If an Executive Session is called to order, the appropriate ORS citation will be announced identifying the applicable statute. All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. Call to Order, Roll Call, and Introductions Chair Marie Walkiewicz called the meeting to order at 5:32 p.m. Chair Walkiewicz introduced the new Commissioner for the Tigard Water District, Andrew Ulibarri. 2. Approval of Minutes – October 9, 2024 Commissioner Marie Walkiewicz asked if there were any comments on the minutes from the October 9, 2024, meeting. Commissioner Ken Henschel motioned to approve the October 9, 2024, minutes, Commissioner Michael Brewin seconded the motion. The motion passed unanimously, with Commissioners Marie Walkiewicz, Ken Henschel and Michael Brewin voting yes. 3. Public Comments There were no public comments. Water Advisory Board (WAB) Minutes SERVING TIGARD WATER SERVICE AREA Page 2 of 4 4.Elect New WAB Chair – Brian Rager Brian Rager mentioned, with Chair Walkiewicz leaving at the end of December we will need to elect a new WAB Chair. The Board decided to appoint an interim Chair and vote on a Chair at the February meeting. Commissioner Michael Brewin made a motion for Commissioner Ken Henschel to be the interim Chair. Chair Walkiewicz seconded the motion. The motion passed unanimously, with Commissioners Marie Walkiewicz, Ken Henschel and Michael Brewin voting yes. 5.Annual Meeting with Council – Continued Discussion – Brian Rager Brian Rager shared an outline Agenda for the annual Council meeting with the WAB. Commissioner Henschel stated he would like to see introductions and hear a little about what each member does during the meet and greet. Chair Walkiewicz mentioned we need to decide what the purpose is for this meeting, getting to know each other, what work is coming and what to get out of the meeting. Commissioner Brewin stated there should be time allotted for each topic in the agenda. Chair Walkiewicz suggested the WAB should have 3-5 items to highlight. She also mentioned that council might want to know what is happening with the water system, the role of the WAB, who is involved, and the future work we see coming with the water system. Mr. Rager stated he would update the outline after tonight’s meeting. This will need to be provided to the Assistant City Manager, Emily Tritsch. Ms. Tritsch will discuss it with the Mayor prior to scheduling the annual meeting with Council. Commissioner Henschel asked who will be running the annual meeting. Mr. Rager stated the Mayor, and the Board liaison would likely lead the discussion with help from Mr. Rager. Commissioner Brewin suggested this discussion continue at the February meeting. Chair Walkiewicz and Commissioner Brewin suggested some additional topics for discussion: customer concerns, unrelated items on the water bill, Tyler billing, back flow compliance, long-term environmental factors, climate change and population growth concerns affecting the future water supply capacity usage and storage. Chair Walkiewicz stated once the Board develops a relationship with Council, they can then set the framework for future conversations. She also stated the Board could ask Council how the WAB can serve them. Chair Walkiewicz suggested that each Commissioner select one to three topics they would like to address at the annual meeting with Tigard City Council. Water Advisory Board (WAB) Minutes SERVING TIGARD WATER SERVICE AREA Page 3 of 4 It was discussed that there would be a total of 3-5 topics that would be discussed at the annual meeting with Council. Commissioner Henschel asked who the bodies were that will be attending the annual meeting. He also asked if King City would be invited. Mr. Rager stated there are three elected bodies (Council, the WAB and TWD) that will be involved in the annual meeting. King City will be invited as a guest and observer (they are not part of the WAB), they could ask questions at the end. Mr. Rager stated that Staff will try to schedule the annual meeting in mid-April, if possible. He also mentioned the workshop meetings are held on the third Tuesday of the month. The WAB suggested coffee and refreshments be provided at the annual meeting. 6. Non-Agenda Items – Review of Future Agenda Topics Brian Rager suggested a couple of Agenda items for the February meeting: update on Tyler issues and the CIP Budget update. Commissioner Brewin mentioned according to the bylaws an annual written report is due to the Tigard City Council (by December 1st) which would include a summary of key activities proceeding and any specific suggestions or recommendations which the Board believes would assist the mission and improve the City’s water utility services. Chair Walkiewicz stated it is a good aspiration and something to consider as a future work item. 7.
