Hi Lexi,
You are right,we have one plat, which is signed and both lots are recorded.
Conditions related to the lots are that each lot shall have all public utilities installed and accepted prior to issuing a
building or site permit.
SA and Storm were provided with the development, but water services(portable and fire)were just approved and not
completed yet.
For the whole site—street lighting is not done and I still expect the design engineer's punch list,ADA ramp certifications,
certificate of completion.

Can you please clarify what you mean by no plat?And please sign off on all the conditions?There are a number of
conditions that say improvements are not met.This is the same PDR that governs Phase I. I have email confirmation
from Joe that Phase I is okay to release and that you'd be updating Accela shortly with detailed notes. Right now,the
conditions just say"not met", so I'm unclear whether Phase II is okay for release. My understanding was that we were
still waiting on these improvements for Phase II.

This is for the north parcel along Jean Louise,you are correct in that the grading is not complete per the current issued
PFI and will be starting this fill as soon as weather allows.
We would still like to get this permit issued regardless of the current status of the site,we are currently getting financing
in place for this project and would like to have the permits in hand. There isn't any COA's that we can see of the current
PFI stating that these private permits can't be issued until PFI work is substantially complete. If there is something we
are overlooking, please bring it top our attention so that we can address it ASAP.

I am not sure what site you are talking about.
If this is the northern area between Roy Rogers and Rive Terrace Blvd.—I would recommend you take a look at it.At the
present time, it is just dirt storage, if I can say so. A lot of structural fill has to be placed there yet and utilities shall be
provided.
If you are talking about the residential area east of River Terrace Blvd.—I believe that we already explained that all the
utilities shall be accepted and access provided.

Hello I'm trying to the Site permit for Phase 2 of River Terrace n Conditiorn 15.released.From my conversation with Garyath st is
Condition 7 was the final condition holding it up but it may be the
Condition 15 is a part of the engineering department and the onlyconditions that has to be released by the gen't been met ineering rre on the since
this condition is not through the Planning Department is nowhis ion
engineering side. I'm not positive who I need to address this coordinator per Gary with CoT,tandfl have inc Ituded the
released. For now I have addressed it to you,the pro j permit
WACO permit needed for this condition 15 and an email from Boris with City of Tigard Building department confirming
that the condition has been met.

Please let me know if this final condition that is holding up the permit and what the next step would be to get the
invoice and finalize the permit. If I need to address the memo to someone else to finish this step please let me know
who so I can update and send to the correct parties.

Thanks for the Memo Craig. As you know, Condition#7 reads:
7. Prior to commencing Phase II site improvements, the applicant must submit a revised site plan
showing that the private utility facilities meet the applicable location and design standards.
I agree that your exhibits for Lots 1 and 2 demonstrate that your proposal meets the location standard for transformers.
But,you are kicking the design standard down the road to the contractor,which by the plain reading of the condition
"prior to commencing Phase II site improvement" would not meet the condition. I suggest you provide a cut sheet from
PGE identifying the transformer finish they intend to provide. It could be that the standard dark green spec meets the
design standard.At least you could make the case.

Hi Craig,
It is common practice for applicants, when meeting conditions,to provide a cover memo addressing how the condition
is met along with the information that demonstrates compliance. Please provide the cover memo that refers to the
utility siting exhibit and email chain with PGE you submitted to meet Condition of approval#7.As you know,the
standard to be met requires the following, with areas so far unaddressed highlighted.
D. Utilities and service areas.
1. Private utility facilities,such as transformers or control valves,that serve a single development must be located
below ground unless the functional properties of the facility require above-ground placement.
If located above ground,all facilities 1 cubic foot or greater in volume or with any one dimension greater than 2 feet
must meet the following standards where not wall-or roof-mounted or located inside a building:
a.The facility may not be located within 20 feet of any street property line;
and
b.The facility must be dark in color and painted or wrapped with a nonreflective material.
Let me know if I can further clarify either the application of the standard or the format for meeting conditions.

The attached exhibit is being provided to Meet the Condition of Approval 7 (listed below) and release the Private Site
Development Permit. Additionally, I have included an email from Hap English at PGE confirming the pad locations

shown work and that we have provided adequate amount of transformers. If you need further information from PGE
Hap has stated that he is available to talk to you if you want to give him a call to discuss.
Gas will be provided to only the buildings that include commercial space since its very valuable for restaurant
spaces. The locations of the gas meters are shown for those Mixed Use Buildings.
07. REVISED SITE PLAN - PRIVATE UTILITIES Not Met
