Members Absent: Maxine Chaney, Carl Fisher, Michael Hendrickson (Chair), Shawne Martinez, and Jim Schiffer (Alternate). Staff Present: Assistant City Manager Emily Tritsch, Traffic Engineer Courtney Furman, Principal Transportation Planner Dave Roth, Principal Engineer Buck Smith, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison Jeanette Shaw. 1. CALL TO ORDER Vice Chair Fischer called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The February 7, 2024, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. TTAC STAFF LIAISON TRANSITION Dave announced he has accepted a position in Eugene and his last day is April 2. Courtney will fill in until his replacement is on board. 5. ROUGH PROPORTIONALITY 101 Buck gave a brief presentation covering a brief description of Rough Proportionality, the Dolan V. Tigard Supreme Court case synopsis, the Fordham Law Review of the case, Local Examples of Rough Proportionality and LUBA Decisions: Cedarbrook Memory Care street extension, SW Broadway Improvements (Portland), BMW Frontage Improvements, and Tesla Frontage Improvements. The lack of parking at the Alongside Senior Housing project was raised. Dave and Courtney noted that the state has eliminated minimum on-site parking requirements so the city cannot mandate the number of parking spaces provided. 6. 72nd AVE CORRIDOR RAISE GRANT Dave shared a presentation that included the background, the Planning Process, Pre-Design Project (CIP 95072), RAISE Grant for Federal Construction Funding, and Other Factors and Considerations. The city is in talks with the developer of the OEA property over proportionality and what may be required to build as part of their project. One lane each way with sidewalks and bicycle lanes (cycle tracks) are planned and needed pedestrian crossings have been identified. Parking needs will be assessed and may be updated from part time to full time. Dave shared the 10% Concept Plan. TIGARD TRANSPORTATION ADVISORY COMMITTEE March 6, 2024 Page 2 of 2 7. SS4A TTAC VOLUNTEERS Dave and Courtney noted that other agencies and committees will be involved in the project. TTAC will be heavily involved in the project. 8. NON-AGENDA ITEMS A. Jane asked about the Charter change impact on funding for the SW Corridor project if it resumes. Dave noted that Tigard had not planned to directly fund the project previously, but Washington County funds were to be used. As for how the impacts of the proposed Charter amendments he referred her to the city’s website for more information. B. Alan noted he had been reviewing the code and how word choice can make a difference. He specifically noted the word accessible and accessibility. Dave noted that code changes go before the Planning Commission and City Council, both of which allow for public comment. Transportation related items will be flagged for TTAC review. 9.
