11/16/2022 - Minutes 1 MEETING DATE/TIME: Wednesday, November 16, 2022, 7:00 – 8:30 p.m. MEETING LOCATION: In Person meeting in Town Hall Members Present Dave Hanna, Chair Dolly Specht, Vice Chair Liz Newton, Council Liaison Bijeta Choudhury Isaiah Jackman Shaila Kotadia Isabela Romero Jai Raj Singh Not Present Kristi Allen Basil Christopher Heidi Dixon Bhushan Gupta Ali Haddadi Israel Jacquez Connie Ramaekers City Team Present Leandro Barrientos, Digital Communications Coordinator Nicole Hendrix, Team Liaison Meeting start: 7:00 pm Welcome and Introductions Dave welcomed committee members and asked them to share what events they have been to, what they are hearing in the community, and w hat they would like for Christmas. Each committee member introduced themselves , shared their holiday wishes, and what they are hearing in the community which included housing affordability and concerns with Hall Blvd safety. Dolly noted an open house about Hall Blvd was occurring at the same time as the CCE meeting. City of Tigard Committee for Community Engagement Minutes 2 Meeting Minutes Bijeta made the motion, Dolly seconded. Minutes from September 2022 were approved unanimously. Subcommittee Updates For DEI subcommittee, Isaiah walked through the list of community feedback from El Tigre. Nicole suggested we use this information to inform materials available at the Farmers Market. Isaiah highlighted the need for programs like English as a Second Language (ESL) at the library or community spaces. Dolly mentioned Tigard Downtown Alliance facilitated a brainstorming chart exercise during the Street Fair and suggested we get a copy of that feedback. Members discussed feedback about Tigard being a “bedroom” community and noted Tigard has a lot to offer we just need to find ways to show it. Bijeta gave t he example of her work in Talent and bringing information to where people are not only through events but different forums with food. Isaiah suggested the community feedback gathered should be available for all community members to see. Nicole said she can add it to the website to start. Shaila asked if we have metrics of demographics related to businesses ownership. Leandro said we did not, but we started to build that through El Tigre planning. He noted there tends to be a negative connotation when the city reaches out, so he was mindful of that when reaching out to businesses . Shaila asked about determining locations for events and at what point does that happen in the planning stage. She sugge sted an audit of all locations to help make equitable decisions. Liz mentioned at one point there were so many events at Cook Park community members expressed frustration because events were not distributed across the community equally. The group discussed the need for centers and spaces where people can see themselves in. Jai Raj shared the example of how Town Hall has photos of past Mayors, none who look like him, which is not the most welcoming. Isaiah mentioned how restaurants are common cultural centers. Nicole noted the Economic Development team create d equity maps of the city with different factors and data, she said she could invite them to a future meeting. She also mentioned the planning of Universal Plaza which includes an indoor reservable center. She mentioned staff started an inventory of spaces and this conversation is a reminder to return to that work. Leandro suggested the inventory be a Google Doc so folks can share information. For volunteerism subcommittee, Isabela mentioned Nicole sent out an ask for non-profit organizations in need of volunteers for MLK Weekend of Service. There was e no update from the onboarding subcommittee. 3 El Tigre Debrief & 2023 Events Leandro provided insight on lessons learned from El Tigre noting equity considerations , impacts of infrastructure, and parking limitations. He also highlighted the great work of the Community Emergency Response Team (CERT). Nicole mentioned the team developed an internal events guide that includes equity questions to consider during event planning. Councilor Newton mentioned signage for parking- noting neighborhoods weren’t used for parking. Dolly also mentioned parking was an issue. Nicole shared information on MLK Weekend of Service which is January 14 -16th. Isaiah suggested connecting with black organizations like NAACP and posting the ask on LinkedIn. Shaila suggested we reach out to support black organizations - this is an opportunity to give to the community . Leandro shared the save the date for El Tigre, October 7, 2023. Nicole shared save the dates for Pride Parade on June 10 and Juneteenth on June 17. She invited CCE to give input in the planning process and wondered if there was a community forum to get input. Councilor Newton noted traffic impacts to Durham . Year End Review & 2023 Planning Nicole shared that CCE bylaws mention a year-end report to Council. Nicole will develop the draft, send to Dave and Dolly for initial review, then send to the rest of CCE for final edits. Isaiah asked for quarterly recaps of CCE efforts, so we don’t forget to include in the report out or presenting to Council. Liz said the format of presenting the report depends on the Council, this year a written report is preferred rather than a presentation . Liz suggested the report include how CCE has changed our approach this year. Additionally, if the committee has a specific ask of Council to include that as well. Dolly mentioned she was grateful CCE has a budget, noting Liz mentioned it during the social hour. Liz said it was a grant program that CCE would have to apply for. Nicole wasn’t sure since CCE is part of the city if we were eligible for that project. Liz said we would be. The group highlighted a need for a forum to get people involved in the community planning. Councilor Newton mentioned a multi-cultural mixer. Shaila suggested we support something sustainable. Jai Raj suggested listening sessions. The group liked that idea and pairing it with a short educational/resource component. Dave asked Nicole to send out the bylaws to the group to ensure that the direction we are going is still within our mission. Liz noted our position is unique in that we can inform what engagement looks which means we could improve our bylaws. Dave suggested we include a section in the report on looking forward and highlighting our plan for next year. 4 Isaiah said it would be helpful to know the other boards and committees. Dave asked Nicole if that could be a future agenda item to understand other boards. Nicole asked if the pre -meeting information forms in the meeting packets are helpful . Members confirmed they are. Nicole mentioned Basil had asked how agendas are developed. Nicole maintains a list of potential topic items based on items CCE have mentioned interest in and what she hears within the city. She said tonight’s conversations has led to plenty of potential items such as the equity map, universal plaza, spaces inventory, listening forums, and event planning. She welcomes agenda topic suggestions from anyone! She sends draft agendas to the Chair and Vice Chair for input prior to sending to all members.
