Members Present: Carine Arendes (via telephone after item 3), George Brandt, Candi Cornils (Vice
Chair), Carl Fisher, Ben Gooley, Ruth Harshfield, Richard Keast (alternate), Holly Koontz
(alternate), Lonnie Martinez, Elise Shearer, Joseph Vasicek, Kevin Watkins (Chair), and Lindsey
Wise.
Members Absent: N/A.
Staff Present: Sr. Transportation Planner Dave Roth, Senior Project Engineer Tegan Enloe, and Sr.
Administrative Specialist Joe Patton.

1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Public Works
Auditorium, at 8777 SW Burnham St.
2. CONSIDER MINUTES
The September 4, 2019 meeting Minutes were unanimously approved.
3. SWC PROJECT UPDATE
Jennifer Koozer gave an update on the SW Corridor project including the 2040 growth concept, the
TriMet rail system, SWC stops, timeline, Tigard specific stations, cost, graphic showing a projected
$462 million funding gap, concept scenarios to eliminate the projected funding gap, Barbur
refinements, narrow Barbur sample section, Barbur refinement impacts, Barbur refinements
technical viability under study, and upcoming meetings.
Kenny Asher presented the Tigard centric views regarding the project. The project has changed
since Tigard voters approved the ballot measure in 2016. The Mayor and Council are concerned
about the best line for Tigard. Many of the Tigard priorities included in the early stages of planning
were eliminated to reduce costs for the Bridgeport terminus. A terminus at Bridgeport is supported
but is not a Tigard priority. Projects eliminated affecting Tigard include stormwater, parks and
sidewalk improvements, Atlanta Street extension, Ash Avenue connection downtown, a Tigard
downtown station, pedestrian and bicyclist bridge access over 217, grade separated crossing over
Upper Boones Ferry, improvements to Hall Boulevard, downtown parking structure. It is also now
being proposed to eliminate traffic lanes on Barbur Boulevard. The concern is whether this is the
best project for Tigard.

4. ACTION: CIP PROJECT PRIORITIZATION
Kevin gave a brief presentation. Based on the voting results, he proposed Priority 1 and Priority 2
projects. After discussion, Priority 3 projects were selected. A motion was unanimously approved to
select Walnut Street – Complete Streets (Tiedeman to 99W), North Dakota St. – Sidewalk (Gallo to
121st), 121st Ave. – Complete Streets (Walnut to North Dakota), Bull Mountain Rd. – Pedestrian
Crossing (Elizabeth Price Park & Alberta Rider Elementary School), Fanno Creek Trail –
Completion (Bonita to Tualatin River), and Tigard Triangle/72nd Ave. – Improvements
(Placeholder) as Priority 1 projects; Tigard Street Heritage Trail – Completion (Greenberg to Fanno
Creek Trail), 121st Ave. – Pedestrian Bridge (Summer Creek), Fanno Creek Trail – Crossing
Improvement (Scholls Ferry Rd.), Grant St. Sidewalk & Fanno Creek Path – Crossing Improvement,
and Bull Mountain Rd. – Complete Streets (99W to Benchview Terrace) as Priority 2 projects; Hall
Boulevard – Improvements (Placeholder), 100th Ave. – Sidewalk (McDonald to Kable), 78th Ave. –
Sidewalk (Pfaffle to Spruce), Sattler St. – Sidewalk (96th to 100th), 103rd Ave. – Sidewalk
(McDonald to View Terrace), and Hunziker St. – Sidewalk (72nd to 77th) as Priority 3 projects and
to authorize the Chair to transmit the TTAC CIP prioritization to the City.
5. PUBLIC COMMENT
A. Sam Copelan advocated for completing sidewalk gaps on Watkins in the Derry Dell
neighborhood.
B. Ramtin Rahmani advocated for adding marked crosswalks on 121st Ave at Howard and at
Fonner. He also suggested the city petition ODOT to reduce the speed limit along 121st Ave.
6. NON-AGENDA ITEMS
A. Dave noted that Council approved the new TTAC Bylaws. He also spoke with interested
Pedestrian Bicyclist Subcommittee (PBS) members regarding integration into TTAC and
encouraged them to apply for TTAC openings.
B. The Annual Report to Council is on Tuesday, November 12. Kevin and Dave will work on
the report and any input should be sent to Kevin as the report needs to be submitted before
the November 6 meeting.
