Meeting Minutes
November 6, 2024
Members Present: Maxine Chaney, Laura Crawford, Alan Eckert, David Fischer (Vice Chair), Ruth
Harshfield, Michael Hendrickson (Chair), Jane Honeyman (Alternate), Barrett Johnson, Shawne
Martinez, and Jim Schiffer (Alternat e).
Members Absent: Carl Fisher, Richard Keast, and Derek Lawson.
Staff Present: Community Development Director Sambo Kirkman, Principal Engineer Courtney
Furman, Project Coordinator Jillian Pfeifer, Principal Transportation Planner Tiffany Gehrke,
Associate Transportation Planner Henry Miller, Safe Routes To School Coordinator Lauriel
Amoroso, and Sr. Administrative Specialist Joe Patton.
Others Present : TTAC Council Liaison Jeanette Shaw , Kittelson & Associates Senior Principal
Engineer Susan Wright, ODOT Area Manager West Stephanie Turner, and Tigard resident Tina
Louise.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard
Library in the 2nd floor conference room with a hybrid MS Teams option.
2. CONSIDER MINUTES
The October 2, 2024, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT
Tina Louise expressed concern about the 40 mph speed limit and speeding along 150 th. She asked
that it be reduced and/or for speed calming methods to be utilized. Courtney will follow up with
her.
4. 72ND AVE PROJECT UPDATE
Susan Wright shared a presentation that included Project Overview, Goals, and Schedule , 2020
Corridor Study Review, Preferred Cross Sections, Design Constraints and Opportunities, and Next
Steps. Courtney said rather than neighborhood meetings the approach will be to try going to where
people are at key areas on 72nd such as the Overland Viewfinder, WINCO and other businesses to
get feedback. The 2020 recommendation to have two lanes each way with one lane designated for
parking during certain hours of the day has been changed to one lane each way with parking all
hours for the majority of the project length.+
5. ODOT PROJECT UPDATES
Susan Wright gave a brief update. The Hwy. 99W project is nearing completion but has punch list
items the contractor needs to address. Most of the remaining work will be at nighttime during the
winter. Hall Blvd. has a couple projects coming up including replacement of most of the
noncompliant curb ramps to meet ADA requirements between Durham and 99W. A lot of signage
and striping will also take place. There are four other pedestrian crossings along Hall that will be
improved next year at Spruce, Hemlock, Omara and the Tigard Library. There were a couple items

that caused a delay with the Hwy. 217 project which is still on track for completion in November
2026.
6. PARKING ENFORCEMENT
Sambo gave a presentation that included How Did We Get Here, What Have We Learned, Parking
Study Data, Guiding Principles, Pilot Parking Enforcement Program, and Next Steps. Staff are
looking at how to provide an ADA accessible space(s) at Universal Plaza.
7. VISION ZERO & EQUITY DISCUSSION
Tiffany noted that the Vision statement was discussed at the October meeting and shared statements
from other jurisdictions and noted the commonality is “strive to meet the goals”. She also noted that
equity is an issue as the data shows on the Federal Highway Administration. Data is being compiled
on the Tigard area and will be shared once it is ready.
8. DECEMBER COUNCIL PRESENTATION
Tiffany shared topics from previous 2024 TTAC meetings. Michael asked members to email him
with topics they want to highlight in the presentation to be shared at the Joint meeting with Council
in December.
9. JANUARY MEETING DATE
Michael asked members to complete the survey emailed earlier to determine the best alternative
meeting dates in January 2025 as the first Wednesday falls on a holiday.
10. NON-AGENDA ITEMS – N/A
A. Shawne noted sharrows were added to Locust eastbound in the right turn lane onto Hall. It
is confusing to the kids that were taught to stay to the right in the lane that goes straight to
cross Hall. Courtney asked him to share alternative marking ideas that may be less confusing
so she can explore the possibilities.
B. Members with terms expiring this year were thanked for their service.
11. ADJOURNMENT
The meeting adjourned at 7:55 p.m.
