WHEREAS, the latest synthesis report from the first Global Stocktake reveal that the world is .
significantly deviating from the goals established eight years ago under the historic Paris '1;47'7:74'11':

WHEREAS, for the first time, there will be a Local Climate Action Summit to convene mayors, 1U,
j t governors, businesses, non-government organizations, and other local actors who are i

' = a , while building resilient and future-proof economies; and " „I�, ',
WHEREAS, numerous cities are outpacing their national governments in reducing per capita 4i;',..:::,4 ::
emissions, highlighting the critical role of subnational governments in climate mitigation and ,

;?V ', WHEREAS, 70% of the global population is expected to reside in cities by 2050, and with ,, a.'

Igovernments to collaborate closely to expedite emissions reductions so that local governments
