Meeting Minutes
January 3, 2024
Members Present: Maxine Chaney, Laura Crawford, Alan Eckert, Carl Fisher, David Fischer, Ruth
Harshfield (Chair), Michael Hendrickson (Vice Chair), Jane Honeyman (Alternate), Barrett Johnson,
Richard Keast, Derek Lawson, Shawne Martinez, and Jim Schiffer (Alternate).
Members Absent: N/A.
Staff Present: Assistant City Manager Emily Tritsch, Senior Project Engineer Zach Morris, Traffic
Engineer Courtney Furman, Principal Transportation Planner Dave Roth, and Sr. Administrative
Specialist Joe Patton.
Others Present: TTAC Council Liaison Jeanette Shaw.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:00 pm. The meeting was held remotely using MS
Teams with a call-in number provided for the public.
2. CONSIDER MINUTES
The October 4, 2023, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. ORIENTATION AND WELCOME NEW MEMBERS
Each member gave a brief introduction including what part of the city they live in, what interested
them in TTAC, and named a place they either lived in or visited that approximates their ideal
mobility vision. Dave briefly discussed what TTAC is, the bylaws, Code of Conduct, the 2024
elections, and the 2024 calendar.
5. TRANSPORTATION 101
Due to time constraints, this item was not discussed.
6. FANNO CREEK CONNECTIONS
Zach gave an overview and background of the project and shared the four construction segment
maps: Woodard Park to Grant Ave., Ash Ave. to Hall Blvd., Tigard Library to Milton Ct., and SW
85th to the railroad undercrossing in Cook Park. ODOT is the project manager as it involves federal
funds. The substantial completion date is December 31, 2024. The contractor will start removing
trees to avoid impact on nesting birds. He discussed current conditions and proposed
improvements. Alternative routing will be provided during construction. Clean Water Services will
be responsible for the vegetative corridor mitigation enhancements. Crosswalk enhancements at
Woodard Park cannot be added to this project due to federal funding requirements but can take
place after the project. The Hall crossing improvement will be a future ODOT project. The Library
segment will join the future Red Rock Creek Trail connector. Wayfinding and regulatory guidance
for trails will be covered in the next phase of the Trails System Plan project.

7. NON-AGENDA ITEMS
A. Members discussed vehicles with expired tags which affects transportation funding. It was
noted that there was a sticker shortage during the pandemic, so enforcement was paused,
but enforcement has resumed. Tigard Police will be invited to a future meeting to answer
questions on this topic.
B. Richard asked about traffic calming along 97th Ave. by Twality Middle School. Courtney is
working with the consultant for the project near the school and will know soon if traffic
calming can be included as part of that project. If not, it can be looked at as part of the
Traffic Calming Program.
C. Jim asked about the Fanno Creek Trail section near Scholls Ferry where there are still
roots. Dave will have to research to see if there is additional work planned.
D. Jane asked about the construction delay with the Main St. Green St. Phase 2 and whether
it was due to incorrect culvert size. Courtney noted that there were construction issues
and suggested talking to Andy Newbury.
E. Shawne asked if Tesla was responsible for filling the sidewalk gap in front of their
dealership. Dave will check with the assigned Planner and follow up via email.
