Room Page 1 of 2 CITY OF TIGARD TIGARD TRANSPORTATION ADVISORY COMMITTEE Meeting Minutes January 3, 2018 Members Present: George Brandt (alternate), Candi Cornils, Carl Fisher (alternate), Ben Gooley (Vice Chair), Erik Halstead, Ruth Harshfield (alternate), Yi-Kang Hu, Robert Van Vlack, Joseph Vasicek, Kevin Watkins (Chair), and Lindsey Wise. Members Absent: Lonnie Martinez, Don Schmidt, and Elise Shearer. Staff Present: Buff Brown, Sr. Transportation Planner; Mike McCarthy, Streets and Transportation Sr. Project Engineer; and Joe Patton, Sr. Administrative Specialist. Others Present: Councilor Marc Woodard, TTAC Liaison; Sue and Phil Rios, Tigard residents. 1.CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd. Joe recorded the roll. 2.INTRODUCTIONS 3.CONSIDER MINUTES The November 1, 2017 meeting Minutes were unanimously approved. 4.PUBLIC COMMENT – None. 5.2017 YEAR IN REVIEW Kevin gave a brief overview of tasks completed last year. 6.TRANSPORTATION FUNDING SOURCES Mike briefly explained the various funding sources for transportation projects in Tigard and briefly discussed common funding acronyms. He also gave a brief presentation of Capital Improvement Projects (CIP) completed in 2017. 7.UBER LIST OVERVIEW Buff discussed the uber list of all potential transportations projects and how they are evaluated by City staff to determine if the project ranks high enough to move to the qualified list, which is then ranked by TTAC. 8.ENGINEERING PROJECT UPDATES Mike briefly discussed the project updates. 9.OFFICER ELECTIONS PREPARATIONS Kevin noted that elections for Chair and Vice Chair take place at the February meeting. The Planning Commission received an affordable housing presentation and discussed what they learned with City Council. They Planning Commission also approved the Twality- Templeton school project. B. About $2,600,000 Construction Project Update – January 3, 2018 Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin) Crews have removed vegetation along the proposed alignment of the new Fanno Creek Trail to allow crews to accurately survey the proposed new trail segments. The project will build the remaining segments of the Fanno Creek Trail from Woodard Park to Bonita Road and build a new connection from the end of 85 th Avenue (Hall Boulevard) to the Tualatin Bridge. East Tigard Sewer Improvements The City of Tigard and Clean Water Services are installing a new sanitary sewer line along Red Rock Creek between the railroad tracks and Hunziker Rd. River Terrace River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of Scholls Ferry Rd. Derry Dell Creek and 118th Ct Landslide and Stormwater Outfall Repair The Derry Dell at 118th storm drainage and stabilization project is nearing completion. Remaining work includes installation of a small pedestrian bridge and landscaping. The trail will remain closed for a couple more weeks until a new small footbridge is installed. Oak Street near 90th Avenue A contractor is installing storm and sanitary sewer pipes under Oak Street near 90 th Avenue for a new apartment complex along Oak Street. Daytime delays likely. 132nd Avenue south of Walnut Street A contractor is installing storm drainage pipes under 132 nd Avenue for new homes on the west side of 132nd Avenue south of Walnut Street. Daytime delays likely. Main Street Parking Signage The street crew is updating the parking signage along Main Street and in the other 2-Hour parking zones to clarify that the 2-hour parking zone is in effect. WES Trackway Maintenance TriMet’s contractor will be making drainage improvements, ditch and vegetation maintenance, and tie and ballast replacement, and other maintenance work along the WES rail line. Call TriMet community affairs at 503-962-2150 with any questions. Pavement Ratings A consultant, Capitol Asset and Pavement Services Inc. is rating the pavement of many streets around Tigard. Main Street / Scoffins Street Traffic Signal Removal The intersection of Main Street with Scoffins Street was converted to all -way-stop operation in March of 2016. Our observations indicate that the intersection has functioned better for all modes of travel since the conversion to all-way-stop operation. City crews have installed enhanced signage and striping. The signal will be turned off soon and removed by a contractor in January.
