Howard S Wright,the General Contractor for the BMW dealership located at 10031 SW Cascade Ave, are requesting
your consideration to issue a Temporary Certificate of Occupancy, (TCO).Currently,we are requesting this in lieu of the
C of 0 due to circumstances beyond the scope of execution for the new car dealership and car wash. Below is the list of
items which remain open at this time and our projected path to have these items completed.
1. ODOT Permit#2B4531,for Traffic Control at the intersection of Cascade Ave and SW Scholls Ferry Road.This
includes crosswalk revisions, striping and signal changes.
2. PGE-Street Lights(M3251338)on the west side of Cascade Ave.
3. PGE-ROW(M3281139) which includes the removal of overhead utilities to underground and removal of poles.
4. PFI2022-00254 which will have sections of sidewalk permanent concrete not placed due to conflicts with PGE
pole removal, bike lane striping and symbols due to weather conditions and conflicts with PGE equipment
conflicts.
5. Landscaping at the ROW in the NW corner near intersection of Cascade Ave and SW Scholls Ferry Rd.There is a
temp road that was requested by PGE for the installation of their work and later requested to remain
permanently.We have now been asked to remove and complete landscaping as shown on approved plans.
6. The exterior finishes at the stair tower near the SE entrance to the site have been delayed due to procurement
of some late final details.Similarly,there are metal panels on the eyebrow of the car wash on the north
elevation which will be incomplete due again to final detail issues.Also,the glass windows which are part of the
north elevation at the parking structure, lower elevation,will not be completed at this time.The pilasters at the
north elevation of the parking garage are expected to be completed this week however it is weather dependent
and with the forecast of rain it may be delayed.
Remedy Timeline
a. The timeline with the ODOT work is subject to final issuance of the approved permit. Once the permit is issued
materials will be procured,then the temporary traffic controls will need to be implemented.The work will take
+/-6 weeks to complete depending on the final scope included in the approved permit package.
b. PGE scope will go as follows:
a. the cutover of the OH power lines to underground will take place between 2/29 and 3/8.
b. Once the power is off the poles then the franchise telecom utility companies will transfer their cabling
from OH to underground.The timing of that is unknown due to the utility companies not committing to
any schedule, however we anticipate by 4/5.
c. The final pole removal will take place once all the utility has been removed.We would expect that to
take place between 4/5 and 4/19.
d. The Street light poles will be erected and powered once the power poles are removed.That scope will
take 1 week to erect and wire up for illumination.
c. The final PFI scope of sidewalk finishes and landscape repairs,will complete along with the street light poles and
should take 2 weeks to complete.
d. The landscaping of the ROW in the NW corner will be completed by 3/29.
e. The exterior finishes will be completed as follows:
-stair tower at the south elevation will be completed with stucco finishes and metal trims by 4/5.
- metal panels and metal trims on north elevation of car wash will be completed by 3/29.That will include any
landscaping repairs needed following the removal of equipment from the installation.
-the windows on the north elevation of the parking garage will be completed by 4/1.All materials are on site
and ready to install once the facade behind the widows is completed.
-the pilasters on the north elevation will all have their base coats completed and weather permitting they may
need the final color coat on a few of them.Weather permitting this should be completed by 3/29.
Apart from the ODOT work, all the other scopes that will not be completed at the time construction ends and we
request the TCO, should wrap up by the middle of April 2024.
