Kudos to the city for successfully promoting the Park's events, hosting various community open forums, and
keeping an up-to-date website that is easy to navigate.

Celebrations-- Tigard’s first “Los Empresarios Night Market (8/15), The downtown Tigard Street Fair (9/15),
The Safe Parking program opening (9/27), A joint Public Works and Police Department open house (9/21) and
El Tigre (10/5).
Our high schoolers are in good hands in the City of Tigard. Connie Ramaekers requested assistance in
promoting high school-sponsored events in October, i.e. bottle drive and caring closet.
An internal asset management system and service request went live this month. The public service request
system will roll out in January 2025. Congratulations to Caitlin Johnson. Her utility design was selected for the
utility box by the post office!
Questions and concerns-- promoting voter registration, managing the abandoned shopping carts along HWY
99, recycling resources, navigating negative comments on social media directed toward government officials
or a sitting councilor, and the impact of Main Street Road constructions on small businesses. Nicole will follow
up.
Liaison Update Announcements & Meeting Recap (Nicole Hendrix)
Other upcoming events, the City Council candidate showcase (9/12), the Utility billing portal launch (10/28),
and sign-up for the Farmers Market (contact Nicole).
July’s meeting recap – Kent Wyatt shared the July 4th celebration feedback.
Follow-up: Equitable engagement will be a recurring agenda item.
No follow-up for the Downtown Way Finding project. The survey is still posted on the website.
Agenda Look Ahead - November 20, 2024, will be CCE’s work session. Today, members voted to have an
annual report PowerPoint presentation. Nicole will put together an outline as requested and share it at the
next meeting.
2025 topics agenda are Climate Resiliency, Equitable Engagement, Service Request Portal, and Accessing
Emergency Resources.
Equitable Engagement Consultant – Brainstorm (Kent Wyatt)
For this project, CCE members were asked to provide open and honest feedback.
Project objectives – Support Tigard’s strategic vision, Review Tigard’s current external engagement and
outreach efforts using an equity lens, offer recommendations to make City government more accessible for
people of diverse backgrounds and begin building new relationships with diverse communities.
An overview of project deliverables and activities:
2024, Sept: Demographic analysis, Understanding existing conditions, Engagement strategy. Oct: Stakeholder
interviews Nov: Convene a feedback group. 2024-2025, Nov -Feb: Discussion groups and other outreach.
2025, March – June: Recommendations and summary report.
A “Mentimeter” QR survey (Menti.com) will be used to capture input from different audiences. Questions
asked for CCE, “ How effectively do you think the City of Tigard currently engages marginalized or

underrepresented communities?”, “How do you define equitable engagement”, “What will be different when
the city has achieved equitable engagement?”, “Where the power lie?”, “Who has the power to do that?”
Nicole will provide Laura Pena with the names of CCE members who will participate in the feedback group.
Utility Billing Portal Communications Update (Torri Porter)
Updates on CCE feedback: 1) “Reaching out to auto-payers,” -- a mass email sent to all utility payers with a
65% open rate, 2) “Languages,”-- Spanish and English, 3) “ADA,”-- guidelines are used in design, 4) “Resident
feedback,” -- 3 learning sessions scheduled for 11/2,6 and 14, and 5) “FAQ,” -- validated for both staff and
residents.
Status updates, a release date is set for 10/28. The project’s web page is updated with steps and info for
residents. Printed flyers will be available at the City Hall, Public Works, city events, and utility bill inserts.
Phone call system notifications are available in Spanish and English. A social media campaign is being done on
Facebook and Instagram.
Next steps, posting on Tigard Life in Sept, Rolling out a short video tutorial, In-person support sessions, and a
City Council portal demo on 10/15.
Houselessness Committee Workshop Planning (Kim Ezell)
CCE members were invited to a joint council workshop on October 22nd. The goal of this meeting is to discuss
forming a new advisory group, membership, cadence, purpose, and roles of CHART (institutional technical
partners). CCE's expertise in engagement will guide ambassadorship efforts, community awareness, and
education. Ahead of the meeting, Nicole will send context information and a calendar invite. She will also
provide a debrief at the next CCE meeting. CCE will have the opportunity to provide feedback afterward.
Meeting Minute Review & Action July Minutes (Chair, All)
The chair moved to approve July’s minutes. Two members seconded in favor, motion carried. The minutes
stand approved as read.
