The City of Tigard tries to make all reasonable modifications to ensure that people with disabilities have an equal
opportunity to participate in all city meetings.
Upon request, the city will do its best to arrange for the following services/equipment:

▪ Qualified bilingual interpreters.
Because the city may need to hire outside service providers or arrange for specialized equipment, those requesting

Executive Session
The Water Advisory Board may go into Executive Session. If an Executive Session is called to order, the
appropriate ORS citation will be announced identifying the applicable statute. All discussions are confidential
and those present may disclose nothing from the Session. Representatives of the news media are allowed to
attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed.
No Executive Session may be held for the purpose of taking any final action or making any final decision.
Executive Sessions are closed to the public.

1. Call to Order, Roll Call, and Introductions
Chair Marie Walkiewicz called the meeting to order at 5:32 p.m.
Councilor Dr. Ocholi was introduced to the Board by Chair Walkiewicz. King City had a
recall and is back to full Council again and they now have their reassignments in order.
Councilor Ocholi stated he is committed to the WAB meetings and will continue to attend
as a guest.
2. Approval of Minutes – August 14, 2024
Commissioner Marie Walkiewicz asked if there were any comments on the minutes from the
August 14, 2024, meeting. Commissioner Michael Brewin had one recommended change to
the minutes. Commissioner Ken Henschel motioned to approve the Amended August 14,
2024, minutes, Commissioner Joshua Drake seconded the motion. The motion passed

unanimously, with Commissioners Marie Walkiewicz, Joshua Drake, Ken Henschel and
Michael Brewin voting yes.
3. Public Comments
There were no public comments.
4. Water Conservation & Backflow Update – Brian Rager
Brian Rager referenced the Memo he emailed prior to the meeting. Mr. Rager stated
regarding the water conservation program, the team is not doing anything new right now,
but operating status quo. There will be more to report in June of 2025. The Tigard team is
still interested in talking with Lake Oswego about the potential of joining forces with them
on conservation especially because they have a new plant manager.
Brian asked the Board for patience regarding the backflow prevention program as the Tigard
team continues to bring the Tyler system online. The team is busy with that and will be for a
while. Brian stated he will provide the Board with an update on this topic in June of 2025.
Michael Brewin commented Mr. Rager was talking earlier about a PR approach. He would
like to see a public service announcement and an educational approach; we could also
include some helpful conservation tips in the monthly water bill seasonally. Mr. Henschel
stated he would like to see a section in the newsletter where they involve the public. He
suggested that the city could ask what tips they have on conservation. Mr. Rager stated it
could possibly be accomplished through social media. Chair Walkiewicz stated this would be
interactive if we used social media. She also mentioned landscaping seems like the place
where there is the most opportunity and probably the most variation.
Mr. Brewin recommended all entities within the water service area implement the same
conservation measures as Lake Oswego/Tigard (LOT) in curtailment situations. Chair
Walkiewicz suggested we start with a question before the recommendation “what kind of
notification is done”, what is the process of notification when we go into curtailment. Mr.
Rager stated we would ask them to voluntarily change their watering habits. Mr. Rager also
stated they would push out a press release and use social media. Chair Walkiewicz asked if all
the officials are notified. Mr. Rager stated we notify the City of Tigard, we have not notified
the Mayor of Durham, etc. If we push the information to the WAB, process wise, does it
make sense to let the Water Advisory Board notify their respective boards.

5. Annual Meeting with Council – Brian Rager
Brian discussed the provisions and the IGA in the handout he gave to the Board. He
discussed page one, item 14 at the bottom of the page. He talked about the types of things a
board can discuss with Council.
The Board discussed many topics for the annual meeting with Council. Those topics
included:
1. Meet and greet.
2. High level overview of the water system:
a. Perhaps ask a staff person from Lake Oswego to talk about how water makes
its way to Tigard.
b. A Tigard staff person could talk about the Tigard Water Service area system.
3. The role of the WAB – how it functions or should function.
4. Tigard Public Works operational measures in the water system:
a. Efficiency enhancements.
b. Safety enhancements.
c. Update on the Lead and Copper Rule Revisions.
5. Goals for the future:
a. Water System Plan update.
i. Include an assessment of the conservation program.
b. Additional resilience enhancements.
The Board would like to have a presentation prepared for the annual Council meeting. Mr.
Rager will create an outline and share it with the Board at the next meeting. Mr. Rager will
also schedule the annual meeting with council for some time after the new year. Mr.
Henschel stated we should have someone there from the treatment plant. Mr. Rager agreed,
we could have someone there from Lake Oswego to discuss how the whole system works.
6. Non-Agenda Items – Review of Future Agenda Topics
Michael Brewin stated he was wondering about the public notice listed on the city website
