Meeting Minutes
October 2, 2024
Members Present: Maxine Chaney, Laura Crawford, Alan Eckert, Carl Fisher, David Fischer (Vice
Chair), Ruth Harshfield , Michael Hendrickson (Chair), Jane Honeyman (Alternate), Barrett Johnson,
Richard Keast, Derek Lawson, Shawne Martinez, and Jim Schiffer (Alternate).
Members Absent: N/A.
Staff Present: Principal Engineer Courtney Furman, Project Coordinator Jillian Pfeifer, Associate
Transportation Planner Henry Miller, and Sr. Ad ministrative Specialist Joe Patton .
Others Present : TTAC Council Liaison Jeanette Shaw , Toole Design Planner Anish Tailor, and
Tigard resident Rafael Palacios.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard
Library in the 2nd floor conference room with a hybrid MS Teams option.
2. CONSIDER MINUTES
The September 4, 2024, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. E GO UPDATE
Henry had a brief presentation that included Tigard Triangle Curbside Uses, Parking Occupancy,
Takeaways From Outreach, and Project Schedule. He received many comments about the benefits
for kids and seniors by providing more bikeable and walkable areas. Parking enforcement services
will begin soon and designating more time limited parking is needed to create more turnaround,
such as at Dartmouth and 72 nd.
5. SAFE STREETS ACTION PLAN
Courtney and Anish gave a presentation that included the Safe Streets Action Plan Overview,
Project Walkthrough, Draft Vision and Goals, and Equity Analysis. The revised Vision Statement
was shared. Members discussed and offered suggestions. The portion that states , “There will be no
deaths or serious injuries…” was discussed in depth with some stating it was aspirational but not
attainable while others noted even a single death or serious injury was too many. Councilor Shaw
suggested the City Attorney review it before proce eding. The equity analysis used the US Census
data to determine the high equity need demographic areas which was overlayed with serious crash
data. It shows that there are traffic fatalities that disproportionately affect those areas.
6. UPCOMING EVENTS
Courtney shared Tigard’s Traffic Calming webpage which lists upcoming Traffic Calming
workshops. She also shared the Safe Routes To School web[age which has a survey link and
information about the upcoming International Walk & Roll to School Day activities .

7. OREGON TRAILS COALITION POLICY MAKER RIDE
Shawne shared the BikePortland Policymakers ride webpage which contained photos from the ride
he hosted for the Oregon Trails Commission. Normally volunteers would block traffic for such an
event to get all riders through intersections, but they asked him not to do so in order for the riders
to have a firsthand experience to show issues that others experience on a daily basis. He was able to
highlight the importance of wayfinding and show dangerous areas that have to be traversed.
8. SPEED ZONE REQUESTS UPDATE
Courtney shared a map and the list of locations submitted to ODOT for consideration of reduced
speed limits. Three locations were approved, and the speed was reduced. ODOT told her decisions
on the other locations should occur no later than November. Sometimes a request requires
additional conversation with ODOT to seek approval and at times the speed reduction is less than
requested. Automated enforcement technology is being explored but Court staffing levels need to be
considered as it could greatly incre ase their workload.
9. IDEA TO DISCUSS: SUNDAY PARKWAYS
This topic was postponed due to time constraints.
10. DECEMBER COUNCIL MEETING
The meeting has been scheduled for December 3, 2024. Information from last year will be shared
with members as a reference.
11. NON-AGENDA ITEMS
A. Michael noted the first Wednesday for next year is on January 1, 2025. Staff will discuss
options and send a survey to members with alternative dates.
B. Shawne noted that two people running for Council positions we in attendance at the
meeting. More information on them is available in Tigard Life.
C. Jane asked about parking on Main St. and if there were more than three disabled parking
spaces. Courtney will connect her to Sean Farrelly as he is managing that program.
12. ADJOURNMENT
The meeting adjourned at 7:55 p.m.
