Members Absent: Barrett Johnson, and Michael Hendrickson (Chair). Staff Present: Assistant Principal Engineer Courtney Furman, Project Coordinator Jillian Pfeifer, Principal Transportation Planner Tiffany Gehrke, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Alternate Council Liaison Heather Robbins. 1. CALL TO ORDER Vice Chair Fischer called the meeting to order at 6:00 pm. The meeting was held at the Tigard Library in the 2nd floor conference room with a hybrid MS Teams option. 2. CONSIDER MINUTES The March 5, 2025, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. STRONG TOWNS Jim shared a presentation About Strong Towns Walkability that included Traditional Development, The Maintenance Issue, Resilient Traditional Land Use vs Less Profitable Land Use Modern Land Use, Suburban Experiment Big Box Land Use – It’s the Parking, Growth Ponzi Scheme, Recommendations: Appeal Parking Mandates and Subsidies, Priority: Incremental Housing, Transparent Local Accounting, Strong Town’s Solution – Walking, and Safe and Productive Streets. Walkability is not the end goal rather the smartest choice a city can make. Tiffany noted that Detroit had an issue funding infrastructure after the mass exodus of the auto industry to other countries leaving many residents without an income. 5. MOTHERLOAD SHOWING DISCUSSION Tiffany played two trailers from the Motherload movie. Shawne briefly shared his introduction into cargo bikes and then the electric version. He noted they are part of disaster relief as there will be many roads that will be inaccessible via car. He has over 30,000 miles on cargo bikes and can make a commute downtown many times faster than if he drove. Members voiced approval for a showing of the movie and opening it to the public. Councilor Robbins noted recent expanded options for small businesses in neighborhoods. 6. TTAC & TCAC COMBINED MEETING Tiffany noted interest by TCAC to have a couple joint meetings each year where overlapping updates and advocacy for shared areas of interest like the Hall Blvd. jurisdictional transfer, 72nd Ave., Fanno Creek and Red Rock trails, and the electrical mobility project. The June 4th meeting was selected as the first combined meeting to be held in Town Hall with hybrid option. TIGARD TRANSPORTATION ADVISORY COMMITTEE April 2, 2025 Page 2 of 2 7. AUGUST TOUR OPTIONS & DISCUSSION A combined TTAC and TCAC tour will be held on August 13 in lieu of a meeting that month. Tiffany shared a presentation with photos from the tour last year and offered potential locations to visit. She also suggested multiple modes of transportation such as biking, transit, and vehicle with groups meeting up for a light dinner. 8. HALL BLVD UPDATE Tiffany noted ODOT directed staff to their website for Hall Blvd. updates, which she shared. The Hall Blvd. Hwy. 217 overpass is now anticipated to reopen in August 2025. It was delayed due to a construction issue they found. The reopening will eliminate the cut through traffic. ODOT has installed the curb ramps, signal foundation, and lines necessary for a signal, Tigard is responsible for installing the signal and the approval process is underway, though it may not be operational until after construction is complete. 9. NON-AGENDA ITEMS A. Tiffany shared the flyer for the 72nd Ave. neighborhood meeting. An at grade pedestrian crossing was chosen though a culvert and bridge were also considered. In response to a question from Jane, Tiffany stated Tigard does not have regulations in place governing the maximum speed of bicycles on shared paths. This proposal uses a bike path separated from the sidewalk to avoid conflicts with pedestrians. Tiffany also shared the Metro 2028-2030 Regional Flexible Fund Step 2 Public Comment survey webpage and encouraged members to share the link and to complete the survey advocating for the North Dakota St. bridge. 10.
