1. Call to Order and Roll Call
The meeting was called to order at 7:00 PM, by Chair Wayne Gross.

2. Approval of Minutes: October 10, 2022
The minutes from October 10, 2022, were reviewed. Ellen Seminara moved to approve the minutes.
Scott Winkels seconded the motion. The motion carried with all present board members voting yes.
3. Comments from the Audience
Chris Garstek congratulated Mayor-elect Lueb as well as thanked Kaitlyn Leaf and Melissa Heine for
a successful Howl-o-Ween, which had 42 entries. She also praised Bill Johnson, from Public Works
on his role as emcee.
4. Review of 2022 PRAB Goals
PRAB Chair Wayne Gross lead a review and discussion of the 2022 PRAB Goals.
• Infields at Cook Park depleted the balance of the lodging tax revenue (goal/item 4);
upcoming tournaments should help rebuild the fund.

System Plan/Implementation Plan (CG#4)—turnover in finance department has put parts of
the plan temporarily on hold. It will be addressed in 2023.
5. Universal Plaza Update
Martin McKnight, Parks Supervisor, and Rick Gruen, Parks and Recreation Manager, provided a
presentation on the progress of Universal Plaza. Rick Gruen thanked Tiffany Myers for her role as
substitute recorder and introduced Justin More as the new Recreation Program Specialist.
Construction is behind schedule with the transformer from PGE being the most substantial issue.
Completion should be by March or April 2023. Staff will be trained as Certified Pool Operators in
order to operate the water feature. Training will begin late winter/early 2023.
6. Parks and Recreation Manager Update
Parks, Recreation and Green Infrastructure Manager, Rick Gruen, provided the following updates:
• River Terrace Town Center is still in the process for a developer agreement.
• After meeting with the Marine Board regarding the Cook Park Accessible Dock, a new fully
accessible entry point will be developed near the basketball court with a pathway to a
gangway and aluminum dock system.
• The playground for Cook Park Inclusive Playground Project is expected to be delivered in
late February with construction beginning in March.
• Due to ongoing pickleball issues at the Summerlake Hard Courts, Parks and Rec has formed
a Summerlake Hardcourt Committee for pickleball with each user group having a
representative. Rick Gruen and Justin More will hold the first meeting in January as a final
attempt to assemble a schedule. If an agreement cannot be reached, the courts will become
drop-in only. A Rec Aide will be hired to monitor the pickleball courts. PRAB requested that
the user group scheduling requests be presented to PRAB prior to finalization.
• The Steve Street Park RFP is forthcoming. An IGA from Metro should be submitted and
brought in from of council sometime in January.
7. Recreation Updates
Recreation Coordinator, Kaitlyn Leaf provided an update, overview, and future Recreation
programming.
• Recreation is in the planning phase for spring and summer programming.
• The DIY wreath kit was successful and thanked Melissa Heine on her work putting it
together.
• The fifth annual Snowman Scavenger Hunt just launched at Summerlake Park.
• The afterschool program will return in 2023 at Twality with an arts and crafts program which
will be led by Justin More. Recreation will be partnering with the library on the arts and
crafts program.

Justin More, the new Recreation Program Specialist, introduced himself to PRAB. His work history
includes working in parks and recreation for the City of Corvallis and the City of Oregon City. He
has a background in youth and adult programming, sports, after-school programs, and summer
day camps.
8. Parks Updates
Projects and operations update from Parks Supervisors, Martin McKnight and Greg Stout.
• The scoreboard requested by Tigard Diamond Sports can be folded into the Inclusive
Playground Project. A public meeting with be scheduled.
• The final four, leaf drop-off events by Clean Water Services were successful; donation final
numbers are forthcoming.
• Menorah lighting at Liberty Park held on Monday, December 19.
• Current staff focus during winter is equipment maintenance.
• The parking lot construction at Dirksen is behind scheduled. The project was originally
schedule for mid-October completion has been pushed to early spring.
• Homeless camp removal and cleanup at the Bagan property and Woodard Park.
• Discussion on vending machines at Cook Park.
9. Recognition of Outgoing PRAB Members
Recognition was given outgoing PRAB members Wayne Gross, Scott Winkels, and Darlene Dick.
Each member gave outgoing remarks, and they were presented with recognition and appreciation
plaques.
10. Non-Agenda Items
There were no non-agenda items.
11. Adjourn
The meeting was adjourned at 8:26 PM.
