CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Public Works Auditorium, at 8777 SW Burnham St. 2. CONSIDER MINUTES The September 4, 2019 meeting Minutes were unanimously approved. 3. SWC PROJECT UPDATE Jennifer Koozer gave an update on the SW Corridor project including the 2040 growth concept, the TriMet rail system, SWC stops, timeline, Tigard specific stations, cost, graphic showing a projected $462 million funding gap, concept scenarios to eliminate the projected funding gap, Barbur refinements, narrow Barbur sample section, Barbur refinement impacts, Barbur refinements technical viability under study, and upcoming meetings. Kenny Asher presented the Tigard centric views regarding the project. The project has changed since Tigard voters approved the ballot measure in 2016. The Mayor and Council are concerned about the best line for Tigard. Many of the Tigard priorities included in the early stages of planning were eliminated to reduce costs for the Bridgeport terminus. A terminus at Bridgeport is supported but is not a Tigard priority. Projects eliminated affecting Tigard include stormwater, parks and sidewalk improvements, Atlanta Street extension, Ash Avenue connection downtown, a Tigard downtown station, pedestrian and bicyclist bridge access over 217, grade separated crossing over Upper Boones Ferry, improvements to Hall Boulevard, downtown parking structure. It is also now being proposed to eliminate traffic lanes on Barbur Boulevard. The concern is whether this is the best project for Tigard. TIGARD TRANSPORTATION ADVISORY COMMITTEE October 2, 2019 Page 2 of 2 4. ACTION: CIP PROJECT PRIORITIZATION Kevin gave a brief presentation.
