Room Page 1 of 2 CITY OF TIGARD TIGARD TRANSPORTATION ADVISORY COMMITTEE Meeting Minutes February 6, 2019 Members Present: Carine Arendes, George Brandt, Candi Cornils (Vice Chair), Carl Fisher, Ben Gooley (Chair), Richard Keast (alternate), Holly Koontz (alternate), Elise Shearer, Joseph Vasicek, Kevin Watkins, and Lindsey Wise. Members Absent: Ruth Harshfield, and Lonnie Martinez. Staff Present: Sr. Transportation Planner Dave Roth, Senior Project Engineer Tegan Enloe, and Sr. Administrative Specialist Joe Patton. Others Present: N/A. 1. CALL TO ORDER Chair Gooley called the meeting to order at 6:30 pm. The meeting was held in the Red Rock Conference Room, at 13125 SW Hall Blvd. 2. INTRODUCTIONS 3. CONSIDER MINUTES The January 2, 2019 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT – None. 5. TTAC ELECTIONS Kevin was elected as Chair and Candi as Vice Chair. 6. TTAC 2019 CALENDAR Members discussed topics and goals for the year including a briefing by TriMet staff, a briefing by Metro, a briefing on Tigard’s sources of funding, and Capital Improvement Plan (CIP) planning. Members will submit ideas to Dave. 7. COMPLETE STREETS POLICY PROJECT UPDATE Dave gave a recap on tasks completed to date on the Complete Streets Policy and the Vision Statement along with planned tasks and the timeline. A public event to discuss the project is planned for April. There are many similarities between members choices for obstacles and opportunities as and those of the Tigard staff workgroup. The Tigard Complete Streets Policy will be considered when the engineering standards. The Transportation System Plan (TSP) is being updated as well. 8. ENGINEERING PROJECT UPDATES The updates were included in the agenda packet and were briefly discussed. Speeding traffic cut through utilizing a new connection from 121st Ave. to Manzanita was discussed. It was noted that street connections are important in Tigard and speeding complaints filed online are acted upon. TIGARD TRANSPORTATION ADVISORY COMMITTEE February 6, 2019 Page 2 of 2 9. LIAISON REPORTS It was noted that other than the Pedestrian Bicyclist Subcommittee (PBS) there are no formal liaison appointments. Information from other meetings that pertains to TTAC is shared ad hoc under this topic. A. PBS discussed events around the Complete Streets Policy. They are hosting a legal clinic at the Tigard Library on February 21 regarding pedestrian and bicyclist rights in Oregon. On March 14 at 6:30 p.m. there will be advocacy/testimony training in Town Hall. In April the Complete Streets Open House will occur. In May PBS hosts a community bike ride. B. At the Southwest Corridor (SWC) January meeting it was announced that the first citizen advisory committee meeting on February 7 at the Tigard Library. There will be rotating locations. The agenda indicates a brief topic on the crossroads intersection by the Barbur Transit Center and the Bonita to Bridgeport section. Tigard has a Memorandum of Understanding to use excess SWC project property to promote affordable housing. Lindsey and Elise are on the committee. C. The Tualatin Hills Park and Recreation District is working on the pedestrian bridge crossing under Scholls Ferry and how to remedy the flooding issue. 10. INFORMATION SHARING Webinars regarding transportation issues will be shared with members. Some occur during the day and others cost. Options for sharing and recording are being researched. The Regional Travel Options (RTO) grant funds the Safe Routes To School (SRTS) program in Tigard. The next application for SRTS funding may include Tualatin and the Tigard Tualatin School District to increase the chances of receiving renewed SRTS funding. The RTO includes different categories and Tigard is looking at funding based around Fanno Creek. There is a marketing piece to create printed and online bilingual/multilingual maps, finish the wayfinding signs, and a sponsorship grant to bring back an event such as a fun run along the trail. The governor has a transportation policy agenda. Her representative talked to the Washington County Coordinating Committee Policy Group in January and discussed the seven strategies to implement changes throughout Oregon’s transportation system. Representative Susan McLain has been working with the Autonomous Vehicles Taskforce and offered to share an update on their work. The 121st Ave. shoulder widening small project is completed and allows more room for pedestrians. 11. ADJOURNMENT The meeting adjourned at 8:45 p.m. Joe Patton, TTAC Meeting Secretary Ben Gooley, Chair Construction Project Update – January 24, 2019 Beef Bend east of Roy Rogers Road A sewer line is being installed along Beef Bend Road. Beef Bend Road will be closed between Roy Rogers Road and SW Myrtle Ave from February 1st through March 5th. OR99W south of Beef Bend ODOT will be doing construction along 99W between Royalty Parkway and Durham Road. Work is expected to begin in February and continue through May. Intermittent southbound lane closures are expected. More information will be added as we get it. SW Commercial Street – West of Main Street Beginning the week of January 21, the water division will be working on SW Commercial Street between Lincoln Avenue and Main Street. This work is scheduled to be complete by February 28, 2019. Traffic delays can be expected on Main Street, including a detour around the construction site. Access will be maintained to the Park Glen Apartments on Commercial Street. Cook Park Sewer Line A portion of Clean Water Services’ West Durham Basin Improvement Program has started at Cook Park. The project is replacing aging sewer interceptor pipes that help control water flow with larger, more resilient pipes to improve wastewater capacity. Truck traffic, trail closures and detours at the park are planned through April 2019. Work began near the wastewater plant and progresses westward. More info is on the CWS website: http://www.cleanwaterservices.org/about-us/projects/west-durham-basin-improvement- program/ Fanno Creek Trail – Woodard Park to Tiedeman Ave The new bridge and trail connecting the Fanno Creek Trail straight from Woodard Park across the creek to the existing crosswalk on Tiedeman Avenue is now open . This project completed a missing link of the Fanno Creek Greenway Trail, provided an ADA accessible route where it did not exist before, increased trail safety by lining the trail up with a safe crosswalk, and provided a very clear definition of the regional trail route at Tiedeman Avenue. Most of the project was paid for with a generous $800,000. Grant from Metro. Upcoming projects in this location include safety changes at the crosswalk, adding refuge islands and more visible lighting. A new mural will also be painted on the retaining wall and bridge foundation to add character to the trail and to help discourage graffiti. Dirksen Nature Park Construction is in the final stages on a nature play area in Dirksen Nature Park south of Tigard Street. Site furnishings such as picnic tables and benches are being installed. The Fanno Creek Trail and the Nature Park are open. The restroom facility is expected to be open early this year. Portions of the trail and park may have short-term closures as construction wraps up. River Terrace Area Construction • River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of Scholls Ferry Rd. If you have any questions, please contact Mike White at 503-718-2464. • A contractor is building a new subdivision on the west side of 150th Ave south of Hawksridge. Utility work (with traffic delays) is in progress in 150th Ave. • Bull Mountain Road Widening and Traffic Signal Construction: Bull Mountain Road (from 164th to Roy Rogers Rd) is open with a new roundabout at the future River Terrace Blvd, and a traffic signal at Bull Mountain and Roy Rogers Road. Hwy 217 Auxiliary Lanes The Oregon Department of Transportation (ODOT) is designing a project to add an auxiliary third lane on Hwy 217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W, and Hwy 217 northbound from Hwy 99W to Scholls Ferry Rd. Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin) Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from Woodard Park to Bonita Road and build a new connection from the end of 85 th Avenue (Hall Boulevard) to the Tualatin Bridge. Taco Bell on Highway 99W Demolition has started at the Taco Bell on 99W. No traffic impacts expected on Hwy 99W, light impacts possible on SW Park St from construction vehicle traffic. Oak Street near 90th Avenue A contractor is working on Oak Street near 90th Avenue for a new apartment complex. Daytime delays likely. 76th and 79th Avenues south of Bonita Road A developer is constructing the Elderberry Ridge subdivision on the south end of 76 th Ave east of 79th Ave south of Bonita Road. The first layer of paving is done on 79th; utility work is underway. Tiedeman Avenue and Tigard Street A developer is building a new subdivision south of Tigard Street east of Tiedeman Avenue. The contractor is working in Tiedeman Ave from 9am to 3pm installing storm and sanitary utilities. Expect delays on Tiedeman. 68th Parkway south of Hwy 99W A developer is building a new self-storage facility on the west side of 68th Parkway south of Highway 99W. Some delays possible. SW 150th Ave south of Hawk Ridge Drive A developer is building a 180-lot subdivision on SW 150th Ave south of Hawk Ridge Drive. Grading is substantially complete, started pipe works, now stopped, but promised to resume work in January of 2019. No impacts to traffic expected. SW 121st Ave south of Springwood Drive A developer is building a 17-lot subdivision on SW 121st Ave south of Springwood Drive. Testing of SA, Storm and Water systems are under way. Pavement work to repair damaged areas will effect traffic on SW 121st Ave and Springwood Dr. 72nd Avenue between Clinton St and Baylor St A developer is building a new 37-unit apartment building on the east side of 72nd Ave between Clinton St and Baylor St. The contractor has finished installing sanitary sewer service on 72nd between Clinton and Baylor. Work continues on-site as the building footprints are excavated and prepped. Expect some traffic impacts in the area a s work continues. 98th Ave between Greenburg Rd and Scott Ct A developer is building a subdivision on 98th Avenue between Greenburg Rd and Scott Ct. The contractor has moved in an begun clearing the site. Some road work will impact traffic on 98 th Ave. School Construction Construction continues on Templeton Elementary School, and on the new Durham Center education services building near Durham Elementary School. Tigard High School construction is in progress, with periodic sidewalk closures (with pedest rian detours) while the contractor is working in the immediate area.
