1. BOARD MEETING
A. At 6:31 p.m. Board Chair Kate Ristau called the Tigard Public Library Board Meeting to
order.
B. Chair Ristau called the roll.
C. Call to Board and Staff for Non-Agenda Items –
I. Director Bernard shared that alternates Diaz and Michael will be moving from
alternate to voting members and will be appointed at the next Tigard City
Council meeting.
2. PUBLIC COMMENT

3. ELECTION OF 2025 OFFICERS
A. As this was the first meeting of 2025, officers for the new year were were elected.
I. Board Chair Ristau expressed interest in continuing the role of Chair. Board
member Stoffel moved to name Ristau as Chair, Board Member Coleman
seconded the motion. The motion passed unanimously.
II. Board Member Coleman moved to name Board Member Stoffel as Vice Chair.
Board Member Bogert seconded the motion. The motion passed unanimously.

4. APPROVE MINUTES: DECEMBER 11, 2024
A. Board Member Allen moved to approve the Library Board minutes for the December 11,
2024 meeting. The motion was seconded by Board Member Coleman, and the motion
passed unanimously.
5. ICEBREAKER
Library Director Bernard asked everyone in attendance the icebreaker question: What's
something you want more of in 2025?
6. MEET THE TEAM
Our “Meet the Team” guest was Jeanne Peloquin, Communication and Outreach Coordinator
from the Readers Services Division.
Peloquin shared that her favorite part of her role is getting to share the library’s story and
resource with members of the community, especially community members who don’t already
think of the Library as a resource. She shared two upcoming projects that she is excited to work
on: a Spanish-language e-newsletter and a video highlighting library resources to be produced
in collaboration with TVCTV. Peloquin will work with other City departments to collect and
prioritize content in the new newsletter, and will solicit sign-ups through both Library and City
channels. The video that will be created can be used for various purposes, including for social
media, the Library’s YouTube channel, and for various presentations.
7. POLICY REVIEW
A. LIBRARY POLICY: Confidentiality Of Records (last approved: November 9, 2022)
I. Director Bernard shared that confidentiality of patron records is a cornerstone of
Libraries and an important part of the First Amendment. The changes to this
policy were made to align with WCCLS policy and practice.
II. Board Member Coleman moved to readopt the policy. Board Member Stoffel
seconded the motion. The motion was approved unanimously.
B. ALA POLICY: LIBRARY BILL OF RIGHTS (LAST REVIEWED: JANUARY 10, 2024)
I. Director Bernard discussed that the Library Bill of Rights is a foundational
document for library service and includes the Freedom To Read and freedom for
all to access to library resources because those resources can change people’s
lives.
II. Board Chair Ristau asked whether this policy is used to examine other policies
throughout the year. Director Bernard affirmed that it is.
III. Board Member Bogert moved to endorse and reaffirm the policy. Board Member
Allen seconded the motion. The motion passed unanimously.
8. DIRECTOR’S REPORT
A. Director Bernard shared updates on library operations.

I. Our Best Seller shelving and seating was installed in December. The Library will
partner with Friends of Trees to host a Backyard Planting Party volunteer event
on Saturday, January 11. The new bridge behind the Library is open! Now
everyone can walk, bike, and roll from here to Milton Court, where Bonita Park is
located.
II. Our first Library Social Services Coordinator, Ryn Starr, joined our team on
December 30th. First-round interviews for our new Volunteer Coordinator will be
held next week. We will soon hire a temporary Confidential Executive Assistant
to help with immediate administrative tasks, and then begin recruitment for a
permanent position.
III. A total of 869 cards for Tigard-Tualatin School District students were created
and sent out over the past two months.
IV. The Library’s senior management team is preparing the FY26 budget. The City’s
first budget committee meeting will be held on January 21st.
V. Ann-Marie created a book list called “Beat the Winter Blues with the Tigard
Library of Things” – patrons can learn a new artistic hobby, have a cozy night in
with music or movies, play a wintry or atmospheric board game, fix some things
around the home, or learn a musical instrument.
VI. The Library welcomed 9,514 children and families to 303 storytimes in 2024.
Storytime is offered seven times each week, and all sessions are free and open
to the public. Families enjoy stories, songs, and movement that reinforce early
literacy skills for babies through age 6.
B. Director Bernard stated that the Library Board’s annual presentation to the Tigard City
Council is coming up in around 3 months. The presentation typically takes place in April.
Director Bernard suggested that the video Jeanne Peloquin is working on might be useful
for that project. There was interest among all members of the board to go forward with
that idea. Board Chair Ristau asked for volunteers to assist Peloquin with planning the
video. Board Chair Ristau, Board Member Allen, and Board Member Stoffel expressed
interest in planning. Board Member Coleman suggested that the presentation contain a
4- to 5-minute video, a presentation of current library statistics and figures, and time for
Q&A. Peloquin will follow up with TVCTV to establish a working timeline, then follow up
with the interested Library Board members. The Board will discuss the project again
during the February meeting.

A. No additional non-agenda items were introduced.
