from the neighbors yard. When I brought it up he explained what had
been going on and showed us a large pile that had been put up against the fence. It did not look or
smell like dirt.
2. My neighbor has been having an issue with our mutual neighbor's dogs at 14165 SW 116th
Terrace. After asking her to control her dogs barking, she started collecting her two dogs'waste
along their shared fence. I have seen the pile as described and can smell it from his porch. He
has an open case NCC2025-00115. The pile of waste has been there for months. I can confirm
the pile is there as of today and is slightly covered in potting soil.
Please see pics the waste up against the fence taken today.
Please let me know if you need any additional information or how to proceed with my own
complaint regarding the ongoing barking issues.
3. /was at my cousin's house this Saturday for a barbecue and I noticed a very pungent smell of dog
waste. To be fully honest, it ruined the excitement we had for grilling up for this Father's Day
weekend. When talking with Jung he mentioned that it has been going on for quite some time
now. I can full corroborate his claims as I visually saw the 6 foot mound of pet waste in the back
yard.

Hello Ken,
I thought it might be useful, for documentation purposes, for you to have a photo of the
clay planter that blew over in the windstorm.The timestamp on the photo shows the
photo was taken on the morning of Friday, March 14, 2025. The planter was beyond repair
and that's why it was discarded and the potting soil moved to a spot next to the fence.

Briefly, the photos submitted by the complainant are of potting soil from a large clay
planter that blew over in a windstorm a few months ago.The potting soil was emptied on
the ground as mulch and the pot was discarded. There are no dog feces in the potting soil

or in that area. The orange "poop scoop" is not in use and has no fecal matter on it,
although it does have some normal garden soil.

For some additional information and context, the fence in that spot is not in good shape
and hasn't been for years. It's a joint fence on the side between our properties. They
have a storage shed that backs up against it. I offered to replace that section a few years
ago and split the cost with the neighbor when I replaced the back fence in my yard, but
they declined.
