1. Call to Order and Roll Call
The meeting was called to order at 7:02 PM, by Chair Ellen Seminara.

2. Approval of Minutes: February 13, 2023
The minutes from February 13, 2023, were reviewed. James Essenberg moved to approve the
minutes. Natalie Newgard seconded the motion. The motion carried with all present board
members voting yes. The minutes were approved.
3. Comments from the Audience
CB Wright, a member of River West Village, introduced herself.
4. Tree City USA Presentation
Christine Johnson, Certified Arborist with Todd Prager & Associates, provided a presentation to
PRAB on Tigard’s Tree City USA designation, including the qualifying standards, benefits of being
recognized as a Tree City, and PRAB’s role in serving as the Tree Board.
• City of Tigard has been a Tree City since 2002.

• The city is required to do the following in order to retain its designation:
o Have a Tree Board or Department
o Have a Tree Care Ordinance
o Have a Community Forestry Program with a per capita annual budget of at least
$2.00
o Have an Arbor Day Observance and Proclamation
• PRAB members would like to see more publicity regarding Tigard as a Tree City USA
designee.
5. Parks and Recreation Manager Updates
Parks, Recreation and Green Infrastructure Manager, Rick Gruen, provided the following updates:
• The grand opening of Universal Plaza is on April 15, 2023, from 11:00 AM – 2:00 PM
• The following will be brought in front of City Council for approval on April 11:
o Changing the name of Cook Park to Cook Family Park in honor of the Cook family.
o Naming the community table at Universal Plaza the Jason Snider Community Table
after former Mayor Snider.
• The newest budget is status quo.
• The new pickleball schedule and rules are going well so far.
• Confirmation of the agenda for the March 31, and April 1, park tours with City Council and
members of PRAB.
6. Recreation Updates
Recreation Coordinator, Kaitlyn Leaf provided the following updates:
• Spring Break Day Camp is at the end of March. Registration is full.
• April 1, Pop Up in the Park at River Terrace
• Egg Hunt is on April 8 and has reach maximum registration.
o There are three sponsors: Accident Care Chiropractic & Massage (gold level), Sierk
Orthodontics (silver level), and The Smile Lounge (silver level).
o Many partners will attend with additional activities for guests.
• Movie in the Park voting has ended
• Currently hiring Rec Aides.
• Requesting PRAB member volunteers at the June 24, Festival of Balloons 5K Fun Run due to
the size of the event.
• Park Passport will be a geocache event this year. Adding a Junior Ranger program as well.
• 25% of the registration fees from the Festive of Balloons 5K Fun Run will go to the Tigard-
Tualatin School District’s Family Resource Center.
7. Parks Updates
Parks Supervisor, Greg Stout provided the following updates:
• Dirksen projects: Paving of the new parking lot is complete, but the parking lot is not
officially open. The boardwalk overlook is finishing the week of March 13. The Education

Center parking lot will be paved on March 14.
• The surface of the baseball field at Summerlake is scheduled to be repaired.
• Universal Plaza training for the water feature is underway.
• Job openings for seasonal parks staff are online.
• The 11-bay bike rack for the boat dock at Cook Park has been ordered.
8. Advocacy Items
• Advocacy not requested at this time.
9. Non-Agenda Items
• Oregon Senate Bill 812 is in discussion which would give local governments authority to
make rules regulating drones. The legislative deadline is on Friday, March 17, 2023.
• Discussion on the Parks & Rec goal “to provide high quality parks and recreation services
within a 10-minute walk of everyone in Tigard” and what defines walkable.
• Discussion on sidewalks in Tigard.
• Rick Gruen will send to PRAB members the City Council meeting times for the April 11
meeting.
• Discussion on changing the PRAB meeting start time to 6:00 PM beginning with the June
2023 meeting. James Essenberg moved to approve the change. Natalie Newgard seconded
the motion. The motion carried with all present board members voting yes. Pending
approval by the City Manager, the start time will be at 6:00 PM starting Monday, June 12,
2023.
10. Adjourn
James Essenberg moved to adjourn the meeting. Natalie Newgard seconded the motion. The
meeting adjourned at 8:11 PM.
