There should not be a problem now with the new parking lot and there should be plenty of space. Having to pay for a permit to park in front of your own home seems punitive. Doesn't mind if a high schooler parks on her street. Also has concerns about enforcement. 2. 4/2/2023 Kelly Hernandez She is Macy's Store Manager at Washington Square and has concerns about increasing vandalism and graffiti, which is occurring almost daily. (Comments are due by noon the day of the meeting) I am commenting on something that is probably not on the agenda. I think the RPZ around Tigard High School should be removed. Comments With the new parking lot, it shouldnt' be a problem. Im tired of having to pay for a permit to park in front of my house.Seems punitive and ridiculous. I don't really care if a high schooler parks on my street, lived here 23 years and have never had a problem. The problem I have is with parking enforcement. Passive aggressive pamphlets with certain parts circled and slow crawling in front of my house to give me a warning.Seems like a serious waste of time. Portland,Oregon 97223 Which agenda item or topic are you commenting on? (Comments are due by Monday at noon) Agenda Topic:Tenant Protections Comments Dear City Council of Tigard,As a Housing Case Manager who works throughout the Metro area assisting the unhoused and those who are unstably housed, I am writing to provide my testimony on the issue of Tenant Protections.Through my work, I have found that many tenants are not aware of their rights, and this can lead to vulnerability and exploitation by landlords. This is why I believe addressing the issue of tenant protection should start with the tenant. As the city council considers the issue of Tenant rights, I recommend that the City Council consider providing incentives and/or support to houseless individuals who take a Tenant Education course. While some courses are available for little or no cost, still not enough individuals are taking advantage of them. Often the barriers to participating center around money, childcare,or a lack of computer skills for virtual course offerings. I urge the city council to consider allocating funds for local nonprofits that will help offset the cost of them offering childcare while houseless individuals participate in tenant education courses. I would also encourage offering gift cards,or some other incentive,to those who participate and complete a tenant education course. Providing individuals with knowledge about their rights as tenants not only empowers them but can also lower the cost of rehousing or even prevent the loss of housing.Sincerely, Robert Heard Attachment Supporting Documents/Images Thank you, City of Tigard This is an automated message generated by Granicus. Please do not reply directly to this email. 1 Carol Krager From: Heidi Lueb Sent: Monday, April 3, 2023 10:52 AM To: Carol Krager;Jesse Raymundo Subject: FW:Tenant Proctections Attachments: Testimony_Tenant Protections.docx Hi! I wanted to follow up and let you know that I have submitted my testimony and suggestions to the council regarding Tenant Protections, which they will be discussing tomorrow. Although I am not a resident of Tigard, I am actively involved in the area through my work as a Housing Case Manager with Care Oregon. At Care Oregon, I assist members in Multnomah, Washington, and Clackamas counties with their housing needs. Additionally, I serve on Just Compassion's Board, where we help unhoused individuals in East Washington County. I also serve as a member of Washington County's Homeless Plan Advisory Committee. While I understand that the council may not necessarily act on my suggestions, I hope that it will at least start a conversation about how we can better support our houseless population while also helping them be able to advocate for themselves in landlord tenant disputes. I look forward to the opportunity to work with you in the future. Best regards, Robert Heard DISCLAIMER: E-mails sent or received by City of Tigard employees are subject to public record laws. Business Meeting Meeting Date: 04/04/2023 Length(in minutes): Consent Item Agenda Title: Amendment to Contract for Construction Oversight on Reservoir 18 &Pump Station Authored By: Shasta Billings Presented By: Senior Project Engineer Billings Item Type: Motion Requested Public Hearing No Newspaper Legal Ad Required?: Public Hearing Publication Date in Newspaper: Information EXPLANATION OF ISSUE The purpose of this action is to approve an amendment to the contract with Kennedy Jenks to provide construction observation services. ACTION REQUESTED Staff recommends that the Local Contract Review Board award a contract amendment in the amount of$545,669 to Kennedy Jenks to provide construction observation services on the Reservoir 18 and Pump Station project and direct the City Manager to take the steps necessary to execute the contract. BACKGROUND INFORMATION The Local Contract Review Board awarded a contract to Kennedy Jenks in September 2020 to serve as the Owner's Representative on the Reservoir 18 and Pump Station project. The original contract included part-time engineering support during the construction period. The requested amendment is necessary to provide construction observation services during the entire construction term. This amendment will allow construction to be completed with a full-time construction observer overseeing progress. ALTERNATIVES& RECOMMENDATION The Local Contract Review Board may choose not to enter into the contract amendment with Kennedy Jenks and direct staff to issue a traditional Request for Proposal (RFP).This would delay the start of construction observation services by several months and likely result in higher costs for the project. Business Meeting Meeting Date: 04/04/2023 Length(in minutes): Consent Item Agenda Title: Cook Park Inclusive Play Structure Site Prep Purchase Order Authored By: Toni Riccardi Presented By: Engineering Project Coordinator Carla Staedter Item Type: Motion Requested Local Contract Review Board Public Hearing Yes Newspaper Legal Ad Required?: Public Hearing Publication 03/06/2023 Date in Newspaper: Information EXPLANATION OF ISSUE The purpose of this action is to award a purchase order for the site prep work for the Cook Park Inclusive Play Structure. ACTION REQUESTED Staff recommends the Local Contract Review Board award a purchase order to Ross Recreation Equipment,Inc. for the site prep work for the Inclusive Play Structure at Cook Park via a permissive cooperative agreement under the national purchasing organization NPPGov in the amount of$338,944.00 and direct the City Manager to take the steps necessary to finalize the purchase. BACKGROUND INFORMATION The Tigard community has been clear-Tigard should be more walkable and accessible for all community members. The City's vision, adopted as part of the City of Tigard 2020-2025 Strategic Plan, establishes the foundation for how parks and recreation serve Tigard residents today and how they will evolve in the future. The City's Vision is "Tigard: An equitable community that is walkable, healthy, and accessible for everyone." That vision will guide Tigard Parks and Recreation Division as they re-imagine and reinvest in park infrastructure to meet our community's needs. The large community playground at Cook Park was installed in 1993. Of the 21 playgrounds on city property,it is the oldest and is now ready for replacement as its design is outdated and finishes are wearing out. As a community,Tigard is ready for a new, large community playground structure that is designed to maximize inclusion and fun for community members of all abilities. The City conducted a large community engagement effort to select the vision and design of the new structure. The community and City selected a design by Landscape Structures,Inc. (Ross Recreation),the Super Netplex, and the Local Contract Review Board (LCRB) awarded the purchase for the structure on July 19,2022. The City explored multiple options for soliciting and securing the playground surfacing(playground grass, rubber fill, and artificial grass) and found that Ross Recreation Equipment,Inc.,has a cooperative agreement for their ForeverLawn Playground Grass and through NPPGov, and Local Contract Review Board (LCRB) awarded the purchase for the ground cover on November 1,2022. The final component to complete the project is the sub-base work(concrete, asphalt, crushed stone,etc.). The City has secured the site prep with Ross Recreation Equipment,Inc.,which has a cooperative agreement through NPPGov,a governmental service cooperative in which the City is a member. As such, the City is eligible to make a permissive cooperative procurement per ORS 279A.215 and PCR 10.087 rather than conduct its own solicitation. This helps ensure that it is let competitively, and costs are lower through bulk buying power and vendor discounts. ALTERNATIVES&RECOMMENDATION The Local Contract Review Board may choose to not award this contract and direct staff to find alternative solutions for the work. This will lengthen the schedule and especially in today's environment, add to the cost of the project. This would also cause scheduling issues with the other contracts associated with this project including delivery and storage of the play structure itself. ADDITIONAL RESOURCES None Fiscal Impact Cost: $338,944 Budgeted (yes or no):Yes Where budgeted?: Parks Capital Fund Additional Fiscal Notes: This expense will be for an estimated$338,944.00 and is the third component to the overall project(CIP #92069— Cook Park Inclusive Play Structure). The first component, the SuperNetplex Tower area, was awarded by the LCRB in July of 2022 for a total of$597,141. The second component, the ForeverLawn Playground Grass, was awarded by LCRB in November 1,2022. Business Meeting Meeting Date: 04/04/2023 Length(in minutes): 10 Minutes Agenda Title: Resolution of Necessity Related to Easement Acquisition for the Red Rock Creek Stabilization Project. Authored By: Andrew Newbury Presented By: Andew Newbury Item Type: Motion Requested Resolution Public Hearing No Legal Ad Required?: Publication Date: Information EXPLANATION OF ISSUE This action requests Council approve a Resolution of Necessity to acquire permanent and temporary easements for the Red Rock Creek Stabilization Project. ACTION REQUESTED Adopt the Resolution of Necessity. BACKGROUND INFORMATION KEY FACTS AND INFORMATION SUMMARY The Red Rock Creek Stabilization project will provide stream enhancements and long-term stabilization to Red Rock Creek from just downstream of SW Dartmouth St. upstream to SW 721d Ave.in the Tigard Triangle. This project is identified as a high priority in the City's 2018 Stormwater System Plan as this section of stream has experienced severe erosion due to runoff from developed areas. This erosion has resulted in stream incision up to 25 feet deep and has caused multiple line breaks to an existing sanitary sewer line that has been exposed. This erosion has also led to excess sediment being deposited near the SW Dartmouth St. crossing leading to localized flooding. Future development in the Tigard Triangle will also add stormwater runoff and contribute to the degradation of the creek. To address the erosion, stream enhancement and stabilization measures will be constructed within the project area. These measures will include:beaver analog dams, woody debris, check dams, imported river rock, and other structural and light grade control measures recommended by the design team. To address the localized flooding at SW Dartmouth St., sediment removal and wetland enhancement and enlargement will be implemented near SW Dartmouth St. to improve stream function. Most of the enhancement and stabilization measures will need to occur on private property and permanent and temporary easements are needed. Permanent easements include greenway easements for vegetation management,a public utility easement to accommodate a new public sanitary sewer main, and access easements over SW 74th Ave. Temporary easements include a construction easement to allow access to the site during construction. The resolution of necessity will allow easement acquisition through eminent domain if needed. The intent with each property owner is to obtain the easements through negotiation. COUNCIL GOALS,POLICIES,APPROVED MASTER PLANS 2018 City of Tigard Stormwater Master Plan (projects 502 and 506). 2020-25 Strategic Plan,Strategic Priority 3.2.F. "Protect and restore the ecological functions of and maximize the ecosystem services of streams, wetlands, and associated riparian corridors." ALTERNATIVES& RECOMMENDATION Council could elect to not adopt the Resolution of Necessity, which could potentially limit property acquisition and result in the Project not being able to move ahead with acquiring the easements necessary to construct and maintain the project. Additional erosion and continued flooding of SW Dartmouth could occur, bringing further impacts to private property. ADDITIONAL RESOURCES N/A Fiscal Impact Fiscal Information: Funds for easement acquisition are included within the project budget(CIP#94049). ACTION REQUESTED City Council is asked to: •Review and discuss the Board and Committee Member Eligibility policy;and •Consider adoption of Board and Committee Member Eligibility policy BACKGROUND INFORMATION Dates of Previous and Potential Future Considerations This is the first time City Council is receiving this policy for consideration of adoption.Previously,in 2022,the Tigard team brought forward board and committee process improvements that included alignment of board member terms and code updates.Additionally,City Council supported the following improvements on July 20,2021: •Updated application with demographic and support considerations •Application available to apply year-round rather than at select times only •Utilize NeoGov as a central database to maintain records, allows for more frequent communication with applicants, allows applicants to self-schedule interviews, and produces reports such as for applicant demographics. •Interview questions sent to interviewees in advance of interview including one question related to Diversity, Equity, and Inclusion. Public Involvement The policy incorporates input from council and team liaisons.Team liaisons reviewed the policy for any potential impacts to their bylaws and shared none. Impacts (Community,Budget,Policies and Plans/Strategic Connection) If adopted, this policy would support current practices by Council and team liaisons.Additionally, the policy would provide clear standards and equal experience to all members. Board members may not be employees of the City, members of an elected official's household, or close relative. Relatives of City employees may participate so long as the City employee does not have authority over the subject matter or board on which the relative serves. All board members must sign the Code of Conduct prior to the start of their term. Serving On Multiple Boards The City does not allow a board (or committee) member to serve on more than one standing board at the same time.A standing committee is one where there is no pre-established intention to resolve the board. A board member may apply to serve on a standing board while a member of another board. If offered to serve on a new board the member must choose only one to serve on,which may result in resigning from their current board. Exceptions—Non-Standing Boards A member of a standing board may serve simultaneously on a non-standing board. A non-standing board is one where there is a pre-established date or noted limited duration to resolve the board. The knowledge and representation of a sitting board member can provide unique value to a non- standing board;however, where possible, preference should be given to new voices and diverse perspectives to non-standing boards. Examples of non-standing boards include:A Community Advisory Committee (CAC) or Technical Advisory Committee (TAC) for a special project such as a park or housing development, Task Forces such as Public Safety Advisory Board and Charter Review Committee. INk" CODE OF CONDUCT T ROOM n n TIGARD BOARDS, COMMISSIONS,AND COMMITTEES Scope This Code of Conduct is designed to provide a framework to guide members of boards, commissions, and committees in their actions. The Code of Conduct operates as a supplement to the existing statutes governing conduct including the ethics law of the State of Oregon. Members of boards, commissions, and committees are referred to generally as "board members" in this Code of Conduct. Conduct of Boards, Commissions, and Committees This section describes the manner in which board members will treat one another, the public, and city staff. Board Conduct with One Another During Meetings • Practice civility, professionalism and decorum in discussions and debate. Difficult questions, tough challenges to a particular point of view, and criticism of ideas and information are legitimate elements of democratic governance. This does not allow, however, board members to make belligerent, personal, slanderous, threatening, abusive, or disparaging comments. • Avoid personal comments that are intended to. or could reasonably be construed to. offend other members or citizens. If a member is offended by the conduct or remarks of another member, the offended member is encouraged to address the matter early with the offending member. Board Conduct Outside Public Meetings • Continue respectful behavior in private, The same level of respect and consideration of differing points of view deemed appropriate for public discussion should be maintained in private conversations. • Be aware of the public nature of written notes. calendars, voicemail messages. and e-mail. All written or recorded materials including notes, voicemail, text messages, and e-mail created as part of one's official capacity will be treated as potentially "public" communication. • Even private conversations can have a public presence. Board members should be aware that they are the focus of the public's attention. Even casual conversation about city business, other public officials or staff may draw attention and be repeated. • Understand proper political involvement. Board members, as private citizens, may support political candidates or issues but such activities must be done separate from their role as a board member. 111111 I .. ii4,11Rt) Board Conduct with the Public • Be welcoming to speakers and treat them with respect. For many citizens, speaking in front of a board is a new and difficult experience. Board members should commit full attention to the speaker. Comments, questions, and non-verbal expressions should be appropriate, respectful and professional. • Make no promises on behalf of the board in unofficial settings. Board members will frequently be asked to explain a board action or to give their opinion about an issue as they meet and talk with citizens. It is appropriate to give a brief overview. Overt or implicit promises of specific action or promises City staff will take a specific action are to be avoided. Board Conduct with City Staff • Respect the professional duties of City Staff. Board members should refrain from disrupting staff from the conduct of their jobs; participating in administrative functions including directing staff assignments; attending staff meetings unless requested by staff; and impairing the ability of staff to implement policy decisions. Individual Conduct of Board Members The individual attitudes, words, and actions of board members should demonstrate, support, and reflect the qualities and characteristics of Tigard as "A Place to Call Home." DO THE RIGHT THING In doing the right thing I will.• • Be honest with fellow board members, the public and others. • Credit others' contributions to moving our community's interests forward. • Make independent, objective, fair and impartial judgments by avoiding relationships and transactions that give the appearance of compromising objectivity, independence, and honesty. • Reject gifts, services or other special considerations. • Excuse myself from participating in decisions when my immediate family's financial interests or mine may be affected by my board's action. • Protect confidential information concerning litigation, personnel, property, or other affairs of the City. • Use public resources, such as staff time, equipment, supplies or facilities, only for City-related business. GET IT DONE In getting it done,I with • Review materials provided in advance of the meeting. • Make every effort to attend meetings. • Be prepared to make difficult decisions when necessary. • Contribute to a strong organization that exemplifies transparency. • Make decisions after prudent consideration of their financial impact, taking into account the long-term financial needs of the City. 2 t, :1, i) RESPECT AND CARE In respecting and caring,I will: • Promote meaningful public involvement in decision-making processes. • Treat board members, City Council, staff and the public with patience, courtesy and civility, even when we disagree on what is best for the community. • Share substantive information that is relevant to a matter under consideration from sources outside the public decision-making process with my fellow governing board members and staff. • Respect the distinction between the role of citizens, board member and staff. • Conduct myself in a courteous and respectful manner at all times. • Encourage participation of all persons and groups. Sanctions and Violations To assure the public confidence in the integrity of the City of Tigard, board members are held to a high standard of conduct. For this reason, the City Council believes the Code of Conduct is as important to the public process as other rules and procedures. It is also recognized that, there may be times when action is required to correct and/or prevent behavior that violates the Code of Conduct. A board member may be removed by the appointing authority for misconduct, nonperformance of duty or failure to obey the laws of the federal, state, or local government (TMC 2.07). Early recognition of the questioned conduct is encouraged. Progressive counsel may occur with the board member but is not required prior to removal from the board by the appointing authority. A violation of the Code of Conduct will not be considered a basis for challenging the validity of any City board decision. Implementation All board, committee and commission members will be given a copy of the Code of Conduct and will be required to affirm in writing that they have received the code, understand its provisions, and pledge to conduct themselves by the code. A periodic review by City Council of the code will be conducted to ensure that the code is an effective and useful tool. 3 CODE OF CONDUCT CERTIFICATION As a member of a City board, commission, or committee, I affirm that: ✓ I have read and understand the Tigard Code of Conduct for members of Boards, Commissions, and Committees and its application to my role and responsibilities while serving on a City board. ✓ I pledge to conduct myself by the Code of Conduct. ✓ I understand that I may be removed from my position if my conduct falls below these standards. Business Meeting Meeting Date: 04/04/2023 Length(in minutes): 30 Minutes Agenda Title: Tenant Protections Discussion Authored By: Schuyler Warren Presented By: Senior Planner Warren Item Type: Update,Discussion,Direct Staff Public Hearing No Legal Ad Required?: Publication Date: Information EXPLANATION OF ISSUE This agenda item continues the discussion of tenant protection programs and policies initiated at the July 19,2022 meeting and continued at the October 18 meeting. In tonight's meeting, the Community Development team will provide a project overview for new Councilors and report on the progress of stakeholder engagement in this work. ACTION REQUESTED The Community Development team is seeking approval to continue exploring tenant protection policies from the newly-seated Council. BACKGROUND INFORMATION Tenant protections are policies to help provide equitable housing access and security for renting households.Tenant protections have been a longstanding recommendation in previous city policy documents, including the Southwest Corridor Equitable Development Strategies, the Affordable Housing Plan, and Housing Needs Analysis. As the Metro region continues to face a housing and homelessness crisis of historic proportions, and as the city has experienced multiple mass eviction events in the last half decade, the Community Development team has initiated a project to develop a package of tenant protections based on regional and national precedent and demonstrated best practices. At previous Council meetings, the Community Development team has presented background information on issues related to the rental housing market in the city and data-driven background on the impacts of housing insecurity for renters. The team has also presented feedback and issues identified by our community through complaints or at public engagement events. Tonight's presentation will recap some of the research and background developed by the Community Development team,as well as themes heard from key stakeholders, including renters and more recently, from property owners, landlords, and property managers. The team will also present updates three policy options that are currently being explored. Those policies fall into two major categories of tenant protections: Eviction Protections •Relocation Assistance •Right to Counsel Habitability Protections •Rental Registrations •Proactive Inspection Program Dates of Previous and Potential Future Considerations October 18,2022-Council Briefing July 26,2022- Council Briefing Public Involvement December 10,2022-Tenants Rights Workshop -Annual rent burden meeting required by HB4006 January 5,2023 -Tigard Development Advisory Committee meeting with property managers and landlords Ongoing engagement with stakeholders Impacts (Community, Budget,Policies and Plans/Strategic Connection) •Tigard Strategic Plan Objective 3.4:Proactively intervene as necessary to meet the housing needs of all community members. •Tigard Affordable Housing Plan Strategy 10.A.3: Rental Relocation Assistance •Tigard Housing Needs Analysis Goal 10,Policy 10: The City shall enact policies that provide for equitable housing opportunity without discrimination or disparity based on tenure, familial status,or household composition of the occupants of any type of housing. Daniel C. Semenza es1. Richard Stansfield 1, Jessica M. Grosholz2, and Nathan W. Link CO 1 Abstract In this study; we 'use generalized estimating equation (GEE) models to analyze how rates of eviction correspond to homicide, robber., and burgiart. rates across all residential neighborhoods in Philadelphia from 2006 through 2016. Iie assess the moderating role of neighborhood poverty accounting for residential mobility, economic disadvantage, and community composition. We find that eviction is associated with all three types of cruse in ,fully controlled models. Additionally neighborhood poverty significantly moderates this relationship for robbed: and burglary; but not homicide. Tie discuss the implications of these results with attention to policy opportunities to reduce eviction and suggestion s.for.future research. Implications for Policy and Practice As Brennan (2.01.8a) notes: evictions extend beyond a landlord-tenant issue. As such, policy efforts to reduce eviction and alleviate its consequences must move beyond this two-person dynamic_ While we did not assess individual-level processes, this study adds to a nascent literature that shows evictions can have significant criminogenic consequences in local communities. Since eviction is an inherently disruptive indicator of serious financial burden that leads to frequent moves and numerous concurrent hardships, financial assistance through public social welfare programs may be especially critical for those that are evicted (Desmond, 2.012.)_ Although housing assistance: in particular, may buffer against criminagenic consequences of eviction across communities, research shows that evicted tenants often struggle to navigate the arduous process of securing housing aid (Desmond, 2016)_ Thus, more generalized public assistance via social welfare programs may be especially consequential for these families so that they can avoid eviction. Although there has been extensive said of discrimination in the rental market. discrimination in evictions has been largely overlooked. This is because deter- mining whether discrimination exists in evictions presents several challenges. Evicting Children Matthew Desmond, Harvard University Weihua An, Indiana University Richelle Winkler, Michigan Technological University Thomas Ferriss, Harvard Law School This study identifies children as a risk factor for eviction. An analysis of aggregate data shows that neighborhoods with a high percentage of children experience increased evictions. An analysis of individual data based on an original survey shows that among tenants who appear in eviction court, those with children are signif- icantly more likely to receive an eviction judgment. These findings indicate that policy- makers interested in monitoring and reducing discrimination should focus not only on the front end of the housing process—the freedom to obtain housing anywhere—but also on the back end: the freedom to maintain housing anywhere. Eviction and Voter Turnout: The Political Consequences of Housing Instability Gillian Slee and Matthew Desmond Abstract In recent years, housing costs have outpaced incomes in the United States, resulting in Millions of eviction filings each year I'et no study has examined the link bet►ceen eviction and voting. Drawing on a novel data set that combines tens of millions of eviction and voting records, this article finds that residential eviction rates negatively impacted voter turnout during the 2016 presidential election. Results from a generalized additive model show eviction's effect on voter tumo1 t to be strangest in neighborhoods with relatively low rates of displacement. To address endogeneity bias and estimate the causal effect of eviction on voting, the analysis treats commercial evictions as an instrument for residential evictions, finding that increases in neighborhood eviction rates led to substantial declines in voter turnout. This study demonstrates that the impact of eviction reverberates far beyond housing loss, affecting democratic participation. — Eviction Protection Policies 1 ) Relocation assistance for tenants • One-time payment to tenants in the event of certain events No-cause eviction Rent increase over allowed threshold Habitability violations • Can be crafted to clearly not apply in certain situations: Tenant violates lease Tenant is in arrears on rent Landlord or family is moving into unit Unit is an ADU • CITY OF Tigard The 5 E's — Tigard's Community Promise: Equity • Environment • Economy• Engagement • Excellence — Why Is Relocation Assistance Worth Considering? • For tenants, a no-cause eviction is major disruption in life. • Children are displaced from schools, adults may be forced to move further from work, increasing commute time. • For some, finding new housing will be difficult or even impossible. • There is no such thing as a no-cause foreclosure. e Tidbid The 5 E's — Tigard's Community Promise: Equity • Environment • Economy• Engagement • Excellence — Eviction Protection Policies 2) Legal aid support to provide enforcement for state and local law • Provides for guaranteed legal representation for qualified tenants ► Issued an eviction notice — either no-cause or for non-payment ► Violation of lease terms by landlord * Violation of state law by landlord • Can be crafted to clearly not apply in certain situations: Tenant has been issued an eviction notice for damage to property Tenant has been issued an eviction notice for criminal action 1 CITY OF Tigard The 5 E's — Tigard's Community Promise: Equity • Environment • Economy• Engagement • Excellence — Why is Legal Aid Worth Considering? • Nationally, in eviction proceedings: • 90% of landlords have legal representation • 10% of tenants have legal representation • The state's laws to protect renters have no direct enforcement • Tenants must bring legal action in court — with evictions only achieving 10 % representation, this is unlikely to occur • Filings require knowledge, language proficiency, time, money t1 TigarCITY OF d The 5 E's — Tigard's Community Promise: Equity • Environment • Economy• Engagement • Excellence — How Effective is Legal Aid ? • Massachusetts — 77% reduction in evictions.
