ACTION REQUESTED
This is a swearing-in ceremony for new council members; no action requested.
BACKGROUND INFORMATION
Terms for Tigard's mayor and two councilors were set to expire on December 31,2022. Council President Heidi Lueb
filed to run for mayor,necessitating a resignation of her council position effective no later than December 31,2022,per
Tigard Charter Section III, Chapter 7.This in turn opened a two-year seat to complete her four-year term. The city of
Tigard placed the mayor,two four-year council and one two-year council positions on the November 8,2022 ballot.
Election results certified by Washington County show Heidi Lueb received the most votes for mayor.The two
candidates for four-year terms with the most votes were Yi-Kang Hu and Jai Raj Singh. Maureen Wolf received the
most votes for the two-year councilor position.
The Honorable Judge Emily Oberdorfer will swear in Heidi Lueb,Yi-Kang Hu,Jai Raj Singh and Maureen Wolf. They
will be invited to give remarks after their oaths are administered.

Staff recommends the new mayor and councilors receive their oath at the first official meeting of their term.

BACKGROUND INFORMATION
In Tigard's Charter Chapter IV, Section 18 states that at its first meeting of each odd numbered year, the Council will
elect a Council President from among its members.The term is for two years,ending on December 31,2024.The
Council President will preside over meetings and perform the duties of the office of Mayor in the Mayor's absence. The
City Recorder will supply ballots for the Council to mark, tally the votes and announce the member elected as Council
President.

EXPLANATION OF ISSUE
The City Council is scheduled to hold its 2023-25 Goal Setting Advance on January 27 and 28.In addition to
establishing goals,the Council will be asked to review its Ground Rules and Team Agreement as well as finalize its
liaison assignments (known as the City Council Appointment Matrix) during the goal setting.
As stated in the Ground Rules, "The City Council's Ground Rules play an important role in ensuring the Mayor and
Councilors have a common understanding and collective agreement on working together in the spirit of partnership.
Coupled with the City Council's Team Agreement,the two documents provide consistency and clarity on expectations
to effectively govern the City. "The Team Agreement identifies how the City Council agrees to work together in
alignment with their Council Ground Rules.Each newly elected Council should develop an agreement to honor their
individual strengths and communication styles.The purpose of this agreement is to guide the team in working together,
build trust and facilitate open communication and accountability."
The purpose of this item is to introduce each of the documents in preparation for the Council's discussion in January.

During the 2021-23 Goal Setting, the Council created its first ever Team Agreement and comprehensively reviewed and
revised its Ground Rules.The Council discusses and formally makes its liaison assignments every two years.
Public Involvement
Many of the liaison assignments in the City Council Appointment Matrix include attending various public meetings for
City boards and committees and regional groups.
ALTERNATIVES& RECOMMENDATION
It is recommended that the City Council establish expectations for its discussion of the Ground Rules,Team
Agreement,and Council Liaison assignments during the upcoming Goal Setting Advance.

The City Council's Ground Rules play an important role in ensuring the Mayor
and Councilors have a common understanding and collective agreement on
working together in the spirit of partnership. Coupled with the City Council's
Team Agreement, the two documents provide consistency and clarity on
expectations to effectively govern the City.
1. Communications
a. Responses to the Public
i. All public statements, information, or press releases should be handled by the
Mayor, City Manager, or designee.
ii. Councilors may respond to community requests for information.
iii. When sharing information, it is important to be clear whether the Councilor is
stating personal opinions or sharing the majority position of the Council.
iv. The Mayor and Councilors should only make promises or commitments on behalf
of the City when there is majority support of the City Council.
b. Social Media
i. All content on social media accounts used for
City business is considered public record.
ii. Any social media account on which the 0
Mayor/Councilor posts information aboutep
City business, or information that might be
construed by the public as being about City business, must be archived by the
City and treated in accordance with Oregon Public Records Law.
iii. All posts on social media regarding a decision potentially before Council should
include a disclaimer that the views expressed represent the views of the author
and not the views of the Tigard City Council.
iv. When commenting on another Mayor/Councilor's social media post regarding a
decision potentially before Council, Mayor/Councilors should be mindful of Public
Meetings Law.

i. The City Council has outlined a process for introducing ebbsproclamations for consideration by the Council. r1
ii. All proclamations should be in alignment with the City's values.
iii. All proclamations will be approved and issued on behalf of the Council.

d. Communications with the Organization
i. The City Council respects the separation between the policy making (Council
function) and administration (City Manager function) and strives to work with City
teammates in the spirit of partnership, mutual respect, and support.
ii. The City Council respects the professional duties of the City Manager and City
teammates.
iii. The City Council relies on the City Manager to direct the administrative functions
of the organization and will refrain from interfering with the team's ability to
implement policy decisions, including directing the work of teammates.
e. Representing the City
i. If a member of the City Council appears before another governmental agency or
organization to give a statement on an issue, the member should state:
01. Whether the statement reflects personal opinion or is the official position of
the City; and
02. Whether the statement is supported by a majority of the Council.
ii. If the member is representing the City, the member should support and advocate
for the official City position on the issue rather than a persona viewpoint.
2. Council Liaison Roles

_ - a. A Council Liaison maintains a critical connection between the City Council and a
designated committee, advisory board, or task force. The primary purpose is to
i • facilitate communication between the Council and appointed member groups.
b. From time to time,the Council may appoint ad hoc committees or task forces to
help address various topics or issues facing the City and appoint a Councilor(s)to
serve as a liaison.
c. The liaison plays a key role by working with City teammates to share committee
recommendations with the rest of the Council during their regular Council
reports.
d. It is important for the liaison to share Council feedback with the committee they
are assigned. The City Council should carefully balance their participation with
empowering the volunteer members to share their diverse perspectives.
3. Administering the Council Ground Rules

EXPLANATION OF ISSUE
Introduction &Program Management Update: Equity is a key component of the Community Promise
which guides the city council and the city's work on its strategic vision. The City of Tigard named Kurt S.
Jun as its first Diversity,Equity&Inclusion Manager. He will serve as a key leader in advancing the City's
vision to be "an equitable community that is walkable,healthy, and accessible for everyone."
The City's Leadership Team and DEI Team are in the first stages of implementing the Anti-Racism Action
Plan (retitled: Racial Equity Action Plan) starting in 2023,which seeks to address systemic issues of racial
equity and implicit bias in city planning,practices and operations. Kurt,who started on October 17,will
play a key role in the implementation of a broader strategic plan for DEI. He has begun a 90-day
organizational behavior assessment and developing strategic efforts in our Community Promise for equity
and belonging both internally within the organization and externally to the diverse communities we serve.

•Review the attached introduction to the new DEI Manager and program update
•Recommend retitle of Anti-Racism Action Plan to Racial Equity Action Plan
•Recommend support and agreement to develop a proclamation"Equity Statement" on behalf of the
Mayor and Council members during the first quarter of 2023
BACKGROUND INFORMATION
City Management
The City of Tigard is committed to achieving racial equity through dismantling institutional racism and to
guide the city to effectively achieve this goal, City Management hired a Diversity Equity and Inclusion
(DEI) expert: we are emphasizing"Belonging" so our focus is Diversity, Equity,Inclusion and Belonging
(DEIB).The DEIB Manager will promote a culture of teamwork and communication by working in
collaboration and treating team members with respect,dignity, and maintaining an open mind to diverse
voices and ideas. This position will coordinate daily operations around the DEIB program and will plan,
implement, and provide ongoing coordination to achieve success in making Tigard a more equitable city.

operations,programs,projects and services who are on the front lines of contact.
ALTERNATIVES & RECOMMENDATION
City Council may recommend feedback, thoughts and comments to the DEIB Manager.The DEIB
Manager suggests an opportunity to meet and greet and plans to assist in the development of an equity
statement from the Mayor and Council.
