A. At 6:31 p.m. Board Chair Ristau called the Tigard Public Library Board Meeting to order.
B. Chair Ristau called the roll.

3. APPROVE MINUTES
A. Board Member Coleman moved to approve the Library Board minutes for the September
11, 2024, meeting. The motion was seconded by Board Member Bogert, and the motion
passed unanimously.
4. ICEBREAKER
Library Director Bernard asked everyone in attendance the icebreaker question: What is your
favorite “spooky season” movie, book, or candy?

5. POLICY REVIEW
A. LIBRARY POLICY: Library Use Policy (Last Approved: February 8, 2023)
i. Board Chair Ristau asked what changes were involved in this revised policy. Library
Director Bernard explained that the Library team addressed three specific areas
with these revisions: the safety of patrons and employees; the proper use of
facilities and furnishings; and the care of personal belongings in and around our
library. Additionally, the team addressed the phrase “treat other patrons and
library employees with courtesy and respect” to clarify which behaviors are meant,
as opposed to relying on an understanding that may not be shared. We hope that
this clarification will better support successful library visits for everyone.
ii. Board Member Coleman asked why headphones were removed from the policy.
Library Director Bernard explained that sometimes personal audio devices can be
heard through headphones. The reworded point focuses on the volume being low
enough not to be heard by others.
iii. Board Member Stoffel asked if there would be any enforcement for these new
items. Library Director Bernard explained that the policy states all visitors must
adhere to this policy and laws or they “may be excluded from the premises and/or
have their library privileges revoked.”
iv. Board Member Coleman motioned to readopt the policy. Board Member Stoffel
seconded, and the motion passed unanimously.
B. ALA POLICIES: The Freedom to Read (Last Reviewed: September 14, 2022) & Freedom to
View Statement (Last Reviewed: August 10, 2022)
i. FREEDOM TO READ
1. Board Chair Ristau reminded the board that they can only endorse and
reaffirm these policies.
2. Library Director Bernard explained why the freedom to read was so
important to our community and library.
3. Board Member Bogert moved to endorse and reaffirm the policy. Board
Member Allen seconded, and the motion passed unanimously.

1. Board Member Coleman moved to endorse and reaffirm. Board Member
Bogert seconded, and the motion passed unanimously.
6. DIRECTOR’S REPORT

A. BUILDING, GROUNDS, AND TECHNOLOGY
i. Washington County & WCCLS is partnering with American Connection Corps
(ACC) to host a Digital Navigator at WCCLS member libraries beginning this
month. AmeriCorps has selected Bridging the Digital Divide as a core campaign of
the AmeriCorps program, and Digital Navigators work to achieve this by serving as
trusted guides who ensure community members have the tools and skills they
need to fully participate in our digital world, including home connectivity, devices,
and digital skills. Our Digital Navigator, Mari Dela Cruz, will be working with Jack
to offer One-on-One Tech Help appointments as well as workshops on various
technology-related topics. Mari will be here at TPL every other Tuesday from 3-
7pm beginning on Tuesday, October 8.
B. STAFF AND VOLUNTEERS
i. Library Social Services Coordinator position recruitment update: We’re reviewing
the applications we received and will have a first round of interviews later this
month.
ii. Seven new On-Call Library Assistants will join us later this month: Amelia Nys, Ann
Heiliger, Katie Kruse, Kealani Arellano, Colleen Stofan, Paula Burrell, and Maria
Mitchell.
iii. We added Jessica Fredrickson to our team as Youth Services Supervisor, and she’s
already made herself indispensable.
C. CONTINUING EDUCATION AND MEETINGS
i. Youth Services Supervisor Jessica attended her first WCCLS Youth Services Meet
Up, where she connected with other youth services peers and exchanged program
ideas.
D. COLLECTIONS AND MATERIALS
i. The Circulation division celebrated National Library Card Sign-up Month during
September! There were four ways to celebrate:
1. Sign people up for a library card at the Tigard Public Library and
encourage our patrons to ask family and friends to get a card.
2. Stop by the checkout desk for a free sticker, bookmark, and coloring
pennant with crayons, while supplies were available.

3. Celebrate #LibraryJoy at the Tigard Public Library by asking patrons to fill
out the “I love my library because . . .” card at the display across from the
checkout desk.
4. Showcase the grand prizes in the display case between the lobby and the
checkout desk.
ii. 223 new library cards were created. Last September we had 298 cards made, 49 E-
cards and 249 cards made in person at the library. Last fiscal year average was 252
cards per month. The biggest factor in the decline for this month was the removal
of the E-card signup from the WCCLS page.

E. WCCLS FUNDING AND GOVERNANCE PROJECT
i. Library Director Bernard presented an overview of how the Library is funded and
shared background on the WCCLS Funding and Governance Project.
ii. Library Board Chair Ristau asked about the discussion around the changes
between 2019 and 2024 numbers regarding service levels. Library Director Bernard
said that those numbers were important and were part of the conversations that
were had. Historical data was used.
iii. Board Member Stoffel asked if the losses of residents from other industry layoffs
had changed how funding was allocated. Library Director Bernard said that the
City of Tigard Library operates with a lean budget. The City, the Council, and the
Budget Committee make decisions based on funding sustainability. Councilor
Shaw explained that companies with layoffs in other industries have offered very
generous packages to relocate these workers to other workplaces.
iv. Councilor Shaw asked if geographical boundaries were involved in the discussion
of this project. Library Director Bernard said that she would be able to share more
information about this next month.
F. PROGRAMMING AND OUTREACH

1. A few programs of note in September included connecting with job
seekers through one-on-one job help, and hosting a presentation with
Mitzi Loftus, who spoke about her family’s experience in the incarceration
of Japanese Americans during WWII.
ii. YOUTH SERVICES
1. Some very busy engagement events happened in September, hosting 90
third graders in 30 minutes, and chatting with over 500 at the Tigard Street
Fair.
2. The Library also welcomed an enthusiastic new group of Teen Library
Council members and offered simple and easy to engage Legos and
Creativity Cart programs in the Puett Room.
iii. NEWS AND MARKETING
1. Banned Books Week was celebrated with displays across the library. In one
notable patron interaction, multiple staff interacted with a mom and
teenage daughter who came to the library specifically for Banned Books
Week. They made a point to visit every display and borrow a book from
each one. The mother quoted Stephen King and said, "We came to find out
what they don't want us to read!"
