Members Absent: Jane Honeyman (Alternate). Staff Present: Assistant City Manager Emily Tritsch, Redevelopment Manager Sean Farrelly, Project Manager Danelle Hauther, , Project Planner Gary Pagenstecher, Traffic Engineer Courtney Furman, Principal Transportation Planner Dave Roth, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison Jeanette Shaw, ODOT Area Manager Stephanie Turner, and ODOT Community Affairs Lili Boicourt. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The January 3, 2024, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. HALL & PFAFFLE CLOSURES (HWY 217 PROJECT) Stephanie Turner and Lili Boicourt gave a brief presentation on the closure of Hall Blvd. to allow the replacement of the bridge over Hwy 217 at Pfaffle. Most of the prep work has been completed and the closure is planned for nine months. The dates haven’t been confirmed by the contractor, but ODOT is expecting the work to start in March 2024. The new bridge will be wider and include bike lanes and sidewalks. The detour for TriMet and through traffic will use Greenburg Rd, and there will be temporary bike and pedestrian bridge installed prior to the closure. The Hwy 217 on ramps will also be closed for two months as part of the project. The highway closure will take place at night and on the weekend. ODOT will work with Washington County on signal timing in the area to help alleviate congestion at the detour. An extensive outreach campaign will take place once the dates are set. 5. RED ROCK CREEK TRAIL FINAL ALIGNMENT Gary had a presentation on the two-mile preferred alternative for the trail including the Timeline, Project Outcomes, Preferred Alignment, Implementation, Prioritization of segments, Estimated costs, and Upcoming Meetings. He discussed the segments: Fanno Creek Trail to Potso Dog Park, Potso Dog Park to SW Hunziker St, SW Hunziker St. to HWY 217, and HWY 217 to Dartmouth St., Costco Driveway to SW 72nd Ave., and SW 72nd Ave. to SW 68th Parkway which is the steepest segment due to topography. Funding to implement trail segments will come from a variety of sources including new development and grants. TIGARD TRANSPORTATION ADVISORY COMMITTEE February 7, 2024 Page 2 of 2 6. DOWNTOWN WAYFINDING PROJECT Danelle shared a presentation on Downtown Wayfinding Planning including Wayfinding Principles, Standards, Fundamental Tools, Enhanced Tools, Planning Process, Final Deliverables, Design Intent Drawings, Wayfinding Sign Placement Plan, Designation Programming and General Sign Placement, Drawings and Cost Estimate, Project Timeline, and Wayfinding Advisory Team Representation. Shawne volunteered to be the TTAC representative with about four meetings over the next nine months. 7. CHAIR/VICE CHAIR ELECTIONS The vote was unanimous to elect Michael Hendrickson as Chair and to elect David Fischer as Vice Chair. Ruth was thanked for her service as Chair. 8. NON-AGENDA ITEMS A. Tigard will hold a drone light show in lieu of fireworks for the Independence Day celebration in Cook Park this year. Oregon legal fireworks will still be for sale in Tigard, but not allowed in Cook Park/ B. Michael asked about the impact on Tigard of the potential purchase of the golf course by Washington Square Mall by the Portland Diamond Project. Dave said there are a lot of unknowns including the fact that ODOT will need to weigh in. There will be required studies and improvements required, but it will be a long process. C. The speed limit along Burnham is pending review by ODOT before the speed limit can be reduced to 20 mph. There are other Tigard streets awaiting review as well. Courtney and Dave will check with ODOT and email an update. There was also a question about the new crosswalk at Main St. and whether it would include bollards. Courtney and Dave will follow up. D. A question on tolling coming before TTAC for discussion was raised. Dave is working to get the ODOT team before Council for a briefing to start the process. The topic of diversion onto local roads is a more complex issue. Metro has a good webinar that Dave will send the link to. 9.
