Discussion
• URBAN RENEWAL
o Elaine Howard explained Urban Renewal and Tax Increment Financing (TIF) and
presented a slideshow. The group discussed whether voter approval should be required
for new TIF districts, as well as changes to TIF district plans,indebtedness, and area.
They also discussed the composition of the TIF Board that would vote on questions not
presented to voters. Two options were developed: Option A essentially mirrors state
statute and provided that the TIF Board will approve new plans, substantial amendments
to increase acreage, substantial amendments to increase maximum indebtedness, and that
the board will be composed of the sitting City Council. Option B stated that voter
approval would be required to adopt new TIF plans;the Board will approve substantial
amendments to increase acreage and substantial amendments to increase maximum
indebtedness; and the Board will be composed of a mixture of City Councilors and
Planning Commissioners.
o Margaret Doherty made a motion for the group to vote on Options A or B, as presented
in the slideshow.John Cook seconded the motion. By consensus, the group selected
Option A. Option A stated that the TIF Board will approve new plans, substantial
amendments to increase acreage, substantial amendments to increase maximum
indebtedness, and the Board will be composed of the sitting City Council.

o The group will begin discussion on high-capacity transit at the March 13th meeting.
