CALL TO ORDER: Chair Mary Bogert called the meeting to order at 6:33 p.m. 2. ROLL CALL Members Present: Helen Allen, Mary Bogert, Candice Coleman, Kate Ristau Member Excused: Chris Allen, Shirley Edwards, Jim Ivler Alternates Present: Bart Hawkins (Virtual), Alan Smith Council Liaison: Councilor Jai Raj Singh (Virtual) Teammates Present: Halsted Bernard, Director of Library Services Margaret L. Reh, Confidential Executive Assistant Cheryl Cyr, Circulation Manager (Virtual) 3. PUBLIC COMMENT There were none. 4. APPROVE LIBRARY BOARD MINUTES The Board reviewed the minutes from the January 11, 2023 Tigard Public Library Board meeting. No changes were suggested. Motion by Candace Coleman. Second by Helen Allen to approve the January 11, 2023 minutes as written. Motion was approved unanimously. The minutes will be posted on the City website. ICE BREAKER Before we began the ice breaker, Library Director Bernard asked our new Council Liaison Jai Raj Singh to introduce himself. Answers ranged from not having a bucket list at all to lots of travel to yet be done. 7. MEET THE TEAM: CHERYL CYR: CIRCULATION MANAGER Our guest tonight was Cheryl Cyr. Cheryl is our new Circulation Manager and has been with us for three months now. She has found the team and the community to be very welcoming. She is pleased with how engaged the community is with the library and how the library is truly the hub of the community. She is impressed with the new Strategic Plan and the focus of inclusiveness and on outreach. Cyr informed the Board of the Holds Locker Pilot Project. This is a project in partnership between the Tigard Public Library and WCCLS. More information regarding the project will be shared in a future meeting. 8. LIBRARY PUBLIC POLICY UPDATE DISCUSSION Library Use This policy was last presented to the Library Board on August 11, 2021. The Board reviewed and discussed this policy. Motion by Candace Coleman. Second by Kate Ristau to approve the Library Use policy as written. Motion was approved unanimously. 9. AMERICAN LIBRARY ASSOCIATION (ALA) POLICY REVIEW ALA Access to Library Resources and Services Regardless of Sex, Gender Identity, Gender Expression, or Sexual Orientation. The ALA Access to Library Resources and Services Regardless of Sex, Gender Identity, Gender Expression, or Sexual Orientation policy was last reviewed by the Library Board on January 12, 2022. Motion by Kate Ristau. Second by Helen Allen to endorse and reaffirm the ALA Access to Library Resources and Services Regardless of Sex, Gender Identity, Gender Expression, or Sexual Orientation policy. Motion was approved unanimously. 10. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING The Board will present to the City Council on Tuesday, May 16, 2023. The deadline for submitting all information is May 4, 2023. The plan is to showcase the Library of Things as they share the story of the library and how it affects the community . The Board will work on a PowerPoint presentation and incorporate “Did you know…” slides. 11. DIRECTOR’S REPORT Library Director Bernard presented the Director’s Report, which contained updates on library services and programs. Of note this past month: Readers Services hosted more programs & outreach in January (64 sessions!) than during any one month of summer reading this year, and they reached an audience of 1,642 people overall. They collected, analyzed, and prioritized the results of the survey they conducted, to convert the Technology Room to a flexible multi-use space. Survey results will be shared at a future meeting. The annual magazine rollover took place in January. 1,945 older magazine issues were removed from the shelves, and library teammates shifted 2022 issues down to the Princeton files, opening space for 2023 issues. We will have the magazines that were pulled available for the magazine give-away in March. Several teammates in Circulation spent a total of 29 hours preparing library cards to be mailed to TTSD students. Over 900 Pre-K, Kindergarten and new student cards have been mailed. Around 2,400 middle school and high school cards will be sent out in the next few weeks. 12. OTHER BUSINESS No other business was discussed. 13. ADJOURNMENT Chair Bogert adjourned the meeting of the Tigard Library Board at 7:27 p.m. We will continue to conduct the meetings as hybrid meetings. The next meeting will be held on Wednesday, March 8, 2023 at 6:30 p.m. Those in person will meet in the 2nd Floor Conference Room and those attending virtually will connect via Microsoft Teams.
