PUBLIC NOTICE:
In accordance with Oregon House Bill 2560,this will be a hybrid meeting where some Council,staff or public will
participate in person and some will participate remotely.
How to comment:
•Written public comment may be submitted electronically at www.tigard-or.gov/Comments by noon the day before
the meeting date.
•If attending the meeting in person,please fill out the public comment sign-in sheet at the front of the room and
come to the microphone when your name is called.
•If you prefer to call in,please call 503-966-4101 when instructed to be placed in the queue.We ask that you plan
on limiting your testimony to two minutes.
Upon request,the City will endeavor to arrange for the following services:
• Qualified sign language interpreters for persons with speech or hearing impairments; and
• Qualified bilingual interpreters.

March is celebrated nationally as Women's History Month.
ACTION REQUESTED
Staff request that Mayor Lueb proclaim March 2024 as Women's History Month in Tigard.
BACKGROUND INFORMATION
Dates of Previous and Potential Future Considerations
The City of Tigard first proclaimed Women's History Month in March of 2023.
In 1987 Congress passed legislation designating the entire month of March as National Women's History
Month.
The theme this year is "Women who advocate for equity, diversity, and inclusion," and we recognize the
example of women in our community who are committed to embracing everyone and excluding no one in
our common quest for freedom and opportunity.

Tigard Chamber of Commerce City Council Update
March 2024
Leadership Tigard
We held Education and Technology Day this month led by Councilor Maureen Wolf. What an engaging day it was, we
took a trip to the Junior Achievement Academy and heard from NW Regional ESD, toured Biz Town, and then made our
way back to Tigard to learn more from City Staff about the Tyler Transition, and then toured Tigard High School and
Creekside Community High School.
Education,Advocacy, & Building a Strong Local Economy
• Our Government Affairs& Public Policy Committee will be meeting March 21st and has moved to an online
format to be more accessible to a wider range of businesses.
• We will be announcing our endorsements in April for our support of the Tigard Policy Levy and other races.
• We are in the process of selecting our Scholarship Award Recipients and Shining Stars Award Winners. Keep an
eye on our social media for announcements every week from now—May.
• Our Tigard Small Business Sustainability Fund is open for applications. All the details and application can be found
on our website. Please do be sure to turn in all supporting documentation in a timely manner for your application
to be considered complete. We currently have 3 applications pending.
Promoting Community
Tickets are on sale now for our 50th Anniversary Shining Stars which will be held May 10th 2024 at Embassy Suites in
Tigard.

- Chamber Choir placed 1st at solo ensemble contest last week
- They compete in state on April 26th
- Concert choir performed at george fox choir festival last friday

Dear City Council Elected Officials,
I am writing regarding the proposed Safe Parking Program at Christ the King Lutheran
Church, which is located in my neighborhood.
This parking lot currently hosts a preschool with 30 children on site daily. In addition, a
variety of neighbors live within feet of this parking lot, or even share a fence line with the
proposed location. Young children wait for theirTTSD bus within feet of the proposed
parking spaces, often unattended in the early dark hours of the morning. There are no
street lights on SW 114th Ave., making this area quite dark before the sun rises.
I do not dispute the merits of this program, or its intent. We all want to see the houseless
crisis addressed- but not at the expense of safety or decreased livability!
I implore the city to implement criteria for Safe Parking locations very near schools and
homes. The City has a duty to ensure projects are effective and keep citizens safe- this
proposal currently has no plan for overnight security, recourse if overnight parking
extends into nearby neighborhoods, or a drug screening requirement.
These programs start out with the best intentions and grow out of control with drugs,
thief and trash without serious monitoring and controls.
I have the following requests-
1. Create an Open House Online Forum- there is still no plan to allow wide
community participation and we want to be heard. There is a Town Council
session set for March 26th and it is during Spring Break where families
may be traveling. I request that you set a time that is not during Spring
Break.
2. Select public or private property within safe distances from homes and schools
for the 3 Safe Parking projects proposed in Tigard.
3. Ensure any funding provided by the city be met with basic safety criteria to
prevent risks and demonstrate commitment to safety and livability
4. Put any funding decisions to a city council vote- elected officials should be
accountable as they vote to spend taxpayer dollars.
5. Make the city permitting process for Safe Parking projects public and
transparent- we want to know the criteria for approval and also to be made
aware when a permit has been applied for.

Honorable Mayor and Council,The Safe Parking Program is a great idea for people who live in their vehicles and need a safe place to
park and sleep with access to portable toilets and washing stations. Here's my concern:The projected parking lot location at Christ
The King Church abuts an established neighborhood.Where will the people who live in their cars go during the day?If they are
actually employed,where will they go on weekends?We understand that many houseless people prefer to live in their vehicles vs
shelters or tiny houses due to restrictions and/or mistreatment. I know. I've read the stories. I urge the City of Tigard and Just
Compassion to target public land sites.There's plenty of public open space that gives some privacy to their livability away from city
offices and residential areas. Please consider the needs,safety, and livability of people already living in a residential neighborhood.

I would like to comment on this proposed location.We as a community would love to partner with you to make any houseless
proposal a success. I have personally connected with many neighbors who would be willing to donate food,clothing,or finances.
However,we ask that you partner with us in selecting a more suitable location—and one that does not affect the livability of
homeowners whose property is directly adjacent t to Christ the Ming,and whose children do not wait for buses directly adjacent to
Christ the King.As our elected officials,we ask that you listen and take wholeheartedly our concerns.When one's livability is altered
against their will,a whole host of new problems arise such as depression which then leads to mental health issues.We ask that this
be avoided. People living in their cars should also be provided a more secluded,sheltered site where they know the program they
are enrolled in is at a site that is well received.There are many locations that are options that do not sit directly in the middle of a
neighborhood. Plus,Christ the King is also directly across the street from a marijuana Nectar store. Not a good temptation.The
pastor at Rise Church has hosted houseless programs in the past.Their church parking lot does not butt up against others property,
is very secluded,and quiet, unlike the noise of busy 99W and Bull Mountain Road. Can we all work together on this to meet
everyone's happiness?That is truly the way to achieve a successful result.Thank you.

We who live in the Bull Mountain area desire to see your proposal for safe parking be a success.We also desire to contribute with
donations of various ways and kinds to ensure a success.We also ask that a site for the Safe Parking be placed where it does not

Dear Mayor Lueb and Councilors,Again, requesting that you consider alternatives to the"Safe Parking" program being considered at
the Christ the King church parking lot on Hwy 99 and Bull Mt. Road.Vernon stated on a February video chat that locations of parking
are not advertised.This location HAS BEEN on local news broadcasts. I understand the need for safe parking, I also know there are
alternatives. I have serious concerns about the location and safety of this project. One concern is the mental health of the residents
already living in this neighborhood. I have witnessed the distress. I am witnessing neighbors moving as they cannot afford to gamble
with the decisions made for them. Please consider using the parking lot at Tigard's City Hall. I am sighting safety for the client and
the surrounding community. I hope to encourage Mayor Lueb and ALL involved to be a groundbreaking example and use the
resources at the city's disposal,(the parking at City Hall). Follow the city of Tualatin's example. Maybe build a fence around the cars
to be protected while using the seer fact of proximity to the police station as a deterrent for those that were not invited into the
program.The questions regarding safety in the event of something going awry has not been addressed satisfactorily. Please

I would like to reiterate what the vast majority of the church's neighbors said at the open house-do not put that safe park lot so
near to our neighborhood, homes and kids.We know there's crime out there but inviting it into our neighborhood is not smart. I
agree that homelessness needs to be dealt with but making people more comfortable living in their cars is not the answer.Getting
them off the street completely is the answer. Please find a different location for this encampment.There are many other parking
lots around that are not in residential areas that would work just as well.You might also think about some sort of monitoring system
for the residents. I do not believe they are capable of monitoring themselves. Please do the right thing for our kids.Thank you.

We became aware that the presentation to council on the topic of homelessness and Safe Parking is scheduled for 3/26,which is in
the middle of TTSD spring break. It is truly unfortunate that this date was selected, knowing that MANY families of young children
who have concerns with how the city plans to address homelessness,are unlikely to attend.We don't have childcare that week and
many of us are traveling.We wish those who planned this would have thought about ways to ensure a larger majority of concerned
neighbors could attend and participate at such an important meeting.We can't help but feel it was strategic to plan this during
spring break;we certainly hope this is untrue. Once again,we urge the city to create an OPEN HOUSE ONLINE FORUM for the Safe

This letter is regarding the proposed Safe parking program at Christ the King Church.
As a close neighbor to the church (we are off of Aspen Ridge Drive) we are very much opposed
to the location for multiple reasons.
I am a commercial property owner in Washington County and I'd like to share my personal
experience with homeless persons on my property. One of my former buildings was directly
across the street from the Hillsboro police station. In 2017 my building was vacant and I had
homeless people living in the bushes and in the parking lot. I would get them to leave and they
would return overnight. I went to the police station and filed a no trespass order. Even with the
order in place the police were unable to keep coming over to keep them off of my property.
Finally, I had to sell the building and the new owners had to put up Barbwire fencing to keep
them out. The amount of garbage, human feces, needles and drug paraphernalia was unreal.
We couldn't find anyone willing to help us clean it up- it was an absolute mess. Again, this
property was directly across from the Hillsboro police station. They could see it from their
parking lot.
Another concern is the parking lot at Christ the King is very open and exposed. There's no
privacy, there are very few trees to provide shade during those hot summer months. It's bad
enough to expect someone to sleep in their car but to be out in the open like that isn't safe.
There's also a marijuana shop right across the street which also doesn't seem like a very good
idea to have in proximity to something like this.
Please look long and hard at cities that have a strong safe parking model in place. Then look at
how the city of Tigard could do the same. This is not a time to experiment to just see if it works.
Look at our absolute mess of homelessness in Portland. Is that something we want to continue?
I think not. It has been brought to my attention that the city of Tualatin is using their parking lot
for safe parking overnight for homeless. They're your neighbors, talk to them, take a look, model
it.
Please make sure there is transparency within the community on where we are in the process,
what we can do as local citizens to have a say in the matter, and put it to city council vote- this
has to be more than a church applies, state bill says it has to be approved so it's approved. It's
not fair to us as upstanding/tax paying community members who really take pride in our
community. As men and women for others, we can do better and we need to do better.

EXPLANATION OF ISSUE
The City Council invites a community organization to attend its monthly Workshop meeting and give an
update regarding services and programs offered in the Tigard area. For the month of March 2024,Tigard
Turns the Tide and STUDD (Stop Tigard Underage Drinking and Drugs) will give a presentation.
ACTION REQUESTED
Council will receive the update.
BACKGROUND INFORMATION
STUDD,which stands for Stop Tigard Underage Drinking and Drugs also addresses mental health and
wellness. STUDD is the youth component of community coalition Tigard Turns the Tide,which was
established in 1983.
STUDD began in 1988 when a group of students went to Sunriver for a State Prevention Conference.
Their name at that time was POWER—Promoters of Wellness,Entertainment and Recreation. In 1992
they became OSSOM Oregon Students Safety on the Move and the city's own Jessica Love,was the
President. In 2008, they rebranded as STUDD.
Mission: reduce underage drinking and drug use in Tigard, and provide resources that increase positive
youth development efforts that promote healthy lifestyles.
Vision: Tigard youth are healthy, thriving and engaged citizens.
Philosophy: STUDD believes in treating youth with respect,providing them with positive choices, and
empowering them to address the issues affecting their lives.
•Positive Activities for Youth
•STUDD activities engage youth in positive interactions with their peers in safe environments.
•Programs and activities focus on growing personal skills and competencies. Small groups of
teens interact with community leaders who lend their talents and expertise.
•Health and wellness programs encourage youth to make good choices for their future through
physical activity and proper nutrition.
•Community Involvement:
•STUDD adult leadership help youth to develop new skills while fostering civic participation.
We communicate to youth that their opinions matter, and that they have a stake in the
community.

Description of STUDD — Stop Tigard Underage Drinking and Drugs — 3-2024
STUDD, which stands for Stop Tigard Underage Drinking and Drugs. We also address
mental health and wellness. STUDD is the youth component of our Community
Coalition Tigard Turns the Tide, which was established back in 1983.
STUDD began back in 1988 when we took a group of students to Sunriver for a State
Prevention Conference. Our name at that time was POWER — Promoters of Wellness,
Entertainment and Recreation. In 1992 we became OSSOM Oregon Students Safety on
the Move and your very own Jessica Love, was our President. In 2008, we rebranded
and became STUDD.
Mission
To reduce underage drinking and drug use in Tigard and provide resources that
increase positive youth development efforts that promote healthy lifestyles.
Vision
Tigard youth are healthy, thriving & engaged citizens.
Philosophy
STUDD believes in treating youth with respect, providing them with positive choices,
and empowering them to address the issues affecting their lives.
Positive Activities for Youth
STUDD activities engage youth in positive interactions with their peers in safe
environments.
Programs and activities focus on growing personal skills and competencies. Small
groups of teens interact with community leaders who lend their talents and
expertise.
Health and wellness programs encourage youth to make good choices for their
future through physical activity and proper nutrition.
Community Involvement
STUDD adult leadership help youth to develop new skills while fostering civic
participation. We communicate to youth that their opinions matter, and that they
have a stake in the community.
STUDD is known to be a group of teens that are leading the community in the
direction of building a safer and healthier community by reducing underage
drinking and drug use among youth and helping teens reach their full potential.

Celebrate KINDNESS WEEK — February 12-16, 2024
THS Teachers and Staff -
Please join STUDD, No Place for Hate clubs and Leadership in
celebrating Kindness Week February 12-16. These clubs will be
hosting a variety of events to promote kindness in our school.
Teachers —Tuesday we will have a 3rd Block extension with activities
to promote kindness and several lunch time activities. There will be
materials and supplies in your box to help promote kindness.
Here are a few ideas you all can participate:
• Simply announce Kindness Week in your classroom and start
your class with a prompt regarding kindness. (see handout)
• Challenge your students to do something kind for someone else
(see the handout regarding the benefits of spreading kindness)
• Join our THS Class Challenge and have your class come up with
and carry out an act of kindness. Email Connie Ramaekers or
Connie Kuhn to join the challenge and get more information.
• Snap a photo of someone or group doing some act of kindness
and email it to one of us.
