Tualatin Valley Water District has adequate capacity to provide service to Tax Lots 2900, 3001,
and 3100 (assessor tax map 1S136DD)from the 12"waterlines on SW Clinton St and SW 68th
Pkwy, and the 8"waterline on SW 69th Ave. The proposed use will make the necessary
connections and/or extensions of water mains, as required,to serve the subject property and
will be shown on plans submitted for approval prior to connection to the system.

review and approval and for review fees or any questions you may have.

Dear REACH DEVELOPMENT/Dartmouth Crossing Apartments:
Thank you for inquiring about electrical services provided through Portland General
Electric. Your proposed project located in Tigard, Oregon is within PGE's service territory.
PGE has enough electrical capacity to serve your anticipated load. However, in all
likelihood, additional infrastructure and electrical equipment will need to be installed to
serve this anticipated load. This letter does not address any issues concerned with
easements or right-of-ways.
The owner/developer is responsible for all costs associated with providing electric
service to a new project, including the expenses for realigning existing electric
facilities. However, PGE currently has a line extension allowance (LEA) that may help
offset some of the costs of providing electrical service. We calculate the LEA for your
project based on an estimate of the yearly incremental kWh consumption. This LEA is
subject to change.
Please note that the LEA does not apply to certain project expenses involving
underground service. The owner/developer is always responsible for the cost of all
necessary excavation, trenching, conduit, vaults, submersible transformers, pads
and permits.
Expenses for providing electric service to a project can be considerable. In order to
provide a good cost estimate, PGE must receive your detailed plans and load estimates.

We have reviewed the site plan for the above-mentioned project. The site plan shows one trash
room 14'6" x 22'6"that will hold front load trash and recycling containers (provided by Pride
Disposal). This room is for trash and recycling only, no other material will be stored there.
Our driver will be responsible for moving the trash and recycling containers in and out of the
trash room on collection days provided the electric pallet jack is available for our driver to
access. The site will also have an electronic key pad, which you will provide the code to Pride to
allow for access to the containers via the roll up door on collection days. There is a 8' wide
motorized coiling door that the drivers will use to move containers in and out of the trash room.
If there are any modifications to this site plan, Pride will need be made aware of those changes
and sign off on them before the modifications can be made.

I just wanted to confirm the following:
1. There were 4 existing homes on this site that were demolished, correct?
I do not think there were any homes on the property, my understanding is that this has been a vacant property
for quite some time,
Currently it is vacant and Reach has not done any demolition work since owning the property in 2019.
2. The proposal only includes housing (with support services), no retail/office that would make this mixed-use,
correct?
Correct,this will only be 100%affordable housing with supportive services for the residents,our community
room will be for our residents,

Project Details
• Proposed and existing uses to remain:The site was cleared by the prior owner, has no
structures or trees,and lacks public right-of-way improvements.
• Proposed and existing site improvements to remain:The site will be graded for development
work.
• Proposed and existing buildings to remain: No existing uses. The project proposal is for a 4-
story building with 85 units of affordable housing with 4 off-street parking spaces.

no existing buildings or site improvements. The public right-of-way will be built out and site
landscape improvements will cover all remaining surfaces.
Project Compliance Report
I. Site and Building Design Standards (Sections 18.660.070& 18.660.080)
1. Building Location:See Site Plan on G100.
2. Utilities and Services:Above grade transformer is screened. See Site Plan on G100 and
Landscape drawings.
3. Off-street Vehicle Parking: (4)on-site parking spots are provided. They are 9'x18.5', uncovered,
and screened by the transformer screen. The parking area is paved and has a turnaround
zone. Parking is 34'-8"from the property line. In prior discussions about potential
adjustments, Gary Pagenstecher did not feel that the parking distance warranted an
adjustment for being<35'. See landscape and civil drawings for documentation of parking.
4. Off-street Vehicle Parking Landscaping: N/A,<10 spaces.
5. Public Bicycle Parking:The building has 498.5'of building frontage along street property lines,
requiring (498.5'/30') = 16.6 bicycle parking spaces. (10) bicycle staple racks are located in the
ROW, accommodating (20) bicycle spaces. A ROW encroachment permit will be requested.
6. Walls and Fences: No retaining walls or fences above grade are being provided. At the
southeast corner of the building,there is a below-grade retaining wall with a 42"guard/screen
for fall protection, per building code.
7. Street Screens:The above-grade transformer is surrounded by an 8'tall screen. The length
(12.5') is driven by the size of the transformer and PGE-required clearances. On-site parking is
also screened by the transformer enclosure.
8. Driveways: (1) 20'wide driveway is provided. A sight distance memo has been submitted with
the PFI application.
9. District Trees: N/A. There are no trees on site or in the ROW.
10. Building Height: Proposed building is 4 stories. See drawing sheets A201,A202,A301,and
A302 for elevations and sections with floor level elevations noted. An adjustment for first story
height was approved in ADJ 2021-00033, as a portion of the first floor has 10' height due to
site topography.
11. Building Entries: Building entries are shown on G100 and have weather protection.The main
building entry is>35'from the street property line due to plaza design;adjustments were
approved in ADJ2021-00033 for the main building entry distance from the street property line,
and for the building length along SW 68th Avenue without an entry.
12. Building Projections: N/A. There are no projections into the ROW.
13. Building Windows: Clear glass windows are provided. See building elevations on drawing
sheets A201 and A202. Adjustments for first floor window area were approved in ADJ2021-
00033.
II. Transportation Facility Standards(Section 18.660.090)
1. Project Triggers ROW dedication and Street Frontage Improvements:See active PFI permit
application for ROW improvements, PF12022-00169. ROW dedication has been processed
with the lot consolidation, per LLA2021-00007. See also Record of Survey,drawing sheet
V103.
III. Minimum Public Facility Standards (Section 18.660.040.B.2.c)
1. Site has frontage on a public street.
2. A minimum of 24'of pavement and horizontal clearance on a public street along each frontage
where access is taken:exists. See PFI application package.
