Discussion
Term Limits
Kim Ezell provided a brief review of the previous recommendations made by the Committee and
reintroduced the remaining questions for the Committee's consideration:
• How many years should form the term limit?
• Should there be a distinction between years elected as a Councilor and as a Mayor?
After discussion the Committee unanimously agreed that years elected as a Councilor should be
treated separately from years elected as a Mayor in the term limits of the Charter.

The Committee voted on the question—"Does the Committee recommend limiting terms to 8 years
as Councilor and 8 years as Mayor?"

The vote passed having achieved consensus (75%).
The Committee went on to discuss what the required break of service should be before a person's
term limit would reset.The Committee unanimously agreed to recommend a two-year break of
service be required before a person can hold City office in Tigard again.
Council President
Kim Ezell provided a brief overview of the Council President role, assisted by Jason Snider and John
Cook
The Committee unanimously recommended adding language that would allow the Mayor to assign
duties to the Council President, to amend the Council President term to one-year, and to change the
language of`physically or mentally unable' to `unavailable'.

Resignation Requirement
Kim Ezell provided a brief overview of the Resignation Requirement in the Charter, assisted by
Shelby Rihala and John Cook
After brief discussion, the Committee unanimously recommended removing the Resignation
Requirement from the Tigard City Charter.
