Members Absent: Maxine Chaney, Alan Eckert, and Derek Lawson. Staff Present: Assistant City Manager Emily Tritsch, Traffic Engineer Courtney Furman, Associate Transportation Planner Henry Miller, Safe Routes To School Coordinator Lauriel Amoroso, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison Jeanette Shaw, Kittelson Principal Engineer Susie Wright, and Kittelson Senior Planner Corrie Parrish. 1. CALL TO ORDER Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The April 3, 2024, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. TRAIL SYSTEM PLAN Susie Wright and Corrie Parrish gave a presentation the Tigard Trails Master Plan Update including Phase I Overview, Overview of PathVu Fata Collection and Results, Streetview Data on Google for Existing Trails, Maintenance Needs and Considerations, Trail Safety, and Next Steps and Phas e II Timing. The data was collected for paved trails only and was uploaded to Google Maps and Mapillary. The existing conditions report will be ready in June and will be shared with members. 5. TIEDEMAN AVENUE UPDATE Susie Wright presented an update on the project which is now at 30% Design. They discussed the Project Goals, Project Process, What We Heard – Online Survey February 2023, Open House April 2023, Tiedeman Avenue Cross Section, Greenburg Rd./North Dakota/Tiedeman Ave., Tigard St,/Tiedeman Ave. preferred design and two alternatives, Crossing Improvements, and where to Learn More About the Project. It was suggested to use bollards to protect the sidewalk. Susie and Courtney noted that bollards are not generally used to protect a sidewalk with a curb and there is no data indicating issues with cars driving on sidewalks in Tigard. The update will be shared with Council followed by looking at what funding and grants may be available. The project is estimated at $40 million, escalated out for five years with 40% contingency. It includes stormwater treatment, infrastructure, and replacement of a water line. TIGARD TRANSPORTATION ADVISORY COMMITTEE May 1, 2024 Page 2 of 2 6. ELECTRIC MOBILITY AND CURBSIDE MANAGEMENT Henry gave a brief presentation that included the Background, Project Purpose, Objectives, and Next Steps. He asked any members interested in joining a working group to study the issues contact him. There will be approximately five meetings over the next year. Members expressed interest in the Downtown Parking Study. Courtney will contact Sean Farrelly for information. 7. SPEED LIMIT SETTING This topic was deferred due to time constraints. 8. 20 IS PLENTY UPDATE This topic was deferred due to time constraints. 9. NEIGHBORHOOD TRAFFIC CALMING Courtney gave a brief presentation on Neighborhood Traffic Calming that included Public Communications, Targeted Outreach, Project Open Houses, and the Project Schedule. A traffic calming toolbox of potential options to be used will be established. Metzger Elementary was suggested as a meeting location. 10. NON-AGENDA ITEMS A. Shawne recommended three books: The High Cost of Free Parking and Paved Paradise, and Carmageddon. B. Jane noted the potential conversion of the golf course on Hall Blvd., on the Beaverton side, into a major league baseball stadium and the impact it would have on Tigard. Members discussed whether to write a letter since the Mayor did. Courtney stated that if the development happens, TTAC would take part in discussions and there would be time to write a letter then. C. Henry noted that a replacement for Dave Roth, Tiffany Gehrke, would be starting on July 1, 2024. He also stated that the new Safe Routes To School (SRTS) Coordinator, Lauriel Amoroso, started today. 11.
