Welcome Election Results Shared Agreement & Agenda Overview, Nicole Hendrix Chair
Shaila and Kaitlin were unanimously elected as chair and co-chair of online election voting results.
Kaitlin is the acting chair for this meeting.
A quick refresher on the share agreement from the last meeting -
Microsoft Teams was created as an optional tool for information sharing and coordinating events, and it
can also be used to suggest future agenda items. How can this tool be more robust and within the public
meeting law guidelines? – Discuss with Shelby, the City Attorney.
Reassess meeting frequency – sent a survey for availability.

Follow-up with email regarding committee work’s agreement.
What are your celebrations, concerns, or curiosities regarding the city?- All
Celebrations: The Mayor’s State of Our City, the Farmers Market (atmosphere & food), Cook Park's new
playground; New businesses in Tigard downtown.
Concerns: the presence of children and parents panhandling on the street – what can the city do to discourage
this behavior? Is there an existing law?
Liaison Update Announcements & Meeting Recap, Nicole Hendrix
Reminder to vote; TYAC Council recruitment; Recording of the State of Our City (Nicole will share a link); A city
council vacancy (for Council Singh) – application will be closed on June 13th. A formal vote will be included in
the November ballot. Farmers market sign-up will be circulated in Teams.
Recap and response from the last meeting:
Utility billing new payment platform notification for auto-pay customers - messaging will be sent out by email.
Juneteenth & Pride surveys – there will be two separate surveys next year. This year, Alex pulled demographic
information by race and was able to connect for engagement and feedback.
Safe Parking program – Kim is navigating communication with the community to increase transparency.
Equitable engagement will be discussed at the next meeting. The city posted an RFP for a consultant – CCE will
be invited to the application review process. More to come on the Main Street Way Finding Projects.
CCE By-Laws review – Nov 20th
Community Resilience Hub/Climate Action - Judi Martin
The Community Development is passionate about acting against climate change. The goal is to integrate
climate adaptation into every project in the city. Modeling after the “Resilience hubs” that originated from
Hurricane Katrina, Community Development has started a community engagement to get a feel of what the
city should offer and have in the event of catastrophe. Judi asked members what they see as beneficial to
have, a suggestion included having a loaner power bank. Two exciting news, the city recently announced its
Heat Pump program and the formation of the Climate Action Tigard(CAT). The CAT group will meet next week
at the library, 5:30p-7:00p. Contact Judi Martin for more information.
Summer Engagement in the Parks- Jessica Love
Friday, May 17th from 5:30 – 8 PM the city will celebrate the new inclusive playground and renaming of the
Cook Park to Cook Family Park. There will be community partner booths, dinner to purchase from Birrieria and
Lolo S San Xiang, the Tualatin Valley Community Band performance, and face painting. This event is projected
to draw around 500 people. Next week is Public Works Week – details can be found on the city website and
social media. This is a community engagement opportunity for the neighborhood park. The – open house is
June 26th. Sunrise Park will be closed for the water reservoir project. Music in the Plaza in the summer- an
opportunity for community outreach for Baggins Park. The traffic calming project is an opportunity to gather
feedback from the community. Recreation Department Pop Up in the Park- to promote neighborhood parks

and outreach. Information dissemination is through the City of Tigard newsletter, social media (i.e.,
NextDoor, Facebook), digital annual calendars, and the city event board at Cook Park. CCE members were
invited to attend PRAB meetings (discussion around parks projects and policies).
Membership Attendance Nicole Hendrix - All
An informal discussion about vacating a position due to excessive absenteeism. Hopefully, the committee can
decide at the next meeting. Nicole will ask the city attorney about procedures and CCE’s bylaws. A question
about what an acceptable number of missed meetings is considered acceptable. Nicole will share the
attorney’s response with members via email.
