Welcome and Introductions
The meeting was called to order at 6:00 p.m. by Chair Shaila Kotadia. Nicole announced that a CCE
long-time member, Bhushan Gupta was stepping down. The committee commended his service over
the past seven years. A roll call followed.

What are your celebrations, concerns, or curiosities regarding the city? All
Concerns.
City’s response to the rising temperatures and heatwaves in the upcoming months and years.
Low attendance at a recent Bagan Park community feedback event. Aggressive social media
comments to the Safe Lot Parking program – committee members requested an update on a recent
open house. City’s ability to provide live updates on road closures- has the city considered
broadcasting through texts or email lists?
Celebrations
The Pride Festival, Fourth of July’s Drone show, Balloon Fest, Cook Park's new playground, Bagan Park,
Tigard’s first Night Market (kick off on Friday, July 26th), city’s donation to the Tigard Tualatin School
District (TTSD) fundraising, and Summer Music at the Plaza. Also, a shoutout to the city’s teammates
for their hard work in planning successful community events this year.
Liaison Update – Nicole Hendrix
Community Development is working on launching the first Night Market at the Universal Plaza, on
July 29, 4 – 9 p.m.
Council membership update
Councilor Jack Schlack (former Chair of Tigard Budget Committee) was appointed to fill the vacancy
of Councilor Jay Singh. He will be serving through December 31, 2024. Shriya Myneni appointed
Youth Councilor 2024-2025. Board and committee vacant positions can be found on the City’s
website. Application is due July 31. The CCE will have two open positions.
The 4th of July drone show online feedback is open through July 23rd. We received about 700
responses so far. Some expressed concerns related to cost and parking; many enjoyed the drone
shows and commended the City Council for supporting an inclusive event. Approximately, ten
thousand people attended. Kent Wyatt will share the final survey results with CCE.
Nicole made a call to participate at the city’s Farmers Market table every other Sunday and Saturday
through October 27. Also, a reminder about the Preparedness Fair will be held at the Cook Family
Park on Friday, July 19th, at 6 p.m.
Brief follow-up from May’s meeting
PD confirmed that it is not illegal for people to ask for money on the streets who have kids with them.
If this happens on private property, the owner can have them trespassed.
Summer engagement in the parks is done via Tigard Life, tabling at events, and posting on NextDoor.
Per poll results, CCE members agreed to meet at 6 p.m.

The annual National Night Out on August 6th is a community engagement opportunity with the Police
Department. This year, PD has been invited to twenty-three neighborhood parties. Application closes
on July 30.
Equitable Engagement Consultant – Kent Wyatt
Vendor EnviroIssues was selected as our consultant. They will be leading the city’s community-driven
project to identify gaps, and what’s missing in the city’s engagement. The time frame is nine months.
Kick-off is scheduled for July 31st.
Among other goals, EnviroIssue will help the city understand and identify barriers to equitable
engagement. A series of community engagements will be conducted with a focus on underserved
populations. Once onboarding is completed, CCE will be asked to provide feedback on the
development of focus groups and interviews. Toward the end, CCE will be asked to provide feedback
on the project’s recommendations slated around March -April 2025. CCE members can expect
solicitations around outreach involvement in the second phase.
While faith-based communities have rich relationships with marginalized communities, the city is
interested in reaching out to people who don’t have a prior relationship.
Downtown Wayfinding – Danelle Hauter
The ask for CCE is to advocate for community participation in sign design since this is a community-
focused product and activity. The city follows wayfinding principles, Uniform Traffic Control Devices
(MUCD), and Fundamental & Enhance tools guidelines.
This project is currently in a public design review phase with a projected completion in November.
The City council's approval is required before production and implementation. Final deliverables
include wayfinding and branding plan, design drawings, sign placement plan, and cost estimate.
The Transportation Advisory Committee (TTAC) provides input on speed and safety system signage.
Iconography selections follow a common language, keeping it visually simple, predictable, and as few
words as possible to maintain active transportation. It is possible that sublanguages can be added to
trail markers and confirmation signages.
City Event Outreach & Planning – Maddie Baurer & Leandro Barrientos
CCE was asked to help with the outreach of the Police Department and Public Works joint open house
this year. Maddie posted on social media and emails, 900 people attended last year. She asked CCE
for input on other outreach methods that can do a better job of reaching out.
Leandro briefly shared about the history of El Tigre logo design. The goal of this event is to deliver the
City Community Promise Five E’s (Equity, Environment, Economy, Engagement, and Excellence).
Volunteer opportunities can be found on the city’s website under Community Events.

Questions for CCE: 1) What are your ideas for increasing volunteerism at the event, 2) What are
opportunities to share? How can we reach more folks? 3) When they attend events, what type of stuff
makes them stay longer at the event (besides music)? Email feedback to Leandro.
Input received, conducting outreach to local companies that use ERG (Employee Resource Groups) for
volunteering.

Johnson. March and May's minutes stand approved as read and distributed.
