Meeting Minutes
`January 8, 2025
Members Present: Kerry Campbell, Laura Crawford, Alan Eckert, David Fischer (Vice Chair),
Jerry Hahn, Michael Hendrickson (Chair), Jane Honeyman Alternate), Barrett Johnson, Richard
Keast, Derek Lawson, Jim Schiffer Alternate), and Mick Stevens.
Members Absent: Shawne Martinez.
Staff Present: Assistant Principal Engineer Courtney Furman, Project Coordinator Jillian Pfeifer,
Principal Transportation Planner Tiffany Gehrke, Associate Transportation Planner Henry Miller,
and Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison Jeanette Shaw.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held remotely using MS
Teams.
2. CONSIDER MINUTES
The November 6, 2024, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. ORIENTATION & WELCOME NEW MEMBERS
Tiffany gave a brief presentation that included Introductions, What is the Transportation Advisory
Committee, TTAC Bylaws, Code of Conduct, 2025 Elections, and the 2025 Calendar. Members gave
brief introductions.
5. TRANSPORTATION 101
Tiffany shared a presentation that included the Objectives, Policies, Rules, and Regulations,
Decision Making Landscape, Tigard’s Transportation “Solar System”, Transportation Funding,
Transportation Project Improvements, and What’s on the Horizon locally.
6. UPCOMING GRANTS & LETTERS OF SUPPORT
Henry briefly reviewed the Oregon Community Paths 2022 Grant Solicitation: Tigard Fanno Creek
Trail Crossing Improvements letter of Support. Members unanimously agreed to authorize signing
by the Chair. Tiffany reviewed the RAISE Grant letter of support. Members unanimously agrees to
authorize signature by the Chair.
7. NTL. COM. ON UNIFORM TRAFFIC CONTROL DEVICES
Tiffany shared a presentation on what the NCUTCD is, its History, Sponsors, Membership,
NCUTCD Technical Committees (she serves on Bicycles), Task Forces (she serves on the
Pedestrian Joint Task Force), Sample Topics being Discussed Now, and Manual of Uniform Traffic
Control Devices.

8. FUTURE AGENDA TOPICS
Michael asked for topics to discuss at future topics. Jim suggested a review of the Strong Towns
transportation material. Tiffany offered to share information from the AASHTO Bike Guide. Jane
requested streetlights and light pollution. Michael encouraged all to email additional ideas to him and
Tiffany.
9. NEXT MONTH-CHAIR & VICE CHAIR ELECTION
Joe suggested a survey for nominations with final nominations called for at the February meeting
before the election for Chair/Vice Chair. Michael and David indicated interest in continuing their
roles. Self-nominations are also allowed and the link to the survey will be sent.
10. NON-AGENDA ITEMS
A. Jane thanked Michael for the presentation at the Joint meeting with Council and Councilor
Shaw for her questions on a later topic of parking. She thanked members for helping to
create additional ADA parking spots.
B. David asked about the pipeline work on North Dakota St. as potholes and large ruts are
being left uncovered overnight resulting in traffic crossing into oncoming lanes. He will
email the information to Courtney for investigation.
C. Michael noted about the Main St. Village Apartments entry onto Ash St. near the Fanno
Creek Trail without traffic control devices and the potential conflict with pedestrians.
Courtney will have to look at what agreements are in place. Jillian will do a site visit to
evaluate the situation.
D. Barrett asked if there were any transportation items Tigard was hoping the legislature would
address. Councilor Shaw noted the continued funding of the Oregon electric vehicle rebate
and ensuring that the current tax that funds it is not harmed, a potential E-bike income
qualifying rebate bill, and the jurisdictional transfer of Hall Blvd. Tiffany noted the current
state split funding remains rather than increasing the burden on local jurisdictions.

The meeting adjourned at 8:00 p.m.
