SPer your request we have reviewed floor defor•nations and cracking at the south6a:' corner of the Lincoln
Tower Parking Garage. The garage is constructed of precast column and beams with post-tensioned cast in
place slabs. The columns are supported on concrete sprehd footings.

From all indications, it appears that the column on Gridline N-1 (southeast corner) has settled. When the
column settled, the 60 foot long beams on the east side rotated and settled with the columns; these beams
support the concrete floors. The second floor 18 foot spandrel long beam on the south side, which only e
3 supports the brick infill, did not settle with the column. Dur, to the relative short span versus the combined j
cepth of the concrete beam and the brick infill,the beam could not rotate and settle with the column. The top
or the brick infill has compressed up against the column causing cracking in the brick (see attached photos).
Since the slab is tied to both beams,the differential settlement of the two adjacent beams at the second floor
1 caused the slab to crack at a 450 to the corner.
We reviewed the settlement with James Johnson of Dames & Moore, the Geotechnical Consultants on the
design and construction for the parking structure. They have concluded that any future settlement should be
i minimal (see attached letter from Dames & Moore).

` The settlement and associated cracks do not appear to signuicantly impair the strf ngth of the construction.
However, we recommend the following remedial action:
1. Monitor the column for further settlement and cracking.
2. Shim up the bearing pad on the second floor beam on the south c;ue with steel shim for full bearing
of the corbel.
3. Cut back the brick infill and provide a caulked joint at the column face.
4 Clean and seal the floor cracks to prevent future water intrusion and corrosion of reinforcement.

At your request the undersigned met onsite with you and Mr. Michael Waikiewicz to observe
structural damage in the southeast corner oJ' the Lincoln Four Parking Structure. This letter
docs-ments our review and observations.
As documented in our report dated April 10, 1987, Dames & Moore recommended that the
subject parking garage be supported on shallow spread foundations bearing in the undisturbed,
competent native silts. It was estimated that total foundation settlements wcAd he less than
about 1-inch, with about 1/2 of the settlement occurring during construction as dead loads are
applied.
Dames & Moore was retained during construction of the garage to conduct monitoring and
testing services during site preparation and preparation of foundation areas. A review of our '
records indicates that the subject footing (N-1) was prepared in ;�cordance with our
recommendations and approved for concrete placement on March 22, 198F,.

Based on our review, site observations and discussions with Mr. Walkiewicz, our conclusions
are noted as follows:
1. It appears that the footing was constructed on competent native soils in
accordance with recommendations provided by Dames & Moore. {
2. Although the magnitude of settlement has not been accurately measured, it does
not appear to have exceeded estimates of settlement previously provided by
Dames & Moore as documented in the referenced report.

3. As foundation, settlements are expected to occur essentially as loads are applied
with little long-term settleinent, it is our opinion that any future settlement should
be minimal.
