Meeting Minutes
March 5, 2025
Members Present: Kerry Campbell, Laura Crawford, Alan Eckert, David Fischer (Vice Chair), Jerry
Hahn, Michael Hendrickson (Chair), Jane Honeyman Alternate), Barrett Johnson, Richard Keast, Derek
Lawson, Shawne Martinez, Jim Schiffer (Alternate), and Mick Stevens.
Members Absent: N/A.
Staff Present: Principal Engineer Courtney Furman, Project Coordinator Jillian Pfeifer, Principal
Transportation Planner Tiffany Gehrke, and Sr . Administrative Specialist Joe Patton .
Others Present : TTAC Council Liaison Jeanette Shaw and Alternate TTAC Council Liaison Jake
Schlack.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard Library in
the 2nd floor conference room with a hybrid MS Teams option.
2. CONSIDER MINUTES
The February 5, 2025, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. NEIGHBORHOOD TRAFFIC CALMING UPDATE
Jillian noted the public outreach portion is completed and she shared a presentation that include the
Program Goals, Public Communications, Project Workshops (dates, locations), Potential Locations, Top
Ranked Locations by Neighborhood, Traffic Calming Strategies, Survey Results, Next Steps, and
Prioritized Criteria. The rating criteria will be presented to TTAC before implementation. Projects will be
undertaken as funding, including grants, as some locations will require more funding to implement some
of the speed calming measures. Since there are a range of options no set amount for each location has
been determined,
5. SAFE STREETS ACTION PLAN SURVEY
Tiffany shared the three-question online survey, open for another week . Participants are asked for their
highest priority location and their top five for safety improvements. The list is comprised of crash data
which lags about two years as it takes time to evaluate. The last question asks for other locations not
identified in the previous two questions. Courtney will share other locat ions shared with the task force
which included a map.
6. RAILROAD CROSSINGS
Tiffany shared photos of Tigard railroad crossings and noted that the length of time a rail road crossing
can be blocked by a train is governed by the US Department of Transportation . She encouraged anyone
experiencing issues visit their Public Blocked Crossing Incident Reporter websit e
(https://www.fra.dot.gov/blockedcrossings ) to report them or to submit data they have collected. Some
cities have received federal funding to help mitigate the impacts , but most are cost prohibitive for Tigard.

It was suggested to use an electronic sign to warn drivers so they can divert to alternative routes. Staff
will investigate if quiet zones for WES and MAX lines are feasible for Tigard. Councilor Shaw will ask a
Tualatin Councilor to see if they know as well. Michael asked if a crossing needed to be closed to open a
new one. Staff will check but they believe there are more requirements as well.
7. UPDATES ON PARKING ENFORCEMENT
Tiffany shared the updated timeline which includes more phasing with data collection underway now.
Tiffany has a Metro grant for free transit passes as incentive to encourage use of public transportation
and other options to driving a vehicle. She shared a map of the time restricted areas, both the previous
and the new areas.
8. NON-AGENDA ITEMS
A. Jillian noted that Jeff Peck is the Project Manager for the project and she is the Project Manager
for the Safe Routes To School (SRTS) project. They are going to pair the projects to decrease the
construction impact on the surrounding residents. Construction should start in May 2025, and
they informed the schools. Richard asked about the sidewalk that has not been replaced on
Murdock between 97th and 98th. Jillian will have Jeff follow up with him.
B. Shawne noted that Oregon House Bill 3362 proposing a 4% excise tax on tires to fund wildlife
crossings and Amtrak rail projects is proposed this year.
C. Tiffany is waiting to get an update on the Hall Blvd. crossing over Hwy 217 from ODOT and
will present the info to TTAC at the next meeting .
D. Michael noted that Hwy. 99W will be closed in Sherwood for installation of a bike/pedestrian
bridge. A feasibility study will start soon to explore a bike/pedestrian bridge over Hwy. 217 from
95th to Shady Lane. Finding is being sought to look at another bridge crossing Hwy. 217 for the
Red Rock Creek trail. Michael noted that a truck coming out of the Lowes parking lot onto 72 nd
Ave. had to go one the median. Tiffany noted that trying to mitigate that can create new
problems, but there are some options that can be looked at for design features. Staff will look at
that as part of the 72 nd project. Jim said there is an alternative route the driver should have taken
that would have prevented the issue. Michael noted that a group of bicyclists on Durham at Hall
that rode in the traffic lane rather than the bike lane as required by ODOT. He encouraged all
users of the road to be courteous and follow the traffic rules of the road. Jim encouraged
members to attend one of the Wednesday bike rides to gain an understa nding of what bicyclists
experience on roads.
E. Richard noted the recently completed trail connection needs a garbage cans 85
F. 85 as debris is collecting near the benches.
