Meeting Minutes
June 5, 2024
Members Present: Maxine Chaney, Laura Crawford, Alan Eckert, David Fischer (Vice Chair), Ruth
Harshfield, Michael Hendrickson (Chair), Richard Keast, Derek Lawson, Shawne Martinez, and Jim
Schiffer (Alternate).
Members Absent: Carl Fisher, Jane Honeyman (Alternate), and Barrett Johnson.
Staff Present: Assistant City Manager Emily Tritsch, City Engineer Joe Wisniewski, Principal
Engineer Courtney Furman, Project Coordinator Jillian Pfeifer, Associate Transportation Planner
Henry Miller, and Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison Jeanette Shaw, ODOT Area Manager West Stephanie
Turner, and Tigard resident Dick Larson.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held remotely using MS
Teams with a call-in number provided for the public.
2. CONSIDER MINUTES
The May 1, 2024, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT
Dick Larson lives on SW 115th avenue near the cemetery. He made several reports of speeding cars
over the years and noted that while the speed limit was recently changed from 25 to 20 MPH, he has
seen no reduction in speeds and lack of enforcement. Courtney noted that the traffic calming project
is just getting started and that this was an area would be evaluated.
4. ODOT PROJECT UPDATES
Stephanie Turner gave a brief presentation on Region 1 ODOT projects with a focus on the
westside that included: Region Impacts to Know, US 26 Paving, NW Bridge Avenue Rockfall
Mitigation, NW Cornelius Pass Road Stockpile Site, OR 99W Pavement and Sidewalk
Improvements (sidewalks and bike lanes from I-5 to McDonald/Gaarde included), Hall Blvd. Bike
& Pedestrian Improvements, Washington County Safety, Bike & Pedestrian Improvements, System
Signal and Illumination, and OR 217 Auxiliary Lanes.
5. CAPITAL IMPROVEMENT PLAN (CIP)
Joe Wisniewski shared a presentation on the FY25 – FY30 Capital Improvement Plan that included:
What is the CIP, Where the Money Comes From, Where the Money Goes, and What We Get For
Our Investment – Transportation. He noted the North Dakota Street bridge replacement project
has a significant funding shortfall and Tigard applied for an additional federal grant, but the
decision will not be known for at least six months. The standard used to be adding 20%
contingency, but now with the escalation of prices 40% is added. TTAC will provide a Letter of
Support for the Safe Routes To School grant application.

6. SPEED LIMIT SETTING
Courtney reviewed a brief presentation on the process of receiving approval from ODOT for speed
reduction. It included: How are Speeds set in Oregon, Designated Speeds, Speed Zone
Investigation, and Speed Ranges for Inside City Limits.
7. 20 IS PLENTY UPDATE
This topic was not discussed due to time constraints.
8. AUGUST FIELD VISIT PLANNING
Members discussed potential sites to visit. Locust St., 217 pedestrian bike bridge, one of the new
Fanno Creek Trail bridges, and a mix of completed and current projects. Courtney will compile a list
and members will email her with any additional ideas.
9. NON-AGENDA ITEMS – N/A
A. Shawne noted that the painted bike lanes on Hwy. 99W and Roy Rogers offer no protection
to cyclists. Some type of protection should have been included for safety, especially with the
higher speeds.
B. In response to a question, Courtney noted the “Strictly Enforced” sign on the speed limit
signs have no significance and is not a standard sign.
