If they want to apply for the MMD (change of use), then the new parking count will determine how many stalls they need to have on site. Planning will be able to condition that they repaint the minimum number of parking stalls required. If you want to get the ball rolling, then you can say that the minimum number of parking stalls to be striped is dependent on if they apply for the MMD. If no MMD, then they only need 8. If MMD, then they will need to wait for Planning to determine the minimum number of parking stalls for the site. It sounds like a MMD will be required for a change of use, but we will only know that once we hear back from the applicant,who I emailed this morning. If Koi Fusion is going to turn the warehouse into an eating and drinking establishment, then they will need a MMD for the change of use from sales oriented retail to eating and drinking (parking intensifies with the proposed use). The most recent land use to show parking stall locations is MMD2006-00004 for a Goodwill drive through center (attached). The land use decision shows that they have 15 parking stalls. During the MMD, Planning will ensure that there is enough parking onsite to meet the minimum parking requirements for all present uses. If the applicant is not proposing to mark any additional parking stalls as a part of the project scope, then Planning isn't able to look at the condition of the parking stalls as a part of the land use review. If the stalls really are unmarked as shown on Tigard Maps, then Staff can make a code complaint and request that the property owner stripe all parking stalls, as required in CDC 18.410.040.F (attached).
