Hello Ken,
Please see attached letter and photos.
Briefly, the photos submitted by the complainant are of potting soil from a large clay planter that blew
over in a windstorm a few months ago. The potting soil was emptied on the ground as mulch and the pot
was discarded. There are no dog feces in the potting soil or in that area. The orange "poop scoop" is not in
use and has no fecal matter on it, although it does have some normal garden soil.

Frances Baird

Good morning Ken.That appears to be grass clippings but I will check into it today and reply as soon as
possible. I am currently not at home but my granddaughter will be there later today.
For some additional information and context, the fence in that spot is not in good shape and hasn't been
for years. It's a joint fence on the side between our properties. They have a storage shed that backs up
against it. I offered to replace that section a few years ago and split the cost with the neighbor when I
replaced the back fence in my yard, but they declined.
Regards,
Frances

Dear Ken:
Regarding: Code Compliance No. NCC2025-00115
This letter is in response to a follow-up complaint regarding my property at 11465 SW 116'
Terrace, Tigard, OR 97224 on June 11, 2025.
Specifically, as to the alleged violations in the follow-up:
• There is no, and has not been, any open storage of dog feces, animal waste or anything
on my property that would create offensive odor or a breeding ground for insects and
rodents. Dog feces are picked up on a daily basis and are disposed of in a plastic bag
which is placed in the regular trash pickup each week.
• The photos recently submitted by the complainant show potting soil from a clay planter
that blew over and broke during a windstorm a few months ago. We emptied the pot and
spread the potting soil on the ground. The orange "poop scoop" is not used for picking
up dog feces and there are no dog feces in the potting soil or surrounding area.
• The fence section in the photo is in poor shape and has been for several years. It is not
impacted by dog feces, as there are none. There is a storage shed on their side of the
property that backs up to the fence and tends to trap rainfall runoff, which would lead to
its deteriorating condition.
• Since it is a shared fence, jointly owned by both my neighbor on that side of the property
and me, I offered to split the cost with the neighbor to replace it a few years back
(approximately 2022) when I was replacing the fence on the back of my property. They
declined at the time and later had a handyman do some repair work (but not
replacement) on part of the fence but not that section.
• Attached to this email are photographs to document the conditions of my property. These
represent not only the current conditions but also the past and ongoing conditions.
I welcome an onsite inspection by the City of Tigard at any time to confirm my response and the
conditions of my property.
Thank you for your assistance in resolving this matter. If there are any questions, please contact
me at (503) 360-3466 or gale.baird@gmail.com
Yours truly,
Frances Gale Baird
