Members Absent: Derek Lawson. Staff Present: Assistant Principal Engineer Courtney Furman, Project Coordinator Jillian Pfeifer, Principal Transportation Planner Tiffany Gehrke, Associate Transportation Planner Henry Miller, Safe Routes To School Coordinator Lauriel Amoroso, and Sr. Administrative Specialist Joe Patton. Others Present: AKS Engineering & Forestry Project Manager Jason Wuertz. 1. CALL TO ORDER Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard Library in the 2nd floor conference room with a hybrid MS Teams option. 2. CONSIDER MINUTES The June 5, 2024, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. HALL BLVD UPDATE Tiffany gave a brief presentation that included the recent timeline and the updates. The request was recommended for funding by the new State Jurisdictional Transfer Committee to the legislature, If approved, funding will have to be determined and the actual award may differ from the request. The ask is for $50M and the total cost is estimated at $81M. ODOT has $18.5M work programmed and Tigard’s match will be $12.5M over twenty years through maintenance costs. 5. SAFE STREETS ACTION PLAN & TRAFFIC CALMING Tiffany shared a presentation that included the Safe Streets postcard, the Traffic Management Plan Schedule, and Upcoming Dates. A Safe Streets Action Plan survey will be ready soon. It was noted that the survey, crash data, and other public feedback will all assist in making the decisions. 6. MURDOCK ST/SRTS TEMPLETON/TWALITY Jason Wuertz gave a presentation and noted the two projects were merged and will be constructed as a single project. He discussed the Project Overview to improve connectivity to and around the schools and the different segments: East Butte Heritage Park, Murdock St. Improvements, SW McDonald St./SW Omara St./SW 98th Ave., SW 97th Ave and SW Mountain View Ln, and SW Sattler Street/SW 96th Ave. Traffic calming along SW McDonald will be completed as part of that project. The lighting to be installed in the East Butte Heritage Park is a pilot project with a new type of lighting and could be used along other trails if it works well. There will also be a pedestrian/bicyclist bollard collecting traffic count year-round. Construction is expected spring and summer 2025. TIGARD TRANSPORTATION ADVISORY COMMITTEE September 4, 2024 Page 2 of 2 7. SAFE ROUTES TO SCHOOL PROGRAM UPDATES Lauriel gave a brief introduction and shared her background. She gave a presentation on the SRTS program that included the Engagement, Education, Encouragement, Engineering & Evaluation, and Upcoming Events. Each school maintains a SRTS Action Plan which includes their priorities to help more students walk, roll, or ride a school bus to and from school. Parent involvement in leading a group of pedestrians or bicyclists to/from school is one of the methods used to lower vehicular traffic. 8. BUS TOUR RECAP & FEEDBACK Tiffany shared a presentation with photos from the bus trip last month. Members discussed visiting some of the same sites next year to see the completed project or the progress since the last visit. Using varied public transportation modes for future visits to sites was of interest to members. There were areas where a portable microphone would be helpful due to traffic noise. 9. NON-AGENDA ITEMS A. A survey will be sent to determine if December 3 or 10 works best for members attending the annual Joint Meeting with Council. B. Shawne asked about the Locust project completion. Courtney will check with the project manager, but she believes it is near completion with striping taking place next week. The work on Lincoln is included with the ADA project but will not be completed until next year. C. David asked about the potholes on 72nd near Lowes. Courtney will have to check the jurisdiction, but it may be ODOT’s as maintenance agreements vary on roads over ODOT facilities. Courtney will check on the potholes at Bonita and 72nd. D. .Alan asked about the sidewalk infills along Hwy 99 as there are many issues with trip hazards and around poles rather than a straight pathway. Courtney and Tiffany will talk to ODOT and share the pictures Alan took. The goal is to have ODOT provide a project update perhaps at the next meeting. 10.
