Room Page 1 of 2 CITY OF TIGARD TIGARD TRANSPORTATION ADVISORY COMMITTEE Meeting Minutes October 3, 2018 Members Present: George Brandt, Candi Cornils (Vice Chair), Carl Fisher (alternate), Ben Gooley (Chair), Ruth Harshfield (alternate), Yi-Kang Hu, Lonnie Martinez, Don Schmidt, Elise Shearer, Joseph Vasicek, and Lindsey Wise. Members Absent: Kevin Watkins. Staff Present: Sr. Transportation Planner Dave Roth via phone for item #7, Streets and Transportation Sr. Project Engineer Mike McCarthy, and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Commissioner Carine Arendes, Tigard citizens Chris Middaugh, Richard Keast, and Dave Hiller. 1. CALL TO ORDER Chair Gooley called the meeting to order at 6:30 pm. The meeting was held in the Red Rock Conference Room, at 13125 SW Hall Blvd. 2. INTRODUCTIONS 3. CONSIDER MINUTES The September 5, 2018 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT – None. 5. NEW MEMBER SELECTION PROCESS There are fifteen applicants for four voting positions plus two to three alternates. Applications are due by the end of the day on October 8. Interviews take place on October 17 and October 29. 6. ANNUAL REPORT AND COUNCIL PRESENTATION Members prefer the December 11 meeting date. Potential topics for discussion included adopting an official process to request traffic calming procedures, recommending on traffic calming measures and devices, funding for capacity versus sidewalks and other traffic projects, TTAC input on red light and traffic speed camera recommendations, and ask Council to designate more topics for TTAC input. Members will bring ideas to the next meeting. 7. TIGARD COMPLETE STREETS POLICY City staff are working on developing a Complete Streets Policy in three phases: defining the Policy and a shared vision, evaluating existing standards, policies and procedures and what needs changed, and finalize the Policy language and the implementation plan. The anticipated implementation will be around the end of April or start of May. TTAC will play a large role for the foreseeable future. 8. ENGINEERING PROJECT UPDATES Mike briefly discussed the project updates and potential Fanno Creek Trail options to save money. TIGARD TRANSPORTATION ADVISORY COMMITTEE October 3, 2018 Page 2 of 2 9. LIAISON REPORTS – PBS, PLANNING COMMISSION A. The October 9 Council meeting to discuss the SWC Preferred Alternative was postponed. There is an October 29 meeting at the Multnomah Arts Center for the Taylor’s Ferry station design refinement. B. The Planning Commission is helping to revise Tigard’s Development Code. 10. INFORMATION SHARING Joe Kurmaskie is the new WashCo Bikes executive director. He presented at the PBS meeting and has many ideas to invigorate their program. 11. ADJOURNMENT The meeting adjourned at 8:40 p.m. Joe Patton, TTAC Meeting Secretary Ben Gooley, Chair Construction Project Update – October 3, 2018 Cook Park Sewer Line A portion of Clean Water Service’s West Durham Basin Improvement Program will take place at Cook Park beginning in October. The project will replace aging interceptor pipes that help control water flow. Crews will install larger, more resilient pipes to improve wastewater capacity. Tigard residents can expect truck traffic, trail closures and detours at the park through April 2019. See CWS for more info. http://www.cleanwaterservices.org/about-us/projects/west-durham-basin-improvement-program/ Fanno Creek Trail – Woodard Park to Tiedeman Ave The Fanno Creek trail is closed from Woodard Park to Tiedeman Ave to build a new bridge and trail connecting the Fanno Creek Trail straight from Woodard Park across the creek to the existing crosswalk on Tiedeman Avenue. The contractor is planning to drive bridge piles Thursday 10/4 . Detour routes are via Johnson Street and via the Tigard Street Heritage Trail. Dirksen Nature Park Construction has started on an Interpretive Shelter/Restroom and Nature Play area in Dirksen Nature Park south of Tigard Street. The Fanno Creek Trail is closed through October. Detour routes are signed on soft- surface trails through Dirksen Park, and a longer paved detour via the Tigard Street Heritage Trail. Fanno Creek Trail Remeander The Fanno Creek trail is closed until mid-October from Main Street through (and including) the Ash Ave trail crossing. This project is restoring Fanno Creek to a more natural flow path and realigning the trail. The new bridge has been installed and the contractor is preparing the trails for paving. River Terrace Area Construction  River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of Scholls Ferry Rd. If you have any questions, please contact Mike White at 503-718-2464.  A contractor is building a new subdivision on the west side of 150th Ave south of Hawksridge. Utility work (with traffic delays) will begin soon in 150 th Ave.  Bull Mountain Road Widening and Traffic Signal Construction: Bull Mountain Road (from 164th to Roy Rogers Rd) is open with a new roundabout at the future River Terrace Blvd, and a traffic signal at Bull Mountain and Roy Rogers Road. The contractor is preparing the nearby subdivision site for wet fall/winter weather.  There are other significant road, sewer and water projects underway or planned in the area. Hwy 217 Auxiliary Lanes The Oregon Department of Transportation (ODOT) is designing a project to add an auxiliar y third lane on Hwy 217 southbound from Beaverton-Hillsdale Hwy to Hwy 99W, and Hwy 217 northbound from Hwy 99W to Scholls Ferry Rd. More information is on the project website at hwy217.org. 92nd Avenue Pathway to North Dakota Street The street crew has built a new wood-chip pathway connection in existing right-of-way from the north end of 92nd Ave (off Greenburg Rd) to North Dakota Street. Wall Street (south of Hunziker) Wall Street is under construction south of Hunziker Rd. Access is available to local properties (including Potso Dog Park) but drivers should expect delays. New curb and sidewalk is being constructed along Hunziker St (near Wall Street) for the next couple of weeks; Delays likely. Interstate 5 (Hwy 99W to I-205) Paving and Auxiliary Lane The Oregon Department of Transportation (ODOT) is adding a southbound auxiliary lane on Interstate 5 from Lower Boones Ferry Rd to I-205, improving on- and off-ramps, and repaving Interstate 5 (both directions) from Hwy 99W to I-205. Expect some nighttime lane closures through fall 2019. www.tinyurl.com/I5ODOTProject Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin) Design work is in progress on a project to build the remaining segments of the Fanno Creek Trail from Woodard Park to Bonita Road and build a new connection from the end of 85 th Avenue (Hall Boulevard) to the Tualatin Bridge. Oak Street near 90th Avenue A contractor is working on Oak Street near 90th Avenue for a new apartment complex. Daytime delays likely. 76th and 79th Avenues south of Bonita Road A developer is constructing the Elderberry Ridge subdivision on the south end of 76th Ave east of 79th Ave south of Bonita Road. Tiedeman Avenue and Tigard Street A developer is building a new subdivision south of Tigard Street east of Tiedeman Avenue. The contractor is working in Tiedeman Ave from 9am to 3pm installing storm and sanitary utilities. Expect delays on Tiedeman. 68th Parkway south of Hwy 99W A developer is building a new self-storage facility on the west side of 68th Parkway south of Highway 99W. Some delays possible. 72nd Avenue between Clinton St and Baylor St A developer is building a new 37-unit apartment building on the east side of 72 nd Ave between Clinton St and Baylor St. Current work includes relocating existing utilities underground, and pouring the building pad; some delays likely on 72nd Ave. School Construction Construction continues on Templeton Elementary School, and on the new Durham Center education services building near Durham Elementary School. Tigard High School construction is in progress, with periodic sidewalk closures (with pedestrian detours) while the contractor is working in the immediate area. Durham Road and Upper Boones Ferry Road Traffic Signals Tigard is working with Washington County to improve communications between the traffic signals along Durham Road and Upper Boones Ferry Road, and install newer technology allowing the signals to adapt in real time to changes in traffic demand. This project included new traffic cameras and travel time sensors that are viewable on tripcheck.com. Summer Paving and Slurry Seal The major summer paving and slurry seal work is complete. This work has resurfaced 22 miles of streets – about 15% of Tigard’s street network. The contractors are striping the slurry seal streets and completing finishing items and cleanup. Street sweepers are removing the loose sand that comes off the slurry seal as it cures. Thank you for your patience this construction season!
