Learning of it only recently(by visiting the City website), I hadn't known there was a public outreach in 2023,so for the first time I ask that the Council make two edits to the draft text.The first edit is on p. 6 in Section 5.2 "Qualification of Electors",which is a single sentence: "Every person who is a resident of the City and who qualifies as a legal voter under state law may vote in a City election". My concern is that one day the state of Oregon may allow immigrants who aren't citizens to vote,and were that to happen,the Charter as worded could be construed to require the City to allow them to vote locally without opportunity for Tigard citizens to know of and consider the issue. (As of the last amendment in 2020,Oregon Constitution Article II,Section 2 continues to provide for voting by U.S.citizens meeting additional qualifications.)To address this, I ask that the Council edit to read, "Every person who is a resident of the City and who qualifies as a legal voter under state law may vote in a City election. This briefing provides a high-level update on both measures. It covers outreach, engagement, and results from the recent survey which was in the field in mid-January. That survey had questions covering both measures. In late April and May of 2023, Council received a series of briefings about the current Public Safety Renewal Levy. During those discussions we talked about the history of the original 2020 levy, the need, and the current state of responses. Council gave the directive to continue working on a renewal levy, aiming for a May 2024 ballot measure. In September 2023,we provided an update about the messaging and the outreach and engagement efforts we have conducted to date-what we have done and what we have heard.We'll also provide a high-level overview of the recent survey which was launched in early September. In 2023, the City convened a community-led process to review the charter. For eight months,the 14-person Charter Review Committee studied city charters from around the state, state and local laws, and other resources to propose changes for Tigard's City Charter. A briefing on those recommendations was presented to City Council on September 19, 2023. Council's direction was to proceed for possible consideration of a May 2024 ballot measure. This briefing will help inform City Council as they deliberate and consider placing these ballot measures for May 2024 elections. ACTION REQUESTED This is an informational briefing with a request for direction. The internal team will provide an update on communications, outreach, as well as a summary of findings from the most recent survey. We welcome questions, suggestions and input from Council. We will be requesting direction moving forward for any initial thoughts on key items to include in the ballot titles. BACKGROUND INFORMATION Dates of Previous and Potential Future Considerations: Public Safety Renewal Levy 4/25/2023—Council review of Public Safety Renewal Levy background and history. 5/23/2023 - Council discussion on continuation of a Public Safety Renewal Levy; specifically when to place this measure on the ballot. City Council directed teammates to put this renewal levy on the May 2024 ballot. 9/26/2023- Council received a briefing about the survey that was launched in early September. Focus was on messaging and levels of support. Dates of Previous and Potential Future Considerations: Charter Amendment 9/19/2023—Council review of Charter Amendment background, history and recommendations. Public Involvement In 2023,Tigard Police participated in 121 in-person events totaling at least 8,831 community contacts through community engagement efforts. Outreach strategies varied, from having Tigard Police Department info booths at large scale city-wide events to small group crime prevention presentations and everything in between. Most notably, after our last presentation to council in September,Tigard PD hosted its first Open House in several years which brought in over 800 community members who not only learned about PD services and the public safety renewal levy, but they also connected with the men and women behind the badge who keep our community safe every day. Once we were given the direction to proceed with two ballot measures for May 2024,we intensified our awareness efforts by utilizing the following tools: •Utility Bill stuffers: we had inserts in the December and January mailings. •Tigard Life: We ran ads about our two potential ballot measures in the December issue and a full-page ad in the January 2024 issue. •Social Media:We've established a regular cadence enhancing the messaging. •Newsletter: For the past few months,we've included information about the ballot measures in our city newsletter, CityScape.We've also asked departments that have their own newsletter to include information about these measures,including a link to so people can learn more. These are in addition to our regularly scheduled events where we cross-promote many of Tigard's initiatives. ALTERNATIVES & RECOMMENDATION City Council could provide alternative direction regarding the Public Safety Renewal Levy or Charter measure. The Public Safety Advisory Board (PSAB) previously recommended the addition of this position on February 8, 2022. The purpose of the Community Navigator Ad Hoc Committee was to evaluate the feasibility and scope of such a position, and/or discuss other solutions. The original PSAB recommendation from February 2022 reads as follows: "Create a position and empower a volunteer Board to utilize a community centered lens to assist community members in navigating the government systems of Tigard and fostering trust through meaningful conversation. By "meeting people where they are," this role would be a connection point between community members and the city." Methodology • The Budget Committee selected Community Member Kelli Pement and Councilor Singh to serve on the Community Navigator Ad-Hoc Committee • Mayor Lueb selected former PSAB members Jimmy Brown and Valerie Sasaki to serve on the Committe. • City Manager Steve Rymer was a non-voting member of the Committee. • The Community Navigator Ad Hoc Committee met virtually four times throughout November and December 2023. • Summary of meetings: o Meeting 1: Building a base of knowledge. • Included overviews of community outreach work with visits from: Police Officer Brian Orth, Community Development Community Engagement Coordinator Judi Martin, and Economic Development Specialist Tina Escalera. o Meeting 2: Identifying gaps that exist in City services. City of Tigard 1. * Ti 'CTY rd MEMORANDUM ... .. ,_ • Program Manager Ezell facilitated a discussion on gaps identified by Committee members. • Committee members arrived at the conclusion that the City may not have the established structure and processes for identifying and measuring gaps in service for unserved community members. o Meeting 3: Creating a universe of solutions. • Included a visit from Kurt Jun, DEIB Manager. Manager Jun gave an executive summary of the City's Equity Assessment, Racial Equity Plan, and Racial Equity Toolkit. • The discussion revolved around the best way to obtain data from the community about the inequities and/or lack of access BIPOC, immigrant, and non-English speaking communities face. • The majority (3 out of 4) Committee members felt that hiring a consultant to conduct a "gap analysis" was the best course. o Meeting 4: Forming consensus on preferred solution. • Project Manager Ezell facilitated a discussion on the recommended solution. • The Committee arrived at a recommendation and discussed additional detail to accompany the recommendation. Recommendation After discussion, the Committee came to a consensus on their recommendation and further recommended that it be acted on in the current fiscal year. Recommendation: Fund an external consultant to review Tigard's current external engagement and outreach efforts using an equity lens and offer recommendations for a path forward. Why this is important: We feel this recommendation is important as a complement to the work the City is already doing in the equity space to ensure that all members of the Tigard community have a voice in their government and access to services, resources, and information. Why this is important now: Complements work going on currently and allows the City to be more responsive now and in the future. Represents an immediate and ongoing commitment of the City of Tigard to equitable access for all community members. Next Steps The Community Navigator Ad Hoc Committee requests that the Budget Committee consider and approve the recommendation, forwarding to City Council for their final consideration. Or, they could approve the recommendation but delay funding a consultant to a future quarter or the next fiscal year.
