Members Present: Carine Arendes (after item 5), George Brandt (after item 7), Candi Cornils (Vice
Chair), Carl Fisher, Ben Gooley, Ruth Harshfield, Richard Keast (alternate), Holly Koontz
(alternate), Elise Shearer, Kevin Watkins (Chair), and Lindsey Wise.
Members Absent: Lonnie Martinez, Joseph Vasicek.
Staff Present: Sr. Transportation Planner Dave Roth, Senior Project Engineer Tegan Enloe, and Sr.
Administrative Specialist Joe Patton.

1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Public Works
Auditorium, at 8777 SW Burnham St.

The October 2, 2019 meeting Minutes were unanimously approved.
4. PUBLIC COMMENT – None.
5. FUTURE VISION FOR HWY 99W
Dave noted that Metro slated Hwy 99W as a Tier 2 project for its T2020 bond measure. Washington
County has taken the lead in proposing Metro move it up to Tier 1. Tigard, Tualatin, and King City
are teaming up to seek State funding, which would be less funding than the bond measure if it
passes. ODOT is funding a scope study of Hwy 99W to determine what is needed.
6. 72ND AVE DESIGN UPDATE
Tegan noted input from open houses, TVF&R feedback, as well as tracking vehicle travel through
the area were used to study what is needed. She gave a presentation on the project purpose, project
background, What We’ve Heard, proposed plan, and The Ask. She reviewed the recommendations
so far including pedestrian crossings. TTAC members are supportive of the design plan.
7. TTAC ANNUAL REPORT TO COUNCIL
Kevin gave a presentation on the upcoming Annual Report to Council on November 12 and
encouraged members to attend.
8. TTAC 2020 PLANNING
Kevin gave a presentation on the 2020 topics that TTAC will be involved in.

9. NON-AGENDA ITEMS
A. The Barbur Blvd lane reductions for the Southwest Corridor (SWC) project has been
removed. The SWC citizen advisory committee will meet tomorrow at 7:30 in the Tigard
Public Works Auditorium.
B. The grant application for the Bull Mountain pedestrian crossing scored last in Metros
evaluation. Red Rock Creek is being looked at for funding in other ways.
C. Kevin gave a presentation on comments from outgoing member comments. Outgoing
members were recognized for their service.
