Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes September 11, 2024 Members Present: Alvin Bautista, John Goodhouse (Alternate), JoJo Keating, Patty Lofgren, Elise Shearer (Vice Chair), Chris Sjolin, Bob Tomasovic, Gabe Velasquez (Chair) and Derrick Wright. Members Absent: N/A. Staff Present: Redevelopment Project Manager Sean Farrelly, and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison Council President Yi-Kang Hu, CPAH Executive Director Rachael Duke, CPAH Housing Director Jilian Saurage Felton, and Tigard resident Crystal Weston. 1. CALL TO ORDER Chair Velasquez called the meeting to order at 6:00 pm. The meeting was held in Town Hall with a hybrid MS Teams option. 2. CONSIDER MINUTES The August 14, 2024, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS – N/A 4. PUBLIC COMMENT Crystal Weston serves on the Tigard Tualatin School District Board and noted that new development has resulted in students being reassigned to different schools due to capacity limits. She asked that future affordable housing siting be spread throughout the city and that school district boundaries be considered when approving future development. 5. FOLLOW UP FROM PREVIOUS MEETINGS Sean noted that bike lanes on 72nd at the Pathfinder building will be moved. For now striping will be used, but protected bike lanes will be installed when 72nd Ave is improved. There will also be an area for vehicle on-street parking. 6. NOMINATIONS FOR VICE CHAIR (COMPLETE 2024 TERM) Bob was nominated at the last meeting and there were no further nominations. 7. ELECTION FOR VICE CHAIR A motion was unanimously approved to appoint Bob to serve as Vice Chair for the remainder of 2024. 8. CPAH DEVELOPMENT ASSISTANCE APPLICATION Rachael Duke and Jilian Saurage Felton gave a brief presentation on the CPAH Woodland Hearth project including CPAH history, Services they Provide, their properties and residents, Woodland Hearth details, Neighborhood Context, Site Plan, and Elevations, They noted that the number of units increased from the original plans as they have added another story to the building. More than TOWN CENTER ADVISORY COMMISSION September 11, 2024 Page 2 of 2 half the units are family sized and leasing will start in 2026. Bringing sewer and stormwater to the site is expensive as a couple surrounding property owners did not want to grant easements so a longer route was required. TDT and other fees are estimated at $1.2 M for this project. After discussion, a motion was unanimously approved to recommend TIF funding of the $500,000 CPAH request to the TCDA board. 9. REVIEW OF TIF PLANS Sean gave a presentation that included the TCDA Organizational Chart, Agency, TCAC and Staff, a map of the two districts, What is Tax Incremental Financing, Crash Course TIF Districts 101, Tax Increment Finance Over Time, What is “Blight”, How does a TIF Area Function, Leveraging City Tax Rate, a Hypothetical Property Tax Bill, Property Taxes and TIF, “Distribution”, “Distribution” + Collection, Impacts to Taxing Districts, TIF and Local Schools, State Limitations on TIF, How is a Plan Adopted, Goals of City Center TIF District Plan, City Center Plan Projects, Street/Streetscape Improvements, Public Spaces/Trails, Planning and Development Assistance: Building Improvement Grant Program, Affordable Housing, Mixed Use, Goals of the Triangle TIF District Plan, Triangle TIF Plan Projects, Project Categories and Funding Allocations, A New Tigard Triangle: Planning for Equitable Development, Transportation (In Progress), Re/Development Assistance and Partnerships, and Re/Development Assistance and Partnerships Mixed Use. 10. PROJECT UPDATES Sean briefly reviewed the updates included with the Agenda. 11. NON-AGENDA ITEMS – N/A A. The Tigard Street Fair occurs on September 15. B. John noted the lack of travel space for a motorized scooter on 72nd near Hwy. 99W. Sean noted that a proposed project on the OEA property would build out part of that section. 12. LIAISON REPORTS A. Bob noted the Wayfinding Committee was reviewing proposed sign placement. He will forward it to Commissioners. B. Gabe noted Tigard Safe Streets had their first meeting. He will pass on comments about the unsafe conditions on 72nd. 13. ADJOURN BUSINESS MEETING The meeting adjourned at 8:00 pm. Joe Patton, TCAC Meeting Secretary Gabe Velasquez, Chair TCAC 2024 3rd Quarter Goal Update Area of Emphasis Equitable Business Development Strategies: Advocate for stakeholders in all TIF districts using data collection, analysis and summary in the focus areas of: parking, safety, unconventional business opportunities, program and service awareness and possible locations for business development. Action Plans: (1) Advocacy and Support for Business Owners in TIF Districts (2) Analysis and Summary of the Parking Survey (3) Planning for Unconventional Business Opportunities • Joint TCAC/TCDA improvement grants committee awarded grants to Curiosities (mural- completed) and Rubicon Rugs • Staff coordinating with TDA on filling vacancies and marketing grants • Parking enforcement contractor has been selected. Start of contract pending input from a parking stakeholder forum Area of Emphasis Connectivity and Access Strategies: Advocate for funding in all TIF districts through intentional, strategic support in the form of letters of support, position statements and advisory recommendations to decision-makers. Active support for acquisition of Hall Blvd. by City of Tigard. Perform ad-hoc research to identify walkability issues and potential solutions. Document and report on pertinent studies, such as the Red Rock Creek Trail Study, and legislative actions that may impact safety, pedestrian projects, walkability and wayfinding. Action Plans: (1) Advocacy and Support for adequate connectivity, access, mobility and safety related funding: Hall Blvd and 72nd Ave Improvement projects (2) Active support for ownership of Hall Blvd. by the City of Tigard (3) Ad-hoc (personal) research on walkability issues within and between two TIF districts (4) Planning for wayfinding, signage and technology solutions to encourage multi-modal connectivity between and within TIF districts • Staff gathered community input at community events and online survey on alternative Downtown Wayfinding Plan designs. Held a Design Advisory Committee meeting. • Design and engineering of 72nd Ave. is underway. Focus groups scheduled for Oct. • REACH offsite improvements will be done with Phase 2 TCAC 2024 3rd Quarter Goal Update Area of Emphasis Affordable Housing and Houselessness Strategies: Attend, update, monitor, report and present with new and pertinent information from housing and houseless stakeholder groups. Coordinate and share information acting as liaisons to TCAC with local organizations to ensure information flow and coordination to improve efficiency. Develop suggested strategies and policies to address housing issues within the purview/scope of TCAC to City officials and decision makers. Support funding needs and development assistance available for shelter, transitional and affordable housing. Action Plans: 1) Identify liaisons to attend regular housing and houseless stakeholder meetings. 2) Active participation and information sharing from stakeholder organizations to TCAC 3) Monitor data obtained by City pursuant to desired outcome: “Grow Collaborative Partnerships” 4) Consider providing development assistance • TCAC recommended approval of development assistance for CPAH’s Woodland Hearth project • TCAC recommended approval of development assistance for Just Compassion shelter project. Hall Blvd • The City received approval from the State Jurisdictional Transfer Committee to advance the transfer ask to the Joint Committee on Transportation • The total cost of transfer of Hall Blvd is currently estimated at $81M, and includes a $50M ask from the state legislature, $18.5M of work currently programed by ODOT, and a $12.5M local match by City of Tigard. 9. Just Compassion Access Center • The Board of the TCDA delayed consideration of $200K development assistance pending more information being provided Tigard Triangle TIF District 1. A Bridge to Home (FPTV) • Construction of kitchen renovations has started with development assistance - $565K 2. Red Rock Creek Trail Planning • Investigating grants for construction 3. Parks • Agency investigating properties • REACH pocket park will be delayed for a few months due to environmental review 4. Opportunity Fund • No update 5. 72nd Avenue • Preliminary design work underway • Stakeholder focus groups to be held next week • Engineering staff and consultant will attend November TCAC meeting 6.
