230522 CRC Meeting Minutes IIICity of Tigard Charter Review Committee Meeting Minutes T I GARD May 22, 2023 —Virtual/Microsoft Teams Start time: 5:30 p.m. Attendees • Charter committee members: Margaret Doherty, Karen Emerson,Nathan Jackson,Derek Lawson,Lindsey Murphy-Washburn,John Cook,Jason Snider,Jeanette Shaw,Holly Fenton, Zeena Pinto, Carol Krager,William (Tony) Simpson and Dolly Specht • Staff: Kim Ezell and Shelby Rihala Discussion • Term Limits o Kim Ezell provided a brief overview of the history of term limits in Tigard and outlined the five 'key questions' the Committee will address in their deliberations: • Should the Charter include term limits? • Should the term limit close be based on number of years within a range or based on the number of years consecutively elected? • How many years should form the term limit? • How should partial terms be treated by the Charter? • Should there be a distinction between years elected as a Councilor and as a Mayor? o The Committee went into breakout rooms to discuss the questions.When the Committee reconvened they reported out on their discussions. The Committee unanimously agreed that term limits should be included in the Tigard City Charter and that the term limit clock should be based on the number of years a person is consecutively elected. The Committee then moved to discussion about how to treat partial terms.
