This is a skills training scholarship program for City of Tigard residents and employees -- in any industry. Advance Tigard funds support Tigard residents no matter where they are employed and Tigard employees no matter where they live. The program can also pair with IRCO’s existing workforce programs to support Tigard residents with training if they are in the process of searching for a job and need additional training. The program empowers under-served and economically disadvantaged adult learners with education/training funds for skill development to advance their careers as existing employees at local firms with a career pathway that moves candidates from a minimum/low-wage to a higher-wage position with their current employer.  Under-Served Residents: includes residents from minority and historically under-served populations as well as socially and economically challenged backgrounds in the City of Tigard.  Adult Learners: who have passed the traditional age of higher education.  Incumbent Employees: are employed and have a potential career path with their current employer in the City of Tigard.  Education/Training: professional development/certifications or similar that an employer recognizes as a skill advancement (not tuition for a 2- or 4-year degree). City funds must be matched with employer funds and/or employee contributions to cover a professional development/training/certification agreed to by the employee, the employer and the city with a recommendation from IRCO. The education experience must advance the skills of the employee in a way that qualifies them for a new higher-paying position with their current employer. Additionally, funding can be used when paired with IRCO programs and other funds to close a funding gap for Tigard residents who need training to advance their career. Eligible Expenses: Funds can be used to support education for incumbent workers and residents as approved by the City of Tigard’s economic development manager. Examples include: A. IRCO Staff time to administer, market, and deliver business coaching to Tigard residents and employees through the Advance Tigard program. Tuition, required textbooks for associated classes/courses, exam fees and test prep as agreed upon with the city’s economic development manager. Contractor Deliverables: 1. Use experience with previous workforce development programs to customize a workforce support program as outlined above for the City of Tigard. 2. Recommend updates to program requirements and program process. 3. Coordinate with City Staff on program marketing to key audiences. 4. Market program as budget allows. 5. Update if needed the application process and criteria with City of Tigard staff. 6. Leverage funds from other workforce programs as funding is available. 7. Introduce eligible participants from the organization’s network to this program. 8. Distribute tuition/fees through scholarships or IDAs as appropriate. 9. Provide career coaching to participants as needed. 10. Refer eligible candidates to IRCO programs and act as fiscal agent. 11. Program marketing as agreed upon by IRCO and Tigard economic development team. 12. Every quarter produce a report in partnership with City of Tigard staff that provides a progress update including the following program performance measures: A. # of business invited to participate. B. # of business participating. C. # of employees invited to participate (include number of candidates that applied but were not accepted). D. # of employees participating (include number of employers that applied but were not accepted). E. # of scholarships awarded /IDAs or other funding used. F. Total hours of training time for each employee or total credentials received. G. Number of employees who advance their career within the reporting period. H. Total (cumulative) anticipated or actual increase in wages for employees who advance their careers. I. Average annual wage increase for employees who advance their careers. J. Number/percentage of participating employees from minority populations. K. Number/percentage of participating employees from low income households. L. Number/percentage of participating employees without a post-secondary degree M. Number of candidates referred to other support programs. N. Marketing and communications efforts, impacts and results.
