Permit Support Document (38) Branden Taggart From: Branden Taggart Sent: Wednesday, August 9, 2023 5:06 PM To: 'Ed & Cathy Toews' Subject: RE: FW: Water Meter Fixture Unit Worksheet for ADU: MST2020-00338 - 12185 SW Plantation Terrace _ Attachments: FY-2022-23-Rates-Charges-2.pdf Ed, Per our phone conversation, I confirmed that the sewer fees are correct. In your case the sewer fee calculation are based upon the Residential II Rate Method found on page 19 of the attached Clean Water Services Rates and Charges. According to the approved Water Meter Fixture Unit Worksheet, a 1" water meter is calculated to be served, and so the fees are based upon the number of total bedrooms in the dwelling. Since the total number of bedrooms went from (5)to (4) with the new ADU, we will assess (1) DUE for(4) bedrooms at a rate of$5,800.00 (based upon the 2020 received date) plus the $35.00 inspection fee for a total of$5,835.00. I have included excerpts below regarding the fee calculation: 3. Residential II Rate Method a. This method will apply to five major categories: 1) Residential dwellings, including any ancillary dwelling units located on the same lot, that are served (or calculated to be serred)by larger than a three-quarter- inch water meter and service. 2) Motel and hotel units without individual kitchens. 3) Dormitories. 4) Bed and breakfast facilities and other commercial lodging facilities, 5) Recreational vehicle parks. t CALCULATION: Residential dwelling, dormitories, hotels, motels, commercial lodging facilities: 1 DUE for the first five bedrooms plus one half DUE for each additional bedroom. le Recreational Vehicle Parks: 1 DUE= 2 recreational vehicle spaces with sewer hookups Once the sewer fees are paid online, I will email you a copy of the Sewer permit and will remove the hold from the ADU permit MST2020-00338. Also, it appears that the existing dwelling already has (4) bathrooms, so I presume there is currently a 4" sanitary sewer line. If you are not certain of your sanitary sewer line size, I recommend that you confirm the size, as upsizing your sewer line is costly. Please let me know if you have additional questions. Hi Dianna, Thanks very much for thinking of us and minimizing our risk. As with others in your department, your service is excellent and encourages following the process. I am not sure whether or not you know, but Ms. Smith is aware of the documentation we dropped off thereon Thursday. Here is what we know about the meter: 1. The changes we are making should not have triggered a meter size increase. However, 2. The existing meter is registered as 5/8" and the house, as it was when we purchased the property, requires a 1" meter—two sizes larger. 3. A technician came to site very promptly and confirmed the physical meter is 5/8" and this is not just a documentation error 4. The meter was installed new in 2016 when the original meter for this house was re-assigned to one of the new houses added to the property. The new meter should have been sized appropriately at the time 5. The technician who came to site informed us that the utilities department will be contacting us once they determine what is required to correct the existing issue 6. We have not heard anything from the utilities department (copied on emails mentioning this issue) so assume they have discovered some complications related to this issue or are seeking an option to help us out with this We are also waiting to have the SDC exemption covenant recorded with the county. In our new world, getting the missing signature requires a few days of mailing documents back and forth and we are in the process of getting this completed. We are hoping both recording the covenant and resolving the water meter issue occur fairly promptly and are confident the responsible parties are doing the best they can. Did you actually submit a water meter worksheet to UB and get their approval? My apologies as I cannot find where this item was completed and I need to know what the outcome of that review was. Does the meter need to be upsized? You need this resolved before we route the plans for review because the plan review fee is non-refundable if you decide to not go through with this project because of the additional water meter costs. Washington County would not record the SDC exemption covenant because the document was missing the signature of the interim city manager. We are working with Ms. Quach to get this resolved. 2. Utility billing has confirmed our water meter is only 5/8" and is now determining our path forward. The ADU changes we are making should not have triggered a meter change but the existing meter was undersized for the existing house water load. We will bring the remaining documentation over once the issues are resolved. Please let us know if there is anything else needed.
