I was contacted yesterday by GForge Steele about your letter asking for an
extension to complete a project at WALL SYSTEMS PLUS. We discussed the matter
and agreed the extension will be granted under the following conditions as this
request is made past the deadline of April 29th the Voluntary Compliance Agree-
ment stipulated.
1.. The "handicap handrails" must be installed as per standards agreed upon
durinq on site inspection in April in my presence.
2. The time lLnit you request for the completion of the project must be
followed. .i_e "by May 31st". I
3 No further extensions will be granted past the May 31st date and the
enforcement of the ordinance violation WILL go .into effect -:L June 1st.
If these provisions are non-acceptable please contact Mr. Steele by May 25th.

SUBJECT: Handicap access
I have asked you to handle a problem with a ramp installed for handicap
access on an existing building, to which you voiced some concerns as to
what code sections may have been violated.
In order to assist you in resolving this problem, here are my interpretations
of the applicable sections.
1.. The existinca bui?ding was altere3, and section 3.104 (a) requf_ree altered
buildings to eliminate Architectural barriers to cost not to 3xceed 25%
of the coat of the alteration. In my opinion, the first barrier to el-
iminate would be access into the building.
2. 1 understand the ramp in question was installed after the City ham given
occupancy approval, without a permit or review for approval. This was n:.
alteration to the building, and by section 3104 (c) 1. such alteration
shall comply with the provisions of thio chapter.
3. If there appease to be a conflict with subsection (a) and portions of
subsection (c) , the most restrictive regulation shall apply.

The main entrance to the store, located at 11849 SW Pacific Hwy,
has a hazardous situation due to the slope of the landing. The
uniform building code (1985 edition) and ANSI standards (a 117.1)
for the handicapped, establishes certain criteria to allow access
to a building by the handicapped. There should also be at least 1
(one) parking space designated for handicapped parking.
Please make arrangements to have this situation corrected as soon
as possible.

It has come to my attention that there is a serious entry problem at
the newly remodeled "Wall Systems Plus" store :Located at 11897 SW
Pacific Highway, Tigard .
Section 9 . 8 . 9 of the American National Standar-(:1, sPe-ij. cations for
makin_g _buildin6 and facilities accessible to and usable by ph sically_
handicapped aecp_le. (A_NSI 117 . 1 1980L specifies that all landings
shall be level and clear . The landing at "Wall Systems Plus" is a
severe slope with no level spot at all, po3ing a clear safety hazard
S" the p,itrons of the building, disabled or not .
I am quite sure that this was merely an oversight and that you will
ensure that this problem is corrected before someone gets hurt .

28, 1988 plan review letter has been rescinded. T did not realize that
the doorway entry system facing the parking lot between this building and
School House Antiques was an eristinp door. Because of that factor, the
doorway may be grandfathered tb:ough as is or may be upgraded, but no
larger opening may be created.
To review y6ur question on draft stopping above drop ceiling area, Uniform
Building Cude Section 2516(j) requires that draft stopping installed in
combustible attic spaces at each 3,000 square feet with not more than 60
horizontal feet apart.

A fire and life safety plan review was conducted on the above-
captioned priject for compliance with the 1985 editions of the
Uniform Building Code (UBC), Uniform Mechanical Code (UMC), and
Uniform Fire Code (UFC) as amended by Tualatin Rural Fire Protec-
tion District's Ordinance 86-5.
The plans are not appruved subject to the following conditions.
1. Exterior Wall Protection: Considering that Pacific
Hwy. is running east west past this building, the
south wall is located very near a pr.oper,y line.
During a sc2rvey of the building made by myself and
Tigard Building Official a number of years ago, i
would say from �nemory that the property lire cs
approximately 3 to 4 feet from the wall. Classi'r; i.19
the building as Type V-N construction housing a B-2
occupancy, walls within 5 feet of a property line
shall be of not less than one-hour construction with
no openings permitted. This is what will be enforced
on this structure unless documentation can be provided
that proves otherwise. UBC Section 504 and Table 5-A.
2. Draftstops: Draftstopping shall be placed at each 60 feet
along the new box of canopy.

4. Fire Extinguisher Requirements: Not less than one (l.)

be openable from the inside for immediate exit at all times
without the use of a key, special knowledge, or effort.

posted on or over the door reading, "ThIS DOOR MUST RFMAIN
